HomeMy WebLinkAboutMinutes-06-03-57-Regular Meeting104 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD JUNE 3rd, 1957 The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 9:00 A.M. on June 3rd, 1957 with Mayor Stamps presiding. PRESENT: COUNCILMEN: Carroll M. Dunnum, Hollis M. Peavey Scott E. Temple, James L. Stamps ABSENT: COUNCILMAN: Edwin W. Giddings. ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Royal M. Sorensen, City Attorney Della Doyle, City Clerk The City Manager presented demands No. 219 thru No. 235 for the Council's consideration. It was moved by Councilman Dunnum, seconded by Councilman Temple, and unanimously carried that the City Council, after audit of demands No. 219 thru No. 235 finds and determines that the demands are proper and the total amount thereof does not exceed the income and revenue for the year in which the indebtedness was incurred, but that there are not sufficient funds available for the payment of said demands on their due date, and the same shall not be approved for want of funds. The City Clerk shall endorse upon the demand the fact that the demands have been audited by the City Council and not approved for want of funds. AYES: 4 Councilmen: Dunnum, Peavey, Temple, Stamps NOES 0 ABSENT: 1 Councilman: Giddings The City Clerk presented a affidavit of certification, by the Registrar of Voters of Los Angeles County, showing 828 signatures of qualified electors petitioning for the proposed annexation to the City of Downey "Annexation to be known as Telegraph Road -Santa Ana Freeway Annexation" (Downey No. 1) RESOLUTION NO.90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECLARING ITS INTENTION TO CALL A SPECIAL ELECTION IN CERTAIN INHABITED TERRITORY CONTIGUOUS TO SAID CITY PROPOSED TO BE ANNEXED THERETO, FOR THE PUR- POSE OF SUBMITTING TO THE QUALIFIED ELECTORS RESIDING IN SAID TERRITORY THE QUESTION WHETHER OR NOT SAID TERRITORY SHALL BE ANNEXED TO THE CITY OF DOWNEY, AND FIXING A TIME AND PLACE WHEN AND WHERE ANY PERSON OWNING REAL PROPERTY WITHIN SUCH TERRITORY MAY APPEAR BEFORE SAID CITY CQV_ NCIL AND SHOW CAUSE WHY SUCH TER- RITORY SHOULD NOT BE ANNEXED. The resolution was read by title only. It was moved by Councilman Dunnum, seconded by Councilman Peavey and carried by the following vote that further reading be waived. AYES: 4 Councilmen: Dunnum, Peavey, Temple, Stamps NOES: 0 ABSENT: 1 Councilman: Giddings .l It was moved by Councilman Peavey, seconded by Councilman Dunnum and carried by the following vote that Resolution No. 90 be adopted. AYES: 4 Councilmen: Dunnum, Peavey, Temple, Stamps NOES 0 ABSENT: 1 Councilman: Giddings At 9:50 A.M. Mayor Stamps left and Mayor Pro - Tempore presided during the remainder of the meeting. The application for a Franchise for the Southern California Gas Company, referred to the City Attorney in the minutes of March 11 ,1957, was presented with his approval. 6 RESOLUTION NO. 91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECLARING ITS INTENTION TO GRANT THE GAS FRANCHISE APPLIED FOR BY THE SOUTHERN CALIFORNIA GAS COMPANY. The Resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman Dunnum and carried by the following vote that further reading be waived. AYES: 3 Councilmen: Dunnum, Temple, Peavey NOES: 0 ABSENT: 2 Councilmen: Giddings, Stamps. It was moved by Councilman Dunnum, seconded by Councilman Temple and carried by the following vote that Resolution No. 91 be adopted. AYES: 3 Councilmen: Dunnum, Temple, Peavey NOES: 0 ABSENT: 2 Councilmen: Giddings, Stamps. The Business Ordinance was reviewed by the Council. ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING ARTICLE VI OF THE DOWNEY MUNICIPAL CODE BY ADDING THERETO A NEW CHAPTER TO BE DESIGNATED CHAPTER 2 THEREOF AND RELATING TO BUSINESS LICENSES. The Ordinance was read by title only. It was moved by Councilman Temple, seconded by Councilman Dunnum and carried by the following vote that further reading be waived. AYES: 3 Councilmen: Dunnum, Temple, Peavey NOES: 0 ABSENT: 1 Councilmen: Giddings, Stamps. It was moved by Councilman Temple, seconded by Councilman Temple and carried by the following vote that said Ordinance be introduced. AYES: 3 Councilmen: Dunnum, Temple, Peavey NOES: 0 ABSENT: 2 Councilmen: Giddings, Stamps. Councilmen Dunnum and Councilman Temple went on record as desiring to consider that business licenses be issued on the basis of Net Income at some early date. The City Manager presented a report from Director of Finance recom- mending the purchase of a Burroughs Model F1500- Nineteen Total Typing Sensimatic Accounting Machine, cost approximately $7,103.00 plus tax. The City Manager asked that authority be given to purchase this machine. It was moved by Councilman Dunnum, seconded by Councilman Temple and carried by the following vote that authority be given to purchase a Burroughs )vbdel F1500- Nineteen Total Typing Sensimatic Accounting Machine at the approximate cost of $7,103.00 plus tax.
