HomeMy WebLinkAboutMinutes-05-27-57-Regular Meeting• MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD MAY 27, 1957 The City Council of the City of Downey held a regular meeting in the Council Chambers of the Downey City Hall at 7:30 P. M. on May 27th, 1957 with Mayor Stamps presiding. PRESENT: COUNCILMEN: Carroll M. Dunnum, Edwin W. Giddings Hollis M. Peavey, Scott E. Temple James L. Stamps. ABSENT: COUNCILMEN: None ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant City Manager Royal M. Sorensen, City Attorney Chief Ivan Robinson, Police Department Della Doyle, City Clerk The City Manager introduced Mr. Edwin McNutt and after a brief resume' of his experience, recommended to the Council that he be employed as the City Planner for the City of Downey. It was moved by Councilman Peavey, seconded by Councilman Temple and carried by the following vote that Mr. Edwin McNutt be employed as the City Planner for the City of Downey at a pay key #24, an entrance salary of $614.00 effective as of the 1st of June, 1957. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT: 0 It was moved by Councilman Temple, seconded by Councilman Dunnum and carried by the following vote that the minutes of the meetings held on May 13th, 16th, 20th and 23rd, 1957 be approved as presented. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT: 0 The North Gallatin Home Owners Committee, Mrs. Mildred Campbell, 8536 So. Rives Ave., Rivera, chairman, presented to the Mayor and the Council petetions from ,the proposed Annexation No. 1 (Telegraph Road and Santa Ana Freeway) bearing signatures of 53% of the voters in the area. It was moved by Councilman Dunnum, seconded by Councilman Temple and carried by the following vote that the petitions be referred to the City Clerk for verification with the County Registrar of Voters and that the date of election be set as soon as practical. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 9102.1 OF THE DOWNEY MUNICIPAL CODE. (Planning Comm. Res, #' -9) The Ordinance was read by title only. It was moved by Councilman Giddings, seconded by Councilman Peavey and carried by the following vote that furhter reading be waived. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT: 0 It was moved by Councilman Peavey, seconded by Councilman Giddings and carried by the following vote that said Ordinance be introduced. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT: 0 An Agreement with City of South Gate re: Jail Services to the City of Downey was presented by City Manager King. Chief Robinson also recommended that the agreement be approved. It was moved by Councilman Giddings, seconded by Councilman Dunnum and passed by the following vote that the Agreement with the City of South Gate for Jail Services be approved and the City Manager given authority to execute same. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT : 0 The City Attorney submitted copies of the proposed business license to the members of Council for their study. Action to be taken at a later date. Councilman Dunnum suggested that the working conditions in the City Manager's officer were such that he recommended the installation of some type of air conditioner. It was moved by Councilman Dunnum, seconded by Councilman Peavey and carried by the following vote that the City Manager be authorized to call for bids for an air conditioner for Room 9 of the City Hall. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, STamps NOES: 0 ABSENT: 0 Councilman Dunnum suggested that a joint meeting with the City Council of the City of South Gate and the Council of the City of Downey be arranged. Councilman Giddings went on record commending the work and progress being made by City Manager King. The following appointments were made to the Citizens Committee for Sanitation. Crawford, 10241 Chaney, Downey Mrs. Leona Aldridge, 9318 Lubec, Downey It was moved by Councilman Temple, seconded by Councilman Peavey and unanimously carried that a telegram be sent to Senator Richard Richards in support of Assembly Bill 3996. A letter was read from the Municipal Disposal Service, signed by Gene Lemons, Manager, outling the survey that their organization was making within the City in regards to the garbage and trash collections for, the area. City Manager King went on record that the City was in no was responsible for this survey and were not obligated in any way by it. The first responsibility of the City is to determine if there is to be City collections - then if so, what service is best suited to the entire City. A letter was read from William P. Wilson, attorney for the Downey Fertilizer Company stating that his client was withdrawing its request for Special use permit No. 1. A letter was presented from the County of Los Angeles announcing that the decentralized Permit Issuance will start on May 27, 1957. Construction and excavation permits will be accepted at Hollydale Warehouse from 8 a. m. to 11:30 a.m., Monday, Wednesdyy and Fridays. Legal notifications was given of a proposed Annexation "Big M" to the City of Montebello and Annexations 1, 2, 3, 5, 6, 7, 8 to the City of Santa Fe Springs. An announcement of the Board of Directors meeting, of the League of California Cities, at the Huntington- Sheraton Hotel in Pasadena on Thursday, June 6, 1957 was made. The City Manager presented demands No. 200 thru No. 218 for the Council "s consideration. It was moved by Councilman Temple, seconded by Councilman Peavey, and unanimously carried that the City Council, after audit of Demands No. 200 thru No. 218 finds and determines that the demands are proper and the total amount thereof does not exceed the income and revenue for the year in which the indebtedness was incurred, but there are not sufficient funds available for the payment of said demands on their due date, and the same shall not be approved for want of funds. The City Clerk shall endorse upon the demand the fact that the demands have been audited by the City Council and not approved for want of funds. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT: 0 City Manager King gave his report. .-� It was moved by Councilman Peavey, seconded by Councilman Temple and passed by the following vote that the recommendation of the City Manager be approved that the Mayor, the City Manager, the Fire Chief , and the Councilman from his particular district be a committee to survey and locate sites for two Fire Stations. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stt amps NOES: 0 ABSENT: 0 Council Minutes 5/27/57 -5- 10/ It was moved by Councilman Temple, seconded by Councilman Peavey and carried by the following vote -that authority be given to the City Manager to call for bids on the remodeling of the building to be opened on June 6th, 1957 at 10:00 a. m. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT: 0 It was moved by Councilman Dunnum, seconded by Councilman Temple and carried by the following vote that Dr. Malcolm Smith be retained one more month to complete the personnel specifications for the City. AYES: 5 Councilmen: Dunnum, Giddings, Peavey, Temple, Stamps NOES: 0 ABSENT: 0 The City Manager recommended to the Council that thought be given to the selection of an Auditing and Accounting Firm to handle the audit of the City books. The Council asked that bids and information be submitted before any action be taken.
