M. on May 13, 1957 with Mayor Pro - Tempore Peavey presiding. PRESENT: COUNCILMAN: Carroll M. Dunnum, Edwin W. Giddings Hollis M. Peavey, Scott E. Temple ABSENT: COUNCILMAN: James L. Starkey, Director of Finance Della Doyle, City Clerk Councilman Temple moved, Councilman Giddings, seconded and it was carried that the minutes of April 22nd and 29th, 1957 be approved as presented. Dutton of the Fire Department of Los Angeles briefly outlined the Los Angeles County Fire Prevention Code, as adopted by the City of Downey, as it defines the use and sale of fireworks. Chief Dutton recommended that the City abide by the ruling of the Code that no fireworks be sold or used except for public displays. The Council took the recommendation under study. RESOLUTION NO. 76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY CONSENTING TO THE COMMENCEMENT OF PROCEEDINGS FOR THE ANNEXATION OF CERTAIN IN- HABITED TERRITORY DESIGNATED AS ANNEXATION No. 2 The Resolution was read by title only. It was moved by Councilman Temple, seconded by Councilman Giddings and unanimously carried that further reading be waived. The Resolution was read in full. It was moved by Councilman Dunnum, seconded by Councilman Giddings and passed by the following vote that said Resolution be adopted. AYES: 4 Councilmen: Dunnum, Giddings, T #,mple, Peavey NOES: 0 ABSENT: 1 Councilman: Stamps It was requested that the City Manager contact the State and take necessary steps to have additional signs posted on the State freeways indicating entrance to the City of Downey. Councilman Dunnum suggested that the timing of the traffic signals be studied with the intent of better serving the minor streets in the City of Downey. Councilman Giddings went on record commending the women that are working for the various annexation petitions for their earnest and sincere efforts. Councilman Temple inquired as to the action being taken to clear the weeds fromvacant property. The necessary steps are now being taken. Mrs. James H. Howard, Jr., 11036 Benfield, Norwalk, who is working on Annexation No. 2, expressed appreciation to the Council, City Manager and all City employees for their cooperation and help. Councilman Peavey asked what progress City Attorney Soresnen was making on the Ordinance regarding business licenses for the City and was informed that it would be ready for presentation to the Council at the next regular meeting on May 27th, 1957. Council Minutes 5/13/57 -5- Councilman Peavey called to the attention of the Council that the parking meters were not being properly serviced. Mr. James Carson, owner of the Southern Cities Transit, Inc., operating as Cross Town Suburban Bus Line presented, to the Council, the application to the Public Utilities Commission of the State of California; he outlined the plea as presented and asked the Council's cooperation. The Council asked that a study of this be made by the City Manager and a report be made before any action be taken. The City Manager presented the analysis and recommendations from -- the Liability Insurance Bid Tabulations. He announced that the Royal Indemnity Company, thru Nash Insurance Agency, 11140 So. DowneyAve, were not only the only bidders that met specifications but were the lowest bidder and therefore recommended that the bid be awarded to them. It was moved by Councilman Giddings, seconded by Councilman Dunnum and passed by the following vote that the Liability Insurance for theCity of Downey be awarded to the Royal Indemnity Company, thru Nash Insurance Agency of Downey, for a three year period at the rate of $10, 883. 47 to be effective as cf the 16th day of May, 1957. Said policy to have a cancellation clause of 30 days. AYES: 4 Councilmen: Dunnum, Giddings, Temple, Peavey NIDES : 0 ABSENT: 1 Councilman: Stamps The City Manager presented his report and asked the authority be given to employ Dr. Malcolm Smith upon a temporary basis , to assist in the preparation of of Personnel Rules and Regulations, pay -roll classifications and job descriptions for all City employees at a cost not to exceed $650. 00; this to be completed prior to July 1, 1957. It was moved by Councilman Dunnum, seconded by Councilman Temple and passed by the following vote that the authority, as outlined, be granted to employ Dr. Malcolm Smith to assist on the personnel program. He recommended that authority be granted to employ Mr. Minor B. Phillips to set up this complete municipal accounting system at a cost of $1, 500.00; this to include $1, 000. 00 for the initial report and the installation of the system and the implementation of the system over the first 3 months. It was moved by Councilman Dunnum, seconded by Councilman Giddings and passed by the following vote that the City Manager be given authority to employ Mr. Minor B. Phillips to set up a complete municipal accounting system at a cost of $1, 500.001 the system to be in effect at the beginning of our fischl year July 1, 1957. Fire Chiefs from LosAngeles, Burbank and Santa Monica are being asked to sit on the screening committee. He also reported that arrangements have been made to meet with engineers and rating experts of the National Board of Fire Underwriters in Downey during the week of May 20 -25th to study size and desired classification of the City of Downey Fire Department, fire prevention program, water supply and distri. bution system, building codes and enforcement in connection with fire insurance classifications. . The City Manager recommended that Council authorize the award for the purchase - maintenance agreement for 9 custom 300 cars (8 for the Police Department and 1 for the Public Works Department) to Graham Ford based upon the low bid of $1, 833. 21 per car. Under this bid replacement cost (at 1 year or 30, 000 miles) is set at $656. 30 per car including bales tax. Complete maintenance of the vehicles is set a 1� per mile. AYES: 4 Councilmen: Dunnum, Giddings, Temple, Peavey NOES: 0 ABSENT:1 Councilman: Stamps It was moved by Councilman Temple, seconded by Councilman Giddings and passed by the following vote that the County of Los Angeles be notified of the intention of the City to join with the freeholders and residents of the Downey Garbage Disposal District in petitioning the Honorable Board of Supervisors to dissolve the said district and to fix a time of hearing in accordance with Article 7, Chapter 2, Division 5 of the Health and Safety Code, State of California;(to be effective October 1, 1957) AYES: 4 Councilmen: Dunnum, Giddings, Temple, Peavey NOES: 0 ABSENT: 1 Councillman: Stamps Mr. LeRoy A. Starkey, Finance Director, gave a report on the study of duplication machines and on the basis of his findings recommetded that authority be given to purchases a Multilith machine at the cost of $3, 243. 29. AYES:, 4 Councilmen: Dunnum, Giddings, Temple, Peavey NOES: 0 ABSENT: 1 Councilman: Stamps Police Chief Robinson gave a report on the activities of the personnel board a*d reported that after some 250 interviews the applicants had been reduced to 60; that they are now proceeding with the investigation of these applicants and would like Council authority to contract for physical examine- ations for the finalists. It was moved by Councilman Temple, seconded by Councilman Dunnum and passed by the following vote that authority be given to contract for physical examinations for the personnel of the entice Police Department. Council Minutes 5/13/57 -8- City Manager King reported that contact had been made with the local physicians and arrangements would be made for this to be done in the City. The City Manager reported that the Planning Commission of Downey had attended a meeting of the Southern California Planning Congress at Riverside, and a great deal of benefit was derived therefrom. A letter was read from the Downey Park, Recreation & Parkway District inviting the Council to be guest of the District for a luncheon and a tour of the facilities on Friday, May 17th at 10 :00 A. M. A letter was read from the County of Los Angeles announcing the formal notice of intention to circulate a petition for the incorporation to be known as the City of Pi.t:o Rivera. A letter from the Student Body President of West Junior High School was read. In order to become better acquainted with the people in charge of the City government they are inviting the City Council and City Manager King to share their lunch hour in the new cafeteria. Announcement of the League of Cities Joint Meeting on May 23rd, 1957 was a.ead. An announcement of the National Institute of Municipal Clerks Annual Conference, being held in Long Beach from May 20 to 23rd inclusive, was read. It was moved by Councilman Dunnum, seconded by Councilman Giddings and passed by the following vote that the City Clerk attend this conference with expenses paid. AYES: 4 Councilmen: Dunnum, Giddings, Temple, Peavey NOES: 0 ABSENT: 1 Councilman: Stamps. The City Manager presented demands No. 167 thru No. 194 for the Council's consideration. It was moved by Councilman Temple seconded by Councilman Dunnum, and unanimously carried that the City Council, after audit of demands No. 167 thru No. 194 finds and determines that the demands are proper and the total amount thereof does not exceed the income and revenue for the year in the year in which the indebtedness was incurred, but that there are not sufficient finds available for the payment of said demands on their due date, and the same shall not be approved for want of funds. The City Clerk shall endorse upon the demand the fact that the demands have been audited by the City Council and not approved for want of funds.
