PRESENT: COUNCILMEN: Carroll M. Dunnum, Edwin W. Giddings, Hollis M. Peavey, James L. Stamps, Scott E. Temple. ALSO PRESENT: Oren L. King, City Manager Glenn Kendall, Assistant Bity Manager Royal M. Sorensen, City Attorney Della Doyle, City Clerk Representatives of the Downey YMCA outlined the program of the Fourth Annual Downey YMCA Midget Olympic Games, sponsored by the YMCA of Downey, that will be conducted this year at Burbeck Field on Saturday, May 25th, and requested that the City Council proclaim May 25, 1957 as Official Downey Young Menss Christian Association Indian Guides Midget Olympics Day in the City of Downey. Councilman Temple moved, Councilman Giddings seconded and it was carried that May 25th, 1957 be proclaimed as Official Downey YMCA Olympic Day, AYES: 5 COUNCILMEN: NOES: 0 ABSENT: 0 Dunnum, Giddings, Peavey, Temple, Stamps. It was moved by Councilman Temple, seconded by Councilman Peavey and unanimously carried that the minutes of April 8th and 18th, 1957 be approved as presented. A fifteen minute recess was declared at 7:35 P.M. At 7:50 P.M. the Council reconvened with all members present. ORDINANCE NO. 24 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNI- CIPAL CODE BY ADDING THERETO SECTIONS $110, 8111, and 8112 RELATING TO THE EN- CLOSURE OF SWIMMING POOLS. Benton, Traffic Superintendent and James Carson$ owner of the Crosstown Transportation Suburban Lines gave a re- port on the bus service as it relates to the City of Downey. They explained that Downey is the hub of their service and that lines connecting with surrounding communities are routed through the City of Downey so that it serves the various areas with trans- portation into the business area. Councilman Giddings asked that the press stress the fact that the budget of the City of Downey Police Department was not that of the original estimate but much less. Councilman Peavey again discussed the serious drainage situation that exists at 2nd and La Reina and on 7th Street between Paramount and Downey ;Avenue. He also went on record to the effect that there was no indication at this time that a City property tax would be necessary in the City of Downey. Mr. Norman Ream, 10546 Chaney, Downey reported that the County of Los Angeles was raising the property tax and that it should be reported the City of Downey had no control of this increase. The City Manager requested authority to purchase or call for bids on equipment for the Police Department. It was moved by Councilman Temple, seconded by Councilman Peavey and passed by the following vote that authority be given to purchase Motorola transmitter and receiver equipment complete with installation and maintenance. It was moved by Councilman Peaveys seconded by Councilman Giddings and passed by the following vote that an alternate -10 - • offer be made of $725.00 per month, as submitted by the appraiser, at a total rental of $8,700.00 per year be pre- sented on the building; and that the City, if it should de- velop the playground area f6r any revenue producing purposes in the future, pay the school district one -half of said re- venue after cost of improvements and operations, that the City reserve the right to cancel said lease on a six (six) month written notice. NOES: 0 ABSENT: 0 Assistant City Manager, Glenn Kendall, reported on pro- gress that the Junior Chamber of Commerce was making on the contest with the schools of Downey in the development of a seal, motto, and colors for the City. It was moved by Councilman Dunnum, seconded by Councilman Giddings and passed by the following vote that the Council af- firm and ratify the action and recommendations made by the Jun- ior Chamber of Commerce and that the Council express itis ap- preciation to them for handling this contest. NOES: 0 ABSENT: 0 The Assistant City Manager was requested to arrange for a Fire Prevention Officer to attend a Council meeting to clari- fy the Fire Prevention Code, as adopted, The City Clerk read a recommendation from the Planning Commission relating to that territory known as the Triangle, Annexation #2. "The Planning Commission at their meeting of April 3, 1957 reviewed the assessed valuation which has been listed as approximately $1,000,000.00 and find that the area should be considered by the City Council for annexation ". The Council indicated that they would favor the annexation of this territory. Upon a recommendation from the Planning Commission, the City Council, indicated that they would accept dedication of streets where the improvements conform with standard specifi- cations of the City. Mayor Stamps appointed M. E. Larsen to serve on the Screening Committee, in the absence of Norman Ream. It was moved by Councilman Peavey, seconded by Councilman Temple and passed by the following vote that a protest of the City of Downey be issued to the County of Los Angeles, against the increase in the assessed valuations, and that a copy of said protest be sent to the League of Cities in Los Angeles County and to the neighboring cities. COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. read from the City of Modesto inviting the the first State -wide Conference on Uniform Recreation to be held in Modesto on April Legal notification was given of a proposed Annexation No. 120 to Compton and the intention to circulate petition for areas - 11 - 63 proposed to be incorporated to be known as the City of Los Nietos and as the City of South Santa Fe Springs. A letter from R. S. Seares, Chief of Police of the City of San Marino, of congratulations on the selection of Ivan Robinson of Glendale as Chief of Police of the City of Downey, was read. An invitation to the regular meeting of the Board of Directors of the Central Basin Water Association to be held at the Huntington Park Elks Club on Thursday, May 2, 1957 was read. An invitation from the Pvt. Earle W. OtDell Post No. 1732 to the Loyalty Day Parade on Sunday, 28th of April was read. The City Manager presented the demands for the Councils con- sideration. It was moved by Councilman Temple, seconded by Council- man Peavey, and unanimously carried that the City Council, audit of demands #143 through #150 finds and determines that the demands are proper and the total amount thereof does not exceed the income and revenue for the year in which the indebtedness was incurred, but that there are not sufficient funds presently available for their payment, and the same shall not be approved for want of funds. The City Clerk shall endorse upon the demand the fact that the demand has been audited by the City Council and not approved for want of funds.
