MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
HELD APRIL 81 1957
The City Council of the City of Downey held a regular
meeting in the Council Chambers of the Downey City Hall at
7 :30 P.M. on April 8th, 1957 with Mayor Stamps presiding.
PRESENT: COUNCILMEN: Carroll M. Dunnum, Edwin W. Giddings,
Hollis M. Peavey, James L. Stamps.
ABSENT: COUNCILMAN: Scott E. Temple
Also present: Glenn Kendall, Assistant City Manager
Royal M. Sorensen, City Attorney.
Della Doyle, City Clerk.
The Clerk announced that 7:30 P.M. on April 8, 1957 was
the time designated for the opening of bids on Liability Insur-
ance for the City.
Five bids were received and opened as follows:

It was moved by Councilman Peavey, seconded by Councilman
Dunnum, and carried by a roll call vote that these bids be re-
ferred to the City Manager and the City Attorney for review and
recommendation.

It was moved by Councilman Giddings, seconded by Councilman
Peavey, and unanimously carried that the minutes of the meeting
held on March 25 and April 1, 1957 be approved as presented.

ORDINANCE GRANTING TO SOUTHERN CALIBORNIA
EDISON COMPANY, ITS SUCCESSORS AND ASSIGNS,
A FRANCHISE TO USE AND TO CONSTRUCT AND USE,
FOR TRANSMITTING AND DISTRIBUTING ELECTRI-
CITY FOR ANY AND ALL PURPOSES, POLES, WIRES,
CONDUITS AND APPURTENANCES, INCLUDING COM-
MUNICATION CIRCUITS NECESSARY OR PROPER THERE-
FOR, IN, ALONG, ACROSS, UPON, OVER AND UNDER
THE PUBLIC STREETS, WAYS, ALLEYS AND PLACES
WITHIN THE CITY OF DOWNEY.

A letter, from Charles L. Mitsch, 13647 Ocanna Street,
Downey, registering a protest, by the Alameda District Improve-
ment Association, to the Planning Commissions action on the
granting of a permit to the Downey Fertilizer Company was read.
(Special Permit ¢#1).
It was moved by Councilman Giddings, seconded by Councilman
Peavey, and unanimously carried by a roll call vote that a public
hearing be set and published for 7:30 P.M. on April 29, 1957 in
the Council Chambers.

by Councilman Peavey, seconded by Counciman Dunnum, and unani-
mously carried by a roll call vote that further reading be

At 8:13 P.M. Councilman Temple and City Manager Oren L.
King took their places.
Mayor Stamps introduced the new City Manager Mrs. Oren L.
King and welcomed him to his first official Council meeting.
As his first official action Mr. King introduced Deputy Chief
of Police Ivan Robinson and Mrs. Robinson, of Glendale and an-
nounced that as of May lst, 1957 Deputy Chief Robinson will be
the Chief of Police of the City of Downey.
The Council recessed at 8:15 P.M. until 8:37 when the me-
eting was resumed with all members present.
Chief Robinson accepted the appointment and said it was
with humility and pride that he accepted the challenge of or-
ganizing the Police Department of the City of Downey.
Deputy Chief of Police Simons, of the Los Angeles Police
Department offered commendations both to the City of Downey and
to Chief Robinson and predicted a bright future for the new
Police Department of Downey.

man Dunnum, seconded by Councilman Temple, and unanimously car -
ried by a roll call vote that said Ordinance be introduced.

After some discussion it was moved by Councilman Dunnum, se-
conded by Councilman Temple, and unanimously carried by a roll

It was moved by Councilman Giddings, seconded by Councilman

The City Manager was instructed to write a letter of thanks
to the Chief of Police and to Deputy Chief Simon, of the Los
Angeles Police Department for their help and cooperation in
helping Downey secure the services of Deputy Chief Robinson.
Councilman Peavey discussed the transportation problem of
residents getting into the business district of Downey.
It was moved by Councilman Peavey, seconded by Councilman
Temple, and unanimously carried that the City Manager be instru-
cted to contact the transportation company and see if it would
be practical to have cross town transportation.
The City Clerk read a letter from the Mayor of the City#
of Riverside congratulating the City of Downey on securing the
services of Mr. Oren L. Ding as City Manager and at the same
time expressing their regrets in ladng Mr. King.
Resolution No. 7693 was read. "A resolution of the Mayor
and City Council of the City of Riverside, California accepting
the resignation of City Manager Oren L. King and commending
him for his outstanding service to the City of Riverside"
was also read.
The Assistant City Manager was instructed to draft a let-
ter for the Mayor and Council to the City of riverside in ans-
wer to their letter.
A letter from John Co Crowley# submitting his resignation
as consultant of the City of Downey and expressing his appre-
ciation for having had the opportunity to work with the City
Council in the first formative days.
It was moved by Councilman Giddings, seconded by Council-
man Peavey, and unanimously carried that a letter of apprecia-
tion be written to Mr. John C. Crowley.

The City Manager presented demands No. 118 thru 130 for
the Council #s consideration. It was moved by Councilman Temple,
seconded by Councilman Giddings, and unanimously carried that
the City Council, after audit of demands 118 thru 130 finds and
determines that the demands are proper and the total amount
thereof does not exceed the income and revenue for the year in
which the indebtedness was incurred, but that there are not su-
fficient funds presently available for their payment, and the
same shall not be approved for want of funds. The City Clerk

shall endorse upon the demand the fact that the demand has
been audited by the City Council and not approved for want
of funds.

The Assistant City Manager reported that the Staff Services
and Warden Services from the Los Angeles County Disaster -Civil
Defense would be furnished to the City of Downey at no cost to
the City.
An informal petition for Assessment District on Western
Avenue between 7th and Florence Avenue was presented and order -
ed to be filed with the City Engineer as soon as possible.
Legal notification was given of proposed Annexation No. 13
to the City of Lakewood, and a proposed Annexation to the City
of Bell.
A written protest was received on Zone Change Case No. 3318 -
D, (three corners of Downey Avenue - Imperial Highway intersec-
tion).
It was moved by Councilman Dunnum, seconded by Councilman
Peavey, and unanimously carried by.a roll call vote that Zone
Change Case No. 3318 -D be referred back to the Planning Commis-
sion for their reconsideratbn

The City Manager called to the attention of the Council
that the appointment of Deputy Chief Robinson had not been for -
mally ratified and asked that it be done at this time.
It was moved by Councilman Dunnum, seconded by Councilman
Peavey, and unanimously carried by a roll call vote that the
Council ratify and effect the appointment of Deputy Chief Robin-
son as the Chief of Police of Downey effective as of the lst of
May, 1957 at a salary of $11,000 per year.

The City Manager reported that he had made contact with the
State and County in regard to the erecting of City Limit signs.
The City Manager gave a report on the Anticipated Revenue
for the years 1956 -57 and 1957-58 together with an estimated
revenue calendar. He reported that a proposed budget would be
forthcoming within the near future.
A request from the Finance department, for an additional
secretary to be hired at this time was presented; recommended
salary $300.00.
It was moved by Councilman Peavey, seconded by Councilman
Temple and unanimously carried by a roll call vote that the
City Manager be authorized to employ an additional secretary at
the salary of $300.00 per month.

An invitation from the Municipal Finance Officers= Asso-
ciation to the City of Downey was read.
It was moved by Councilman Temple, seconded by Councilman
Giddings, and unanimously carried that the City Clerk and the
City Finance Officer be authorized to affiliate with the Muni-
cipal Finance Officers# Association,

Deputy Chief Robinson announced, now that his appointment
had been ratified, that he was recommending the appointment of
Lorin Morgan from the Glendale Police Department for the posi-
tion of Deputy Chief of Downey.
It was moved by Councilman Peavey$ seconded by Councilman
Giddings, and unanimously carried by a roll call vote that.
Lorin Morgan be appointed to the position of Deputy Chief of
Police of Downeyq effective May lst, 1957 at the salary of
$711.00 per month.
