HomeMy WebLinkAboutMinutes-02-21-57-Regular Meeting36 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY HELD FEBRUARY 21, 1957 The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 9:15 A.M. on February 21, 1957 with Mayor Stamps presiding. PRESENT: COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. It was moved by Councilman Peavey, seconded by Councilman Giddings, and unanimously carried that Della Doyle be appointed as City Clerk. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 The minutes of the meeting held on February 11, 1957 were corrected to read "Resolution Nb. 36 be adopted and that a hearing be set for March 11, 195711• It was moved by Councilman Temple, seconded by Councilman Peavey, and un- animously carried that the minutes of the meeting held on February 11, 1957 be approved as corrected. It was moved by Councilman Peavey, seconded by Councilman Temple, and un- animously carried that Acting City Manager, Arthur W. Brewer's resignation be accepted with regrets. NOES: 0 ABSENT: 0 RESOLUTION NO. 37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPOINTING DELLA DOYLE TO THE POSITION OF CITY CLERK. It was moved by Councilman Peavey, seconded by Councilmen Giddings, and un- animously carried by a roll call vote that Resolution No. 37 be adopted. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 RESOLUTION NO. 38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPOINTING GLENN KENDALL TO THE POSITION OF ACTING CITY MANAGER. It was moved by Councilman Temple, seconded by Councilman Dunnum, and un- animously carried by a roll call vote that Resolution No. 38 be adopted. NOES: 0 ABSENT: 0 RESOLUTION NO. 39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY A ?POINTING OREN KING TO THE POSITION OF CITY MANAGER AND FIXING THE RATE OF COMPENSATION FOR SAID POSITION. It was moved by Councilman Dunnum, seconded by Councilman Temple,and un- animously carried by a roll call vote that Resolution No. 39 be adopted. NOES: 0 ABSENT: 0 RESOLUTION NO. 40 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, ACCEPTING A GRANT OF ROAD EASEMENT FROM CHARLES VON DER AHE AND LINDA VON DER AHE et al. (Paramount Boulevard) It was moved by Councilman Dunnum, seconded by Councilman Peavey, and unanimously carried by a roll call vote that Resolution No. 40 be adopted. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 RESOLUTION NO. 41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DESIGNATING THE SECURITY -FIRST NATIONAL BANK OF LOS ANGELES, DOWNEY BRANCH, AS A DEPOSITARY OF CITY FUNDS, AUTHORIZING AND DIRECTING THE SAID BANK TO HONOR ALL CHECKS, DRAFTS AND WARRANTS WHEN BEARING SAID SIGNATURES AND FACSIMILE SIGNATURES OF CITY OFFICIALS. It was moved by Councilman Temple, seconded by Councilman Dunnum, and unanimously carried that further reading be waived. It was moved by Councilman Temple, seconded by Councilman Giddings, and unanimously carried by a roll call vote that Resolution No. 41 be adopted. NOES: 0 ABSENT: 0 RESOLUTION NO. 42 A RE30LUTIOON OF THE CITY COUNCIL OF THE CITY OF DOWNEY PROHIBITING PARKING NEAR THE INTERSECTION OF LAKEWOOD BOULEVARD AND FIRESTONE BOULEVARD IN SAID CITY. It was moved by Councilman Dunnum, seconded by Councilman Peavey, and unanimously carried that further reading be waived. It was moved by Councilman Peavey, seconded by Councilman Giddings, and unanimously carried by a roll call vote that Resolution No. 42 be adopted. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 RESOLUTION NO. 43 A RESOLiPTION OF THE CITY COUNCIL OF THE CITY OF DCWNEY APPOINTING THE COUNTY ROAD COMMISSIONER OF THE COUNTY OF LOS ANG'� ES AS THE SUPERINTENDENT OF STREETS OF THE CITY OF DOWNEY. It was moved by Councilman Peavey, seconded by Councilman Temple, and unanimously carried by a roll call vote that Resolution No. 43 be adopted. AYES: 5 COUNCILMEN: Dunnum} Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 RESOLUTION NO. 44 A RESOLUTION OF THE CITY COUNCIL OF THE CITY CF DOWNEY TO THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES ASKING THAT THE MEMBERS OF THE COUNTY FIRE DEPARTMENT BE RESTRAINED IN THE QUESTION OF THE ESTABLISHMENT OF A FIRE DEPARTMENT FOR THE CITY OF DOWNEY. 37 It was moved by Councilman Peavey, seconded by Councilman Giddings, and unanimously carried by a roll call vote that Resolution No. 44 be adopted as amended. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 Mrs. James Howard Jr., 11036 Benfield Avenue, Norwalk and Mr. Paul E. Car- rier, 8538 Lowman Ave., Rivera, spoke in behalf of this Resolution. ORDINANCE AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING THE DOWNEY MUNICIPAL CODE BY AMENDING SECTION 3200, 3201 and 3206 OF SAID CODE. (Bicycles) The Ordinance was read by title only. It was moved by Councilman Dunnum, seconded by Councilman Temple, and unanimously carried by a roll call vote that further reading be waived. NOES: 0 ABSENT: 0 It was moved by Councilman Temple, seconded by Councilman Dunnum, and unanimously carried by a roll call vote that siad Ordinance be introduced. Carrier, 8538 Lowman Ave., Rivera presented Petition #1, asking that the City Council give its consent to the commencement of such proceedings; territory to be designated as Telegraph Road Annexation. RESOLUTION NO. 45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY CONSENTING TO THE COMMENCEMENT OF PROCEEDINGS FOR THE ANNEXATION OF CERTAIN INHABITED TERRITORY DESIGNATED AS TELEGRAPH ROAD ANNEXATION. It was moved by Councilman Peavey, seconded by Councilman Temple, and unanimously carried by a roll call vote that further reading be waived. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES 0 ABSENT: 0 It was moved by Councilman Peavey, seconded by Councilman Temple, and unanimously carried by a roll call vote that Resolution No. 45 be adopted. Howard, Jr., 11036 Benfield Avenue, Norwalk, presented Petition #2 asking that the City Council give its consent to the commence- _' ment of annexation proceedings; territory designated as Cecblia -Santa Ana Triangle. It was moved by Councilman Temple, seconded by Councilman Giddings, and unanimously carried by a roll call vote that this petition be referred to the Planning Commission for their recommendations. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 aiqb 39 The Acting City Manager presented the demands No. 49 thru 61 for the Council's consideration. It was moved by Councilman Temple, seconded by Councilman Peavey, and unanimously carried that the City Council, after au- dit of demands No. 49 through 61 finds and determines that the demands are proper and the total amount thereof does not exceed the income and revenue for the year in which the indebtedness was incurred, but there are not suf- ficient funds presently available for their payment, and the same shall not be approved for want of funds. The City Clerk shall endorse upon the demand the fact that the demand has been audited by the City Council and not approved for want of funds. Downey Avenue, asked that the Council give some definite statement as to their intention of retaining the parking lot at 2nd Street and La Riena not later than Monday February 25, 1957, as the lease expires as of February 28, 1957. The Council took a 5 minute recess at 10:30 A.M. 10:35 A.M., the Council reconvened with all members present. The Council then reviewed the Kroeger report on Business Licenses and tentatively approved Section 15.1 through Section 15.9 item f, as shown on Exhibit "A ". There being no further business the meeting adjourned at 12:17 A.M. r. City Clerk
