The Cit r Council of the City of Downey met in the Council
Chambers of the Downey City Hall at 7:30 P.i`I. on February 11, 1957 and
following a roll call vote adjourned to the Cafetorium of the Downey
Elementary School.
AYES: 3 Temple, Giddings, Stamps.
NOES: 0
ABSENT: 2 Dunnum, Peavey
The City Council of the City of Downey held the reconvened meeting
in the Cafetorium of the Downey Elementary School at 7:45 P.T. on February
11, 1957 with T >Iayor Stamps presiding.
PRESENT: CCi.IT1CIL'ETJ : Dunnum, Giddings, Peavey, Temple, Stamens.
It was moved by Councilman Temple, seconded by Councilman Dunnum, and
unanimously carried that the minutes of the meetings held on January 31, 1957
and February G, 1957 be aprroved as presented.
The Troy Scouts of America honored the 'Iayor and City Council by rresent-
ine; a Scout ianual of the fifteen millionth edition celebratin° the 117th year
of scoutirg.
It was moved by Councilman Temple, seconded by Councilman Peavey, and
unanimously carried that the City Council comr:end the Roy Scouts of America
for their fine work.

Ordinance No. 14 was read by title only. It was moved by Councilman
Temple, seconded by Councilman 3iddin -7s, and unanimously carried that further
reading be waived.

unanimously carried by a roll call vote that said Ordinance be adopted.

The clerk read a. letter from TvIr. T1at Ferraro, 95104 Gallatin School House
Road, requesting that Herms Cafe, 9404 E. Firestone Blvd. be permuted to
hold a dance on February 16, 1957. Mr. Ferraro was informed that the City
Ordinance No. 12, prohibiting public dancin!;g on premises where alcoholic
beverages are bein7l sold, is now in effect.
The Cit7T Manager presented several alternatives that mi.;ht be considered
to improve the passage of school childred to and from the Imperial School at
the northwest corner of Imperial and Downey Ave. The Council decided to
hold this matter in obeyance pending a final decision on Zone Change cases
which concerns this mentioned corner.
It was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried by a roll call vote that the City Attorney prepare a
resolution to the County Board of Supervisors asking• that steps be taken to
restrain the County Fire Department from issuing further publi-city regarding
the strictl -T local problem of whether or not the City of Downey would set
up a Fire Department.

It was moved by Councilman Dunnum, seconded by Councilman Temple, and
unanimously carried that the City :Manager study and present recortimendations
on the parking situation in the residential area South of _Imperial, west of
Lakewood and east of Clark Avenue, near the North American Plant, with the
thou,ht of restricting parking in the area.
The Council set 7 :30 P.11. on February 20, 1957, to discuss the State
Employees' Retirement System with Mr. Thomas Crocker, Assistant Actuary
for the System.
The City Attorney was directed to prepare a proposed set of specifi-
cations for City Liability insurance based on a draft of such specifications
presented by Mr. John Crowley, City Consultant.
The City Manager presented the demands No.30 thru 48 for the Council's
consideration. It was moved by Councilman Temple, seconded by Councilman
Dunnum, and unanimously carried that the City Council, after audit of Demands
No-30 through No. 48 finds and determines that the demands are proper and the
total amount thereof does not exceed the income and revenue for the year in
which the indebtedness was incurred, but that there are not sufficient funds
presently available for their payment, and the same shall not be approved for
want of funds. The City Clerk shall endorse upon the demands the .fact that
the demands have been audited by the City Council and not approved for want
of funds.

Mr. Bob O'Leary presented the findings of the Temporary Business License
Committee.

It was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried that a vote of thanks be extended to Mr. O'Leary, the
Chamber of Commerce, and the Committee members for their fine work on this
report.
Mr. P. Arnold Anderson, Vice President of the ilunicinal Tax Association
discussed the Business License structure of various sister Cities and offered
his assistance to the City Council in establishing* the Business Licenses of
Downey.
Mr. D. R. McCulLz,i, President of the Southeast Chapter Building Contractors'
Association asked that any decision of a license fee for buildin =r contractors
be held up pending a decision on a. case now in the courts.
The Coi.incil set 9 A . `1. , February 21, 1907 for consideration and study
the business license fee schedules for the City of Downey.
11r. Clarence Murphy, 7931 Borson, stated that the area of Paramount
Park Tract, bounded by Imperial, Gardendale, Paramount and Rancho Los Amigos
had not been -properly patrolled by the County Sheriff Department and urged
that the City estat_,lish its own Police Department.
It was moved by Councilman Temple, seconded by Councilman Dunnum, and
unanimously carried by a roll call vote that the City i4ana er be permitted to
go to Palo Alto to the City Managers', annual conference and that he be
allowed up to $30.00 for his expenses.
