OF THE CITY OF DOVNEY
HELD FEBRTiARY 4, 1957
The City Council of the City of Downey held an adjourned meeting
in the Council Chambers of the Downey City Hall at 7:35 P.ii. on February 4,
1957, with i�lavor Stamps presiding.
PRESENT: COUl`JCIL?tEN: Dunnum, Giddings, Peavey, Temple, Stamps.
It was moved by Councilman Temnle, seconded by Councilman Peavey, and
unanimously carried that the minutes of the meeting held on January 28, 19571
be approved as presented.

Ordinance No. 13 was read by title only. It was moved by Councilman
Peavey, seconded by Councilman Dunnum, and unanimously carried by a roll
call vote that further reading be waived.

The Ordinance was read by title only. It was moved by Councilman Dunnum,
seconded by Councilman Temple, and unanimously carried by a roll call vote
that further reading be waived.

It was moved by Councilman Peave,r, seconded by Councilman Dunnum, and
unanimously carried that said Ordinance be introduced.

It was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried that the State and County be requested to speed up the
proposed San Gabriel Freeway in the vicinity of the City of Downey.
It was recommended by City Attorney Sorensen that a minimum of 700" of
the property owners involved should be required to sign any petitions to
waive the debt limit on Special Assessment Districts proceedings.
It was moved by Councilman Dunnum, seconded by Councilman Temple, and
unanimously carried that the City Manager be authorized to request that the
Los Angeles County Special Assessment District Division proceed to process
all pending Assessment Districts.

The Council directed that the anplication of Southern California
Edison Company be received and filed with the City Clerk.
J, resolution declaring the intention of the City Council to grant to
Southern California Edison Company a franchise and stating the character
of said franchise and fixing the time and place for the hearing of objections
to the grantin >_; thereof was then presented and read, said resolution being
numbered and entitled:

RESOLUTION NO. 34
A RESOLUTION OF THE CITY C07NCIL OF THE CITY OF DGVoEY
AGREEING TO PAY RENTAL TO THE DOWINEY CITY SCHOOL DISTRICT.
It was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried by a roll call vote that Resolution No. 34 be adopted.

ABSENT: 0
The Cite Council authorized the City Manager to negotiate for rental
or purchase of property at the southwest corner of 2nd Street and LaReina
Ave., now being leased to Los Angeles County as an off- street parking lot.
The Council requested the City Attorney and the City ILanager to prepare
a proposed Taxicab Ordinance.
The City i, "ana,-er presented Job Specifications for the positions of
Police Chief, Director of Plannin -r and Director of Finance.
It was moved by Councilman Giddings, seconded by Councilman Temple,
and unanimously carried that the Job Specifications dated February 1957,
for Police Chief be adopted as presented.
Councilman Dunnum presented a preliminary report from Chief Simon,
Los Angeles Police Department on probable cost of a Police Department for
the City of Downey.
Mr. Joan Crowley, the City's Consultant, presented a proposed set of
Insurance Specifications to the Council.
There bein; no further business the meeting was adjourned at 10 :05 P.`I.
until Thursday, February 7, 1957 at the Powow, 9001 E. Firestone Blvd.,
Downey, California.
