OF THE CITY OF DOWNEY
HELD JANUARY 31, 1957
The City Council of the City of Downey held an adjourned meeting
in the Council Chambers of the Downey City Hall at 7:55 P.M. on January 311
1957, Mayor Stamps presiding.
PRESENT: COUNCIL1,1EN: Dunnum, Giddings, Peavey, Temple, Stamps.
Deputy Chief of Police Richard Simon of the Los Angeles Police Depart-
ment discussed with the Council at some length the problems involved in
establishing a Police Department for a City the size of Downey.
It was moved by Councilman Giddings, seconded by Councilman Peavey,
and unanimously carried that the City 11ianager take immediate steps to recruit,
on a national basis, a Chief of Police, and that the examination process shall
consist of a written examination to be prepared and conducted by the Los
Angeles County Civil Service Commission, and that an oral interview should
be conducted by an oral board, oremember of which would be Chief Simon, and
that the five top candidates in the complete examination process should be
certified to the City 'tanager who would make a recommendation to the Council.
It was moved by Councilman Peavey, seconded by Councilman Giddings, and
unanimously carried that the Council go on record as expressing their sincere
appreciation to Chief Simon for the advise he had given the City and for his
willingness to serve on the oral board to select a Chief of Police.
I1r. Norman Ream, 10516 Chaney Ave., Downey, speaking in behalf of the
Citizens Committee to Screen City ' %tanager Applicants, requested that the
Council permit the Committee, when it was found to be necessary, to pay the
transportation costs to Downey for a number of prospective City Manager
candidates.
r--� It was moved by Councilman Giddin;s, seconded by Councilman Temple,
and unanimously carried by a roll call vote, that the Citizens Committee
to Screen City Tanager Applicants be permitted to bring a s_nall rnzmber of
City Manager candidates to Downey at the City's expense, at a $511.00 per
diem rate exclusive of transportation, which should be based on Air Coach
rates to the City of Los Angeles.
