or. John Crowley opened the subject of a retirement and pension plan
for the City. This matter was delayed until 7:00 P.11. Thursday, January 24,
1957, at which time representatives would be present to discuss the details.
There being no further business the meeting was adjourned until 7:00 P.'!.

HELD JANUARY 24, 1957
The City Council of the City of Downey held an adjourned meeting
in the Council Chambers of the Downey City Hall at 7:15 P.M. on January 24,
1957, A1ayor Stamps presiding.
PRESENT: COUNCILi!E11: Dunnum, Peavey, Temple, Stamps.
ABSENT: COUNCIL,IAN: Giddings.
Pnr. Richard Van Cleve, of the Van Cleve Estate Service, Los Angeles,
discussed at some lenth the problems involved in setting up a pension
plan for the City of Downey. T,1r. Van Cleve recommended that the City
develop a pension plan based on the combination of the Federal Old Age
Survivors Insurance and a private annuity insurance.
Mr. Fred Dodge, 8635 Firestone and sir. Charles Woodworth, 7919 Cole,
suggested that the Council consider setting up a local committee to consider
a pension plan, and they recommended that if such a plan is based on a
private annuity insurance that a local agent be given the City's business.
Councilman Giddin_;s took his place at 7:30 P.M.
The Council recessed at 8 :45 P.M.
The Council reconvened at 8 :50 P.M.wi_th all members present.
The Council discussed the problem involved in setting up a Police
Department with the Associated Consultants of Southern California, a
private consulti_n,, firm. No Conclusions were reached.
There being no further business the meeting adjourned at 10 :15 P.M.
