The City Council of the City of Downey held an adjourned meetin?
in the Council Chambers of the Downey City Hall at 7:30 P.,'T. on January 21,
1957, Hayor Stamps presiding.
PRESENT: COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps.

The Ordinance was read by title orrlNr. It was moved by Councilman
Peavey, seconded by Councilman Dunnum, and unanimously carried b,r a roll
call vote that further readin be waived.

It was moved by Councilman Peavey, seconded by Councilman Giddin -_rs,
and unanimously carried that the Ordinance be adopted by a roll call vote.

It was moved by Councilman Temple, seconded by Councilman Peavey,
and unanimously carried that this Resolution be adopted by the following
roll call vote.

RESOLUTION NO. 26

AUTHORIZ I_NIO AND REQUESTING THE COUNTY ENGINEER TO PERF O,-T
CERTAIN? SERVICES.
It was moved by Councilman Peavey, seconded by iounc ilman Temple,
and unanimously carried that this Resolution be adopted by the following
roll call vote.

NOES: 0
ABSENT: 0
Mrs. James H. Howard, Jr., 11036 Benfield Ave., Norwalk, asked that
the Council go on record as indicatin7 that they would consider annexation
of an area east of the San Gabriel River bounded on the north by Santa Ana
Freeway, on the south by Cecelia, and on the west by the San Gabriel River.
The Council reacted favorably.

it was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried that a letter be written to the Service League of Downey,
in care of 'Irs. Jane i`. Stran,- , 7638 E. 4th Place, Downey, thanki n r them
for their offer of assistance in the City office.
Mr. John Crowley opened discussion on the employment of a Consulting
Engineer. The discussion was tabled until Thursday evenin, January 24th, 1957.
The City 4ana;er gave a resumer of proposals for City Business License
schedules.
Mrs. Alice Rice, Chic Shop of Downey, 11135 So. Downey Avenue, asked
for a readinc, of the - oroposals presented by the citizens of Downey.
Mr. Murray Kramer, i41elody Dress Shop, 8232 Firestone Blvd., went on
record as feeling that the proposals of the citizens of Downey, were much
too low.
Councilman Giddings proposed that the citizens group restudy their
proposals comparin- them with the Kroeger recommendations and the recom-
mendations presented to the League of California Cities in October 1956,
by 'Talcolm '4. Davisson, Prof. of Economics university of California.
Mr. Bob O'Leary, 11214 S. Downey Ave., offered his services to make
a new survey of the problem.
At 9:55 P.S. the Council recessed.
At 10:05 P. N. the Council reconvened with all members present.
It was moved by Councilman Peavey, seconded by Councilman Giddin;;s,
and unanimously carried that the Mayor appoint a Committee to brin;-; in a
report to the Council usin:; Prof. Davisson's report to the Lea „ue of
California Cities, the Kroeger proposed Business License Ordinance,
Ordinances from a number of surrounding communities, and recorTmend.ations
from local businesses. The Council gave the Committee Chairman certain
Business License Ordinance.
RESOLUTION NO. 27

EMPLOYIN -T JOHN H. ALDERSON AS A CONSULTANT FCR THE SAID
CITY. (attached copy of Alderson letter) FIRE CONSITLTA,iT.
It was moved by Councilman Dunnum, seconded by Councilman giddings,
and unanimously carried that this Resolution be adopted by the following
roll call vote.

ABSENT: 0
It was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried that the City Manager be authorized to hire a City_
Engineer by the following roll call vote.

NOES: 0
ABSENT: 0
It was moved by Councilman Peavey, seconded by Councilman Giddings,
and unanimously carried that the letter from PTr. Bob Plane be referred to
the City Mana er to insti; ate necessary steps to grant access rights as
per letter.
It was moved by Councilman Dunnum, seconded by Councilman Peavey, and
unanimously carried that the City Manager be authorized to employ a Fianace
Director.
