MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
HELD JANUARY 14, 1957
The City Council of the City of Downey held its regular meeting
in the Council Chambers of the Downey City Hall at 7:30 P.M. on January 14,
1957, mayor Stamps presiding.
PRESENT: COITNCIL IEN: Dunrnzm, 'Giddings, Peavey, Temple, Stamps.
It was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried that the minutes of the Council Meeting of December 24th,
26th, 28th be accepted as amended.
It was moved by Councilman Temple, seconded by Councilman Giddings, and
unanimously carried that the City of Downey join the League of California
Cities.
It was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried that the deadline for presenting proposals for City
Business Licenses be extended to 7:30 P.M. Wednesday, January 16, 1957.
1,1r. Norman Ream presented a report from the Rio San Gabrial Civic
Association to the Council recommending that the City of Downey establish
their own Fire Department prior to February 1, 1957•
Mr. Bob O'Leary asked that careful consideration be given to the
question of whether fire insurance rates would increase or decrease in the
event the City should establish its own fire department.
It was moved by Councilman Dunnum, seconded by Councilman Peavey, and
unanimously carried that the TMayor appoint a committee for the Purpose of
investigating:, the possibility of establishing a Fire Department.

The Ordinance was read by title only. It was moved by Councilman
Temple, seconded by Councilman Peavey, and unanimously carried by a roll
call vote that any further reading be waived.

Mr. Earl Rafferty, of North American Aviation Presented a letter
requesting that North American be allowed to place and use a portable,
temporary traffic signal near the intersection of Immperial and Ardis
between their two build in?s.

It was moved by Councilman Temple, seconded by Councilman Peavey, and
unanimously carried by a roll call vote that Resolution No. 24 be adopted.

It was moved by Councilman Giddings, seconded by Councilman Temple, and
unanimously carried by a roll call vote that steps be taken to obtain the
services of a Planning Consultant to nrenare a master plan for the City of
Downey.

At 9:30 P.l. a twenty minute recess was called.
At 9 :50 P. M. the Council reconvened with all members present.
ORDINANCE NO. 10

It was moved by Councilman Dunnum, seconded by Councilman Temple, and
unanimously carried that the Council approve Section 2, the emergency clause,
of Ordinance No. 10.
It was moved by Councilman Peavey, seconded by Councilman Giddin;s, and
unanimously carried by a roll call vote, that Ordinance No. 10 be approved
and adopted as read.

It was decided that the Council would meet in an adjourned meeting
on Monday,January 21, 1 957, to make a study of the recommendations for
City business license Fees.
It was moved by Councilman !.Tiddings, seconded by Councilman Peavey, and
unanimously carried b,T a roll call vote that the position of Fire Chief be includ-
ed in the recruitment bein-, made for City department heads.

It was moved by Councilman Peavey, seconded by Councilman Temple, and
unanimously carried by a roll call vote that a letter be written to the
General Telephone Company requesting that the telephone poles on Downey
Avenue between lst and lath Streets and on 2nd Street from the Telephone
Office to the Post Office be removed.

Mr. John Crowley requested that the Council consider the status of the
Acting Assistant City Manager who is now on loan from the City of Santa
Monica. The Council went on record informally to assure "jlr. Kendall that
they would like to continue his services as Assistant City Tana „er at least
until the 30th of June, 1957
