The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 7 :30 P.M. on December 28, 1956, Mayor Stamps presiding. PRESENT COUNCILi,IEN: Dunnum, Giddings, Temple, Stamps. ABSENT: COJJNCIL 1AN: Peavey Mr. Norman Ream, 10546 Chaney, Downey, California presented a copy of the Municipal Codes of the City of Burbank. _ Councilman Peavey took his place at the meeting at 7:50 P.M. It was moved by Councilman Temple, seconded by Councilman Giddings, and unanimously carried that the minutes of the Council Meeting of December 20th be accepted as amended. The Mayor announced that this was the time the Council had set for a hearing on business licensing. Norman Ream presented a comparison of the City License schedules of the Cities of Huntington Park, South Gate, Beverly Hills, Santa 7onica, and Los Angeles. E. R. McCollum, 9303 Stamps, Downey, California, President of the South- east Contractors, questioned the feasibility of levying a license fee on contractors on a basis of the number of employees. Bob O'Leary, 11214 S. Downey Ave., Downey, recommended that a maximun and minimun license fee be established. Eugene Blye, 7829 Alterdale, Downey, asked if professional people were to be covered. Gano F. Culwell, 12037 Brookshire, Downey, read from Ordinance No. 275 of the City of Bell outlining that city's gross receipts fee schedule. Chris Christoff, 8001 E. Firestone questioned the advisability of a gross receipts fee levied on businesses having a very low margin of profit. Morton G. Sal-tman, 7815 Devenir, suggested that markets selling vegetables, meats and s7roceries should Dav a lower fee than markets which also carry liquor, dry ;.roods, etc. E. R. McCollums, 9303 Stamps, asked that it not be mandatory that all cars and trucks carry the name of the business which operates them. Paul C. White, 6001 Santa i,'Ionica �31vd., Hollywood 38, California, Good Humor Co. requested that, copies be available to all citizens when the license fee schedules were finally established. Reno Sirrine, 10020 S. Lakewood, suggested that these business license meetings be recorded on a tape machineV W. Mary E. Hollis, 11500 So. Paramount, Realtor, suggested that each group work out their own recommended proposal and present to,the council sex)arately. C. R. Anderson, 7910 E. Firestone, felt that the licenses should be levied on the gross of business done within the City Limits of the City of Downey. Walter Schack, 9220 E. Firestone, Rio Hondo Dairy, questioned if a local retailer would have to pay a fee on each of its trucks in addition to the regular fee on its business location. Pat Erhart, 8045 E. Imperial Highway, suggested that a tentative ordinance at a minimum rate be adopted for the first year. Roy Showalter, 10029 S. Chaney, suggested that a flat minimum fee be set Council Minutes 12/28/56 -1- up for the first near to determine how much revenue it would bring in, and that at the end of the first year when more information would be available the fee schedules could be revised. Councilman Peavey asked that proposals from any interested concerns or group of concerns be presented in writin; for the Council's review. Mayor Stamps set the deadline for the receipts of all written proposals as the morning of January 14th, 1957. Mark E. Joseph, 7857 E. Florence ingaired whether the Council intended the proposed Business License Ordinance to be a revenue or a regulatory measure. Councilman Giddings suggested that the various groups of industry work out their differences before presenting their proposal to the Council. After noting that all interested persons had been heard, the Mayor recessed the meeting at 9:10 P.1 °I. The meeting reconvened at 9:40 P.111I, with all five Councilmen present. Cornell Shearer, President of Downey Rose Float Association asked for help in financing the float for 1957 Rose Parade. After considerable discussion it was moved by Councilman Dunnum, seconded by Councilman Giddings, and unanimously carried that the City enter into agreement with the Downey Rose Float Association whereby the City would agree to pay the unrecovered cost of a float, not to exceed X2,800.00, and the Association would agree to complete and enter a float in the 1957 Rose Parade and that the Mayor and City Clerk execute same. The agreement was adopted by the following called vote. AYES: 5 COUNCIL =1EN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 The Mayor announced the appointment of Archie B. Fuller and Henry Miner for the term expiring December 31, 1957, Robert L. Ryan for the term expiring December 31, 1958, Stephen J. Skinner for the term expiring December 31, 1959, Mike Kearns for the term expiring; December 31, 1960 to the City Planning Commission. RESOLUTION NO. 21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE APPOINTMENT OF THE MAYOR OF MEMBERS OF THE PLANNING C01,1IISSION. It was moved by Councilman Temple, seconded by Councilman Peavey, and unanimously carried that this Resolution be adopted by the following called vote. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 The Mayor appointed a committee consisting of Bert DuMars, Blayne Hutchison, Norman Ream, Charles Woodworth, Charlie Wheeler, John Crowley, ,^ Don McMillan and Mayor Stamps to screen applications for the City Manager. It was moved by Councilman Dunnum, seconded by Councilman Temple and unanimously carried to urge the County Staff and the City Planning Commission to act on all pending matters at an early date.
