HomeMy WebLinkAboutMinutes-12-20-56-Adjourned MeetingMINUTES OF THE CITY COUNCIL OF THE CITY OF D010EY HELD DECEMBER 20,1956 The City Council of the City of Downey held an adjourned meeting in the Council Chambers of the Downey City Hall at 7:30 P.M. on December 20,1956, Mayor Stamps presiding. PRESENT: Dunnum, Giddings, Peavey, Temple, Stamps. ABSENT: None '-� Councilman Peavey reported that on his trip to Sacramento he learned that the first sizable Sales Tax revenue the City would receive would be on June 15, 1957 in an estimated amount of $175,000. It was also estimated that $131 000 would be received on September 15, 19571 x$156,000 on December 15, 1957 and 138,000 on March 15, 19x8 in Sales Tax revenue. The first Gas Tax revenue that the City will receive will I)e in mid- January 1957 for that portion of the October thr_i December quarter during; which the City was incoro_orated. The City's allocation for engineering assistance from State Gas Tax Funds total $7,500. Councilman Peavey reported that the first revenue from the in Liew Tax would be received in June 1956, Mr. Steve Skinner who had accompanied Councilman Peavey to Sacramento stated that the City could expect the first payment of an anticipated $18,000 per year from Alcoholic Beverage License Fees during April 1957. Councilman Peavey presented the bill for his expenses to be paid when City funds are available. The City ,tanager reported that he had spent eight profitable hours in the County Administration offices discussing proposed agreements with the County. The Council asked that approximate costs be obtained before any decision be made regarding possible partitioning of the one existin7 room in the City Hall. After the clerk had read a report by Assistant City Manager on the Parking `Meter situation the Council instructed that an investigation be made as to the possibilities of assigning, the existing County leases regarding off- street parkin; lots of the City. Councilman Giddings requested that the Council be furnished with an estimate of City revenues at the earliest possible date. Mr. Norman Reams, 10546 So. Chaney Ave., Downey, announced that it was his understanding that according to the latest State law those Councilmen elected to odd - numbered districts would serve 2 year terms and those from even - numbered districts would serve 4 year terms. Mayor Stamps appointed Councilmen Dunnum, Temple and Giddings to a committee to investigate the possible annexation of certain areas south of the City limits. The Committee agreed to meet with interested citizens at 4 =30 P.'�% December 21, 1956 in the Council Chambers. It was moved by Councilman Dunnum, seconded by Councilman Temple, and unanimously carried, that a transcript be obtained of the minutes of the Board of Supervisors held sometime around September 8 to 15th, 1956 regard- ing a gentleman's agreement between Downey and Bellflower incorporation committees. It was moved by Councilman Temple, seconded Councilman Giddings, and unanimously carried that Councilman Peavey be appointed as alternate to the Mayor on the Los Angeles County Sanitation Boards numbers 2 and 18. Councilman Peavey did not vote on the motion. RESOLUTION NO. 11 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY REQUESTING THE COUNTY 01' LOS ANGELES TO CONTINUE TO SERVICE PARKING METERS IN THE CITY OF DOVEITEY. Council Minutes 12/20/56 It was moved by Councilman Peavey, seconded by Councilman Giddings, and unanimously carried, that this Resolution be adopted by the following called vote. It was moved by Councilman Peavey, seconded by Councilman Temple, and unanimously carried, that this Resolution be adopted by the following called vote. AYES: 5 COUNCILtEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 RESOLUTION NO: 13 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE APPOINT= ,iETJT OF LEROY H. SHOWALTER AS DIRECTOR OF FINANCE. It was moved by Councilman Temple, seconded by Councilman Peavey, and unanimously carried, that this Resolution be adopted by the following vote. AYES: 5 COUNCIL�4EN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 A letter was read from Graves and Associates in regard to retaining the services of Mr. John Crowley as a consultant to the City. It was moved by Councilman Giddings, seconded by Councilman Temple, and unanimous- ly carried by a roll call vote that 114r. John Crowley be retained on an indefinite basis, at the rates proposed in this letter dates December 17,1956. It was moved by Councilman Temple, seconded by Councilman Peavey, and unanimously carried that the Sales Tax agreement as amended by rushed to Sacramento by airplane. It was moved by Councilman Dunnum, seconded by Councilman Giddings, and unanimously carried that the Mayor appoint a committee to be comprised of the - Mayor, five citizens, one representative of Richard Graves and Associates, and at least three municipal officials to recruit 10 qualified individuals to be considered by the Council for the position of City Tanager at a salary of $12,000 to $13,000 depending upon qualifications, and that the Acting City Manager, Arthur W. Brewer, be included as one of the ten applicants. RESOLUTION NO. It was moved by Councilman Temple, seconded by Councilman Giddings, and unanimously carried, that this Resolution be adopted by the following called vote. AYES: 5 COUNCILMEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 It was moved by Councilman Dunnum, seconded by Councilman Peavey, and unanimously carried that the motion just voted on regarding a General Service Agreement be reconsidered. Council Minutes 12/20/56 -2- It was moved by Councilman Dunnum, seconded byCbuncilman Peavey, and unanimously carried that the nature and extent of services under Government Code Section 34333 be investigated by the City Attorney. ORDINANCE NO. 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 6105 (b) (1) OF THE DOWNEY mUNICIPAL CODE. It was moved by Councilman Peavey, seconded by Councilman Temple, and unanimously carried that the Council approve Section 2, the Emercency Clause, of Ordinance No. 2. It was moved by Councilman Giddings, seconded by Councilman Dunnum, and unanimously carried by a roll call vote, that Ordinance No. 2 be approved and adopted as read. AYES: 5 COUNCILF.IEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT: 0 It was moved by Councilman Dunnum, seconded by Councilman Peavey, and unanimously carried that Mr. Steve Skinner be sent to Sacramento with the amended Sales Tax Agreement. Following a discussion on a proposed Business License Ordinance, the Council directed that a special hearin:, be called in the Council Chambers for 7:30 P.-",I. on December 28,1956 to discuss such an Ordinance. ORDINANCE NO. 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY A MENDING THE DOWNEY "MUNICIPAL CODE. (PUBLIC WELFARE, MORALS AND POLICY) It was moved by Councilman Dunnum, seconded by Councilman Temple, and unanimously carried that Ordinance No. 3 be approved as an emergency Ordinance. It was moved by Councilman Peavey, seconded by Councilman Giddings, and unanimously carried that this Ordinance be adopted by the following called vote. AYES: 5 COUNCILtHEN: Dunnum, Giddings, Peavey, Temple, Stamps. NOES: 0 ABSENT- 0 It was moved by Councilman Giddings, seconded by Councilman Dunnum, and unanimously carried, that a letter to be signed by the Mayor be sent to the District Manager and the President of the Southern California Edison Co. requestin- the removal of their electric poles from Downey Avenue be- tween 4th St. and Firestone Blvd. It was moved by Councilman Giddings, seconded by Councilman Dunnum, and unanimously carried that a letter to be signed by the ?Mayor, be written to the Postmaster General in Washington, D. C. stating that part of our new City of Downey south of Gardendale to Century is being serviced by the Paramount Post Office, and that the City requests that this area be trans- ferred to the jurisdiction of the Downey Post Office. Councilman Giddings requested that a letter be written to the Downey High School Varsity football team congratulating them on their seasons accomplishments. There being no further business the Council unanimously moved to adjourn at 11:15 P.M.
