The Committee Chairperson, Patricia Kotze, called the meeting to order at 4:04 P.M.
II. CONSENT CALENDAR:
Committee Member Marybeth Vergara made a motion to approve the Minutes of the
June 20, 2013 meeting. The motion was seconded by Committee Member Patrick
Owens. The Minutes were approved as written.
III. OLD BUSINESS:
Committee Member Owens inquired about the crosswalk near Our Lady of Perpetual
Help Church. Mr. Ed Norris stated that the crosswalk has been installed across the
west leg of the intersection (on 6t" Street) and pedestrian warning signs have been
installed across the south leg of the intersection (on New Street). Staff has notified the
church office about the installation of the crosswalk and the warning signs and to advise
parishioners to refrain from crossing the intersection diagonally.
IV. NEW BUSINESS:
1. Request for Street Sweeping Parking Prohibition along Richeon Avenue from
Rundell Street to Quill Drive
Mr. Norris reported that the Dept. of Public Works received a petition from the
residents along Richeon Avenue between Rundell Street and Quill Drive to establish
a parking prohibition on Mondays between the hours of 10:00 AM to 2:00 PM for

street sweeping purposes. Mr. Norris gave a brief background about the City's
street sweeping program.
There were 44 properties listed on the petition submitted by the residents. 30 of the
44 properties signed the petition in favor of the implementation of the parking
prohibition from 10:00 to 2:00 on Mondays, representing a 68% level of support.
Discussion followed.
Ms. Dana Moore of 12327 Richeon Avenue spoke in opposition of the street
sweeping parking prohibition due to a hardship that it would create on the residents
and that the street is already swept. Ms. Moore also mentioned that the individual
who requested the parking restriction submitted the request in order to force parking
turnover due to the fact that her neighbor has multiple vehicles that they park on -
street.
Mr. Mark Lukowski of 7702 Hondo Street pointed out a couple of issues: 1) people
moving in together, resulting in more cars being parked on the street, 2) there are
no alternate places to park in the area because both sides of most streets in the
entire area are swept on the same day. He suggested a possible solution of
sweeping alternate sides of the street on different days.
The following additional questions were received from the committee:
1) What percentage of street blocks are currently exempted from street sweeping?
2) What percentage of street blocks currently have posted street sweeping parking
restrictions?
3) Have any reports been received from Code Enforcement in regards to Richeon
Avenue not being cleaned by the residents?
4) Is the subject block of Richeon Avenue included in the City's current street
sweeping contract?
A motion was made by Committee Member Owens and seconded by Committee
Member Clutterham to table the item for the August meeting and directed staff to
review the wording in the street sweeping contract, look into how many street blocks
are currently exempt from street sweeping and whether Richeon Avenue is included
in the street sweeping contract. The motion was passed unanimously.
V. PUBLIC WORKS COMMITTEE COMMUNICATIONS
Committee Member Vasquez asked to be excused at the August meeting.
Committee Member Vergara also asked to be excused at the August and September
meetings.

VI. STAFF COMMUNICATIONS:
Mr. Norris gave a report regarding a special council meeting held on Monday, July 8,
2013 concerning the Woodruff Avenue at Via Amorita traffic signal project.
Mr. Norris also provided updates on the following projects:
1) Firestone Blvd. Improvement Project
2) Brookshire Repaving Project (Imperial Hwy. - Davis St.)
3) Columbia Way Pavement Rehabilitation (Lakewood Blvd. — Foster Rd.)
4) Residential Street Resurfacing
5) Police Training Room
6) Maintenance Division statistics for FY 2012-13
