A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING
NEW CLASS SPECIFICATIONS AND ESTABLISHING SALARY RANGES FOR
SENIOR CIVIL ENGINEER AND PRINCIPAL CIVIL ENGINEER AND
DESIGNATING THESE CLASSIFICATIONS AS MIDDLE MANAGEMENT
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. The class specifications for Senior Civil Engineer and Principal Civil
Engineer, attached hereto, and by this reference, are hereby adopted.
SECTION 2. These classifications are designated "Middle Management" and salary
ranges are established as follows:

Prin. Civil Engineer 04 A -13 $5,808 - $7,086
SECTION 3. The City Clerk shall certify to the adoption of this Resolution and
provide for the distribution thereof.

RESOLUTION NO. 6222 Adopted:
SENIOR CIVIL ENGINEER
DEFINITION
The position performs and oversees highly complex public works civil engineering projects
including those related to the administration and maintenance of the Geographic Information
Systems (GIS).
TYPICAL DUTIES
Designs, administers and maintains the Geographic Information System (GIS), and coordinates
and supports all computer-related system in the Public Works Agency. Installs, configures, tests
and maintains computer systems, including hardware, system and application software and
computer network. Oversees development and maintenance of data. Researches and evaluates
new hardware, software and network products.
Manages a major project involving preparation and supervision of designs, specifications, plans,
estimates and reports involved in the construction and operation of a wide variety of civil
engineering work such as storm drains, sanitary sewers, streets and highways, structures,
buildings or water utility system.
Reviews and supervises checking of plans, specifications and computations submitted in
connection with applications for building permits for new structures and alterations of structures
for conformance with the building code, for structural safety, fire hazards; disapproves
applications for building permits.
Supervises and assists in checking plans, specifications and computations submitted in
connection with applications for private development.
Confers with architects, contractors, builders and general public as to the requirements and
restrictions of the building code, and performs inspections to ensure compliance.
Prepares project feasibility studies and work related technical research, reports and
correspondence.
Supervises employees of a lower classification in assigned engineering tasks. Assumes personal
responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

DESIRABLE QUALIFICATIONS:
Any combination equivalent to experience and education that could likely provide the required
skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge
and abilities would be:
Experience: Five years of progressively responsible professional civil engineering
experience, including three years in a responsible supervisory capacity in
the option applied.
Education: A Bachelor's degree from an accredited college or university in Civil
Engineering or a related field.
Knowledge of: State, Federal and locally applicable statues, policies, standards,
ordinances and regulations related to civil engineering practices of public
agencies; principles of planning, controlling, and organizing activities of a
major civil engineering section; engineering design and analysis; traffic
engineering; construction contract law; principles of cost accounting;
supervisory techniques; public speaking techniques; and budget
preparation and administration practices. Geographic Information System
theory, equipment and its application; mapping and engineering practices;
principles and techniques of system development and system planning;
principles and practices of project management; database design and
management.
Ability to: Provide highly complex civil engineering services to the City; analyze
problems and prepare written and oral reports; understand and carry out
complex oral and written instructions; supervise the work of others; select
and maintain advanced filing systems. Analyze and solve difficult
engineering problems by arriving at valid conclusions; communicate
effectively in English both orally and in writing; effectively present issues
and recommendations before citizen's groups and/or City Council;
supervise and maintain effective working relationships.
License Required: Valid California driver's license. Registration as a Civil Engineer with the
California State Board of Registration for Civil and Professional Engineers
or equivalent and other professional designations.
SUPERVISION RECEIVED
Direction is provided by the City Engineer.
SUPERVISION EXERCISED
Direct supervision of professional, technical and clerical staff.

PRINCIPAL CIVIL ENGINEER
DEFINITION
The position performs and oversees highly complex public works civil engineering projects
including those related to Traffic and Transportation Engineering, Office Engineering or
Environmental Engineering. Positions at this level may assume duties of City engineer during
his/her absence.
TYPICAL DUTIES
Coordinates or supervises major functions of a section in the Public Works Department,.
Direct budget preparation for capital improvement projects/programs, represent Section/Divisions
in inter-agency meetings and negotiations, attend Council and Agency Board Meetings
Commission and Zoning hearings.
Determines requirements for subdivisions, excavation permits, bonds and insurance.

Supervise analysis and reports on construction costs, procedures, bids and contracts, supervise
preparation of reports for Federal, State, and County agencies, research new and existing
sources of County, State and Federal funds and prepares applications.
Appears as expert witness involving litigation's on engineering-related matters.
Oversees preparation and revisions of maps sectional sheets, sewer records, and the storage
and filing of various records and project files.

Transportation planning, operation of street signal and signing systems, coordination with other
agencies such as CALTRANS, MTA and surrounding cities, addressing citizen complaints,
maintaining current records on traffic volume and types and providing overall input into traffic
matters affecting development impacts. (Traffic Engineering)

Development services activities, administration of special projects and assessment districts, and
environmental programs such as the NPDES Storm Water Permit Program and the Flood Plain
Management Program. In addition the Office Engineer will also be responsible for the
administration of the Geographic Information System (GIS). (Office Engineering)
Responsible for all engineering related activities including water distribution and wastewater and
storm water collection systems. Planning and programming, engineering and analysis and
construction management of water, wastewater and storm drainage projects. (Environmental
Engineering)
Performs other related duties as assigned.
