A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY ADOPTING A REVISED CLASS SPECIFICATION
AND ESTABLISHING A NEW SALARY RANGE FOR POLICE
RECORDS SUPERVISOR.
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION, 1. The revised class specification for Police Records Supervisor attached
hereto, and by this reference herein, is hereby adopted.
SECTION 2. Effective July 1, 1998, the salary range is established for this classification
as follows:

SECTION 3. The City Clerk shall certify to the adoption of this resolution and provide for
the distribution thereof.

POLICE RECORDS SUPERVISOR
DEFINITION
Under general direction of the Administrative Lieutenant, plans, coordinates, and
supervises the activities of the Records Unit of the Police Department. Serves as
the Custodian of police criminal records to oversee their maintenance and
security and proper destruction.
TYPICAL DUTIES
Serve as official custodian of criminal justice records for the department.
Maintain the security of records; ensure compliance with the laws, rules, and
regulations governing access to records and Federal, State and local automated
systems; coordinate annual purge and destruction of information according to
Federal and State mandates.
Enforce policies and procedures as mandated by Federal, State and local laws
and Department of Justice guidelines including those concerning the collection,
storage, and dissemination of confidential police records, reports, and other
related material.
Supervise assigned staff in the daily processing and maintenance of record and
information systems regarding crimes, arrests, traffic collisions, field
interrogations, gun sales, court dispositions, bicycles, warrants and other
activities in support of police operations.
Maintain direct contact with the courts, District Attorney's Office, and attorneys
regarding supeona duces tecum.
Operate office equipment and computer terminals required to access data banks
at local, state and national level.
Plan, organize, assign and review the work of personnel assigned to three shifts;
provide the training and/or discipline necessary to develop staff skills.
Process incoming mail and answer correspondence.
Compile, check and record statistical data for submission to the State Department
of Justice and F.B.I. and other mandatory reporting agencies
Represent the City/Department in judicial proceedings as required.

Police Records Supervisor
Provide information and assistance to the public and other agencies.
Perform other related duties as assigned.
DESIRABLE QUALIFICATIONS
Any combination of equivalent experience and education that could likely provide
the required skills, knowledge and abilities would be qualifying. A typical way to
obtain the skills, knowledge and abilities would be:
Experience: Three years experience in police records processing including
one year in a supervisory capacity.
Education: Associate of Arts Degree in Criminal Justice, Public or Business
Administration or related field. Bachelor's Degree is preferred.
Knowledge of: Applicable federal, state and local laws and ordinances
pertaining to police records; scheduling and staffing issues in
operating a 24-hour a day, seven days a week records and
information processing center; computer application as they
relate to records management and information retrieval;
supervisory techniques including motivation, training and
evaluation of assigned personnel; modern and complex
principles and practices of police records management.
Ability to: Plan, organize and evaluate the activities of unit staff; exercise
independent judgement and work with minimum supervision;
communicate effectively both orally and in writing; establish and
maintain positive and harmonious working relationships within
the Police Department, with outside agencies and the general
public; interpret, explain, apply and enforce a variety of laws,
rules, and regulations
License Required: Valid California driver's license.
SUPERVISION RECEIVED
Direction is provided by the Administrative Lieutenant.
SUPERVISION EXERCISED
Direct supervision of Police Records Specialist I/II and other assigned personnel.
