A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING A NEW CLASS SPECIFICATION AND ESTABLISHING A SALARY RANGE FOR
INTEGRATED WASTE COORDINATOR.
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. The class specification for Integrated Waste Coordinator,attached hereto, and by
this reference herein, is hereby adopted.
SECTION 2. Salary range is established for this classification as follows:

Integrated Waste Coordinator 01 22.9 $2906.54- $3600.71
SECTION 3. The City Clerk shall certify to the adoption of this resolution and provide for the
distribution thereof.

Class Specification
Adopted:
INTEGRATED WASTE COORDINATOR
DEFINITION
To develop, implement,monitor and modify comprehensive Integrated Waste Management
programs to assure compliance with State Mandated Laws; and to promote the need and benefits
of these programs to schools,businesses and the community. Integrated Waste Management
Programs include, but are not limited to: refuse collection,recycling,green waste collection,
composting, used oil recycling and disposal of other household hazardous waste.
TYPICAL DUTIES
Typical duties include,but are not limited to,the following:
Conduct research and provide administrative assistance within the Public Works Department.
Assist in the development and implementation of department or Citywide goals, objectives,
policies and procedures.
Prepare annual Waste Reduction budget. Explore cost effectiveness of alternative programs.
Coordinate integrated waste management and recycling programs.
Prepare and distribute public information to citizens,coordinate workshops and other community
• events.
Represent the City in a wide variety of meetings with local schools, community groups,
businesses, professional associations and other local entities as required. Promote participation in
the integrated waste management programs.
Prepare Agenda items and make presentations to the City Council as assigned.
Review monthly statistical reports from contractors and prepare a wide variety of reports,
including reports for compliance with State Laws. Prepares manuals and publications; grant
applications and grant performance reports.
Assist in the coordination of departmental activities with other City departments and with outside
agencies.
Process all in-progress payment requests.
Provide direct assistance to a department head as required.
Coordinate work of volunteers and maintenance staff on assigned projects.
Perform a wide variety of clerical work including typing, proofreading,filing,checking and
recording information on records.

Assist the general public by either telephone or in person, giving information and technical
assistance.
Perform other related duties as assigned.
DESIRABLE QUALIFICATIONS:
Any combination equivalent to experience and education that could likely provide the required
skills,knowledge and abilities would be qualifying. A typical way to obtain the skills,knowledge
and abilities would be:
Experience: Three years experience in waste management/recycling programs.
Appropriate graduate work may substitute for some practical experience.
Education: A Bachelor's degree from an accredited college or university in Public or
Business Administration or related field, or additional equivalent
experience.
Knowledge of Waste reduction and recycling program design, implementation, and
management;Government codes relating to waste management/recycling
(AB 939); ordinance/resolution development; grant application processes
and grant administration; basic principles of municipal budgeting and
expenditure control; and State reporting requirements.
Ability to: Effectively plan, organize work, comprehend problems, initiate staff
recommendations,perform with minimum supervision; promote
participation in programs, to make effective public presentations;
communicate effectively with staff, residents, school age children,
community groups, business representatives and the general public;and
operate a computer with word processing and database software
programs. Willingness to work weekends and nights as programs require
License Required: Valid California driver's license.
SUPERVISION RECEIVED
General direction is received fromithe Director of Public Works.
SUPERVISION EXERCISED
This position does not bear direct supervisory responsibility. Some assignments may require
providing technical or functional supervision to other staff members and/or volunteers.
