A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING GPA 97- 07 AMENDING THE CITY'S GENERAL PLAN LAND
USE ELEMENT ZONING DIAGRAM MAP FROM GENERAL COMMERCIAL TO
COMMERCIAL MANUFACTURING FOR PROPERTIES LOCATED AT 7017,
.-. 7021, 7175 - 7345 FIRESTONE BOULEVARD AND ADOPTING THIS
PROJECT'S NEGATIVE DECLARATION.
GENERAL PLAN AMENDMENT 97- 07
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The City of Downey hereby finds, determines, and declares that:
A. The City of Downey has considered a General Plan Amendment for
properties located a 7017, 7021, 7175 - 7345 Firestone Boulevard (hereafter
known as property), based on an application filed by Andrews Rancho Del Norte
(hereafter known as applicant). The present Land Use Designation of said
property being "General Commercial"; and
B. Although this property's current Land Use designation is General
Commercial its zoning is M-1, M-2, C-2 and PB; it is developed with both
commercial and industrial uses, and that the requested new designation,
Commercial - Manufacturing would better correspond with existing land use
and would accommodate new appropriate land uses on this site; and
C. Said properties are irregularly shaped parcels containing a total of 34.5+
acres of land which are identified by the Assessor's Parcel Numbers of 6231-
001 - 12, 13, 14, 15 &16. This property is currently developed with a number of
commercial and industrial land uses.
D. The Planning Commission held a duly noticed public hearing on this
request on August 6, 1997, and fully considered all oral and written testimony
and facts and opinions offered at that hearing; and
E. This revisions to Downey General Plan Land Use Element Diagram is
consistent with good planning practice, necessary and desirable for the
development of the Community and necessary for the preservation of the public
health, safety, and general welfare of the City of Downey; and
F. The City Council has considered the effects of this decision on the
housing needs of the region in which the City is located and balanced those
needs against the public service needs of the City's residents, its fiscal and
environmental resources; and

G. An Initial Study of Environmental Impact and a Negative Declaration have
been prepared for this General Plan Amendment in accordance with the
provisions of the California Environmental Quality Act, the State CEQA
Guidelines, and the City of Downey's Revised Environmental Procedures; and
H. The City Council considered the Initial Study of Environmental Impact and
the Negative Declaration together with any comments received during the public
review process and at the hearings; and
I. Based upon the Initial Study and any comments received in the public •-•
review process, determined that there is no substantial evidence that the
requested General Plan Amendment will have a significant adverse effect upon
the environment.
SECTION 2. The City Council hereby approves and adopts the Negative
Declaration for this General Plan Amendment.
SECTION 3. The City Council hereby amends the City's General Plan Land Use
Element Diagram designation for the subject properties from General Commercial to
Commercial Manufacturing.
PASSED, APPROVED AND ADOPTED THIS 26TH DAY OF AUGUST, 1997.
