SUBJECT: Consent Calendar Item No. 3. Consider PLN — 11 — 00136 (Final Tract
Map No. 71544) for the 57 -acre site at 12214 Lakewood Boulevard, better
known as Tierra Luna Marketplace, zoned Amended Downey Landing
Specific Plan.
RECOMMENDATION
That the Planning Commission adopt a Minute Action recommending the City Council
approve Final Tract Map No. 71544.
DISCUSSION
Attached is a memo from the Deputy Director of Public Works, Mr. Edwin Norris, indicating
the City's contract engineering firm, DMR TEAM, Inc., has checked Final Tract Map No.
71544 and certified that it conforms with Tentative Tract Map No. 71544 (TfM No. 71544).
Planning Commissioners approved TfM No. 71544 on December 21, 2011. And
according to Section 66474.1 of the Subdivision Map Act, "A legislative body shall not
deny approval of a rinal or parcel map if it has previously approved a tentative map
for the proposed subdivision and if it rinds that the final or parcel map is in
substantial compliance with the previously approved tentative map."
The Applicant, moreover, has guaranteed all Engineering Division requirements for the final
map with a subdivision improvement labor and materials bond, which satisfies the
Engineering Division. Similarly, the Applicant has satisfied the Planning Division's
"Conditions of Approval" for the final map.
Planning Commissioners may recall that Tract Map No. 71544 re- subdivided the two
parcels that currently make up the westerly 57 acres of the 77 -acre Tierra Luna
Marketplace site into 13 lots. The new lots have been configured to accommodate the
various development components that will make up the Marketplace, such as the historic
building, the big box stores, the multiplex theatre and the entertainment district.
Planning Commissioners may further recall Tract Map No. 71544 encompasses the portion
of the Tierra Luna Marketplace site that Industrial Realty Group (IRG) owns. As noted
above, the Tierra Luna Marketplace covers a total 77 acres. Lakewood Boulevard and
Columbia Way serve as its westerly boundary, with Bellflower Boulevard defining its

easterly boundary, while Congressman Steve Horn Way and the backside of Downey
Landing shopping center serving as the southerly and northerly boundaries, respectively.
IRG owns 57 of the 77 acres, with the City of Downey holding title to the rest and leasing it
to IRG. The final parcel map for the City's portion of the project, approximately 20 acres, is
expected to be submitted to the City shortly.

Herewith are seven (7) prints of the subject map, which have been
completed and certified by DMR Team, Inc. The Engineering Division has checked this
map for conformance with the tentative map as approved by the Planning Commission
on December 21, 2011.
All Engineering Division requirements have been guaranteed via
subdivision improvement labor and materials bond, to the satisfaction of this office.
