HomeMy WebLinkAboutResolution No. 13-7429 - Classification Specs For Accountant Positions, Senior Accountant, & Principal Accountant & Establishing Pay for Senior Accountant/Principal AccountantRESOLUTION NO. 13-7429 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE CLASSIFICATION SPECIFICATIONS FOR THE POSITIONS OF ACCOUNTANT, SENIOR ACCOUNTANT, AND PRINCIPAL ACCOUNTANT AND ESTABLISHING PAY FOR THE POSITIONS OF SENIOR ACCOUNTANT AND PRINCIPAL ACCOUNTANT WHEREAS, the Fiscal Year 2013-2014 budget includes appropriate funding for the new professional exempt status positions of Senior Accountant and Principal Accountant to support the knowledge, experience, and skill set required to support internal financial service needs; and, WHEREAS, the new professional positions of Senior Accountant and Principal Accountant replace the existing vacant position of Revenue Supervisor and eliminates one vacant Accountant position to fund the Accountant job series; and, WHEREAS, there is no change to the existing pay range established for the position of Accountant; and, WHEREAS, the external labor market and internal alignment was considered to determine the pay ranges for the new professional exempt status positions of Senior Accountant and Principal Accountant; and, WHEREAS, the positions of Accountant, Senior Accountant, and Principal Accountant require a position specification that includes employment standards and qualifications for the Accountant job series. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION I. The position specifications for Accountant, Senior Accountant, and Principal Accountant attached hereto, and by this reference, are hereby adopted. SECTION 2. Participate in central accounting functions such as preparing adjusting entries, fiscal Year closing adjustments, and documents for auditors. Recommend or implement changes in accounting systems and procedures; identifies and resolves problems and inconsistencies involved in maintaining accounting controls and processes. Coordinate accounting-related activities with other divisions and/or City programs; answers questions and develops procedures for preparing accounting transactions pursuant to GAAP and procedures Prepare analysis and work papers in preparation for audit examination pursuant to Generally Accepted Accounting Principles (GAAP), and Generally Accepted Auditing Standards (GAAS). Examine, reconcile, balance, and adjust accounting records Interpret data and generate related statistical and fiscal reports; prepares and submits accounting information for data processing and inputs data into the computer Perform other related duties as assigned. QUALIFICATIONS Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A desired combination is as follows Education: Bachelor’s degree in Accounting from an accredited college or university Experience: One year of accounting experience, preferably in a municipal setting is highly desired Ability to: Perform complex accounting transactions and analysis; recognize and resolve accounting, auditing, and internal control situations; examine and verify financial documents and reports; prepare and analyze a variety of financial statements and reports; reconcile financial documents and reports; analyze data, draw logical conclusions, and make independent decisions; prepare a variety of financial statements, reports, and analyzes; accurately interpret data processing reports; maintain and establish effective working relationships with others; communicate clearly and effectively, orally and in writing Knowledge of: Principles of financial administration, including budgeting and reporting; modern office practices, procedures, methods and equipment, including operation of a desktop computer and Windows based applications and other related financial systems RESOLUTION NO. 13-7429 PAGE 5 License: A valid California Class C Driver’s License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions may be required. The operation of a personal computer requires finger and wrist dexterity and the ability to withstand exposure to vibration, pitch and glare from the computer. Incumbent must be able to safely lift and carry books, files and reports weighing up to 25 pounds. An incumbent works under general direction and exercise some discretion and independent judgment in performing the full range of routine to complex accounting and financial recordkeeping functions. This class is distinguished from the Principal Accountant in that the latter is responsible for more complex and higher-level accounting functions and exercises a higher level of discretion and independent decision making. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution DISTINGUISHING CHARACTERISTICS This is the advanced journey level in the Accountant job series. The Principal Accountant is distinguished from the Senior Accountant by the high level of discretion and independent judgment in performing the full range of routine to complex accounting and financial record- keeping functions. Successful performance of the work requires extensive knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management. This class is distinguished from the Finance Manager by the latter’s full management and supervisory authority in planning, organizing, and directing the full scope of operations within the department. ( ESSENTIAL FUNCTIONS The following examples are intended to describe the general nature and level of work performed. Assist the Finance Manager as required; Plan, organize, control and evaluate the work of the Accounting and Accounts Payable Sections of the Finance Department including revenue collection activities, business license, and accounts receivable: Implement departmental plans and work programs; Responsible for the monthly, quarterly and annual close process and timely completion; Assist in developing the annual City accounting, including revenue projections and budget estimates: Compiles, review, analyze, prepare and update a variety of complex budget schedules; Review the accuracy of data flows from linked schedules; Prepare budget appropriation adjustments; Lead the preparation, development, and completion of the City's annual external audit and other special audits; Work with external auditors and City staff to ensure responses are complete, well documented and provided in a timely manner; Perform related duties as assigned; and, provide quality customer service.
