HomeMy WebLinkAboutResolution No. 05-6858 (2) RESOLUTION NO. 05 -6858 �` A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE FISCAL YEAR 2005 -06 BUDGET WITH IMPLEMENTING DOCUMENTS. WHEREAS, the City Council has given careful consideration to the proposed budget recommended by the City Manager for the Fiscal Year 2005 -06. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Manager is hereby authorized to expend, in accordance with the laws of the State of California, the Charter of the City of Downey and its ordinances, on behalf of the City Council, an amount of $118,911,811 for the City operations detailed below and in the Preliminary Budget Report — 2005 -06 together with any supplemental revisions or amendments hereto authorized by the City Council: General Government $ 4,438,860 Police 25,540,627 Fire 15, 372, 397 Public Works 15,597,896 Community Services 13,813,281 Development Services 4,604,583 Capital Outlay — Additions 1,111,993 Capital Projects 38,432,174 Total: $118,911,811 SECTION 2. The amount of dollars specified above is hereby appropriated from the following funds: General Fund $ 58,298,900 NASA Management 42,029 Waste Reduction 484,101 Air Quality 90,136 Street Lighting Fund 1,412,535 Gas Tax Fund 3,410,812 Firestone Fund 1,793,998 Lakewood Fund 10,593,572 NASA Infrastructure 3,935,436 Sewer and Storm Water Fund 1,457,832 Capital Project Fund 1,171,173 State Grants Fund 681,395 Learning Center Fund 7,715,296 Community Development Block Grant Fund 5,141,617 Public Access 155,220 Asset Forfeiture Fund 404,060 Golf Course Fund 2,740,817 Transit Fund 3,868,498 Total: $118,911,811 RESOLUTION NO. 05 -6858 PAGE TWO SECTION 3. The amount of appropriated dollars specified above includes the following interfund transfers: TO: General Fund $2,432,348 NASA Management 3,362 Waste Management Fund 50,000 Sewer & Storm Drain 1,016,872 CATV 20, 000 Capital Project Fund 791,973 FROM: Gas Tax Fund $830,000 C D BG 337, 389 General Fund 1,757,207 Water Fund 631,000 Golf Fund 733,959 Asset Forfeiture 25,000 SECTION 4. The appropriation specified above shall constitute the maximum amounts authorized for each department in each fund. The City Manager is hereby authorized to make budgetary transfers between departments in a fund if, in his /her opinion, such transfers are necessary and proper to the effective operation of the City; provided, however, that: (a) Appropriations for personnel costs cannot be transferred to supply and service accounts. (b) Any non - budgeted equipment, new or replacement, that costs more than $5,000 requires prior City Council approval. (c) The City Manager will inform the City Council of the purchase of non - budgeted equipment, new or replacement that costs Tess than $5,000. (d) Authorized manpower levels as specified in the Budget document are neither increased nor transferred without prior approval of the City Council. However, the City Manager may exceed authorized manpower levels on a temporary basis to provide for the effective training and orientation of new employees. SECTION 5. That for the fiscal year ending June 30, 2006, the amount of General Fund revenues that exceed expenditures is appropriated to the Employee Benefit Fund. SECTION 6. The number and classification of employees as specified in the Budget and any amendments or revisions authorized by the City Council are hereby authorized for the fiscal year. SECTION 7.
