A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING THE CLASS SPECIFICATION AND ESTABLISHING THE
SALARY RANGE FOR DIRECTOR OF DEVELOPMENT SERVICES AND
DESIGNATING THE DIRECTOR OF DEVELOPMENT SERVICES
CLASSIFICATION AS EXECUTIVE MANAGEMENT.
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. The class specification for Director of Development Services attached
hereto, and by this reference, is hereby adopted.
SECTION 2. The classification of Director of Development Services is designated as
"Executive Management ".
SECTION 3. The salary range is established as follows:

Director of Development Services 04 -090 $8619.01 - $10515.20
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.

Adopted: 01/25/05
DIRECTOR OF DEVELOPMENT SERVICES
DEFINITION
To plan and administer the activities of the Development Services Department which
includes the divisions of Building and Safety, Planning, and Housing. Act as the Chief
Building Official of the City. Assist the City Manager in coordinating the development,
analysis and implementation of City Council policies.
TYPICAL DUTIES
Develop and implement goals, objectives, policies and priorities for the orderly, attractive
development of the community.
Plan, organize, coordinate and direct comprehensive planning, zoning, building, housing
and block grant programs within the City.
Supervise the review of plans for residential, commercial and industrial development to
facilitate orderly growth consistent with applicable building and safety codes, City codes
and ordinances.
Supervise and review preparation and revision of codes and ordinances and present reports
to the City Council. Direct the preparation of technical studies and research activities.
Supervise and oversee the issuance of building permits and building inspections.
Serve as advisor to the City Council and City Manager on development matters.
Prepare and administer annual departmental budget.
Meet and communicate with citizen groups and the general public in developing and
maintaining open lines of communication in the planning and building process.
Direct staff and participate in the preparation of studies, reports and recommendations
regarding planning and building matters.
Maintain liaison with other departments and agencies. Perform other related duties as
assigned.
DESIRABLE QUALIFICATIONS
Any combination equivalent to experience and education that could likely provide the
required skills, knowledge and abilities would be qualifying. A typical way to obtain the
skills, knowledge and abilities would be:
Experience: Eight (8) years of increasingly responsible administrative experience in ._.._.
local government planning, building inspection, housing/block grant or
a combination thereof.
Education: A Bachelor's degree in planning, public administration, civil
engineering or related fields.
Knowledge of: Principles, practices and techniques utilized in City planning, building
inspection and housing/block grant; City Charter, City ordinances and
other rules, Uniform Building Code, regulations and statutes affecting
the operation and/or functions of municipal planning, building, and
housing; principles and practices of management, supervision and
training; and budget preparation and control.
Ability to: Review and interpret economic and physical data including engineering
and architectural drawings, building plans and specifications; plan,
direct and coordinate various activities, functions and programs; present
ideas and concepts persuasively by speaking before groups or in written
form; establish and maintain effective working relationships with
co- workers and the public.
License Required: Valid California driver's license.
SUPERVISION RECEIVED
General supervision is provided by the City Manager.
SUPERVISION EXERCISED
Responsible for all personnel within the Development Services Department including
professional, technical and clerical staff.
