A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADOPTING DOWNEY VISION 2025, A COMPREHENSIVE UPDATE OF THE
CITY'S GENERAL PLAN, INCLUDING AN UPDATED LAND USE DIAGRAM
AND PROPOSED CHAPTERS FOR LAND USE, CIRCULATION,
CONSERVATION, SAFETY, NOISE, OPEN SPACE, DESIGN, AND
ECONOMIC DEVELOPMENT, AND CERTIFYING AN ENVIRONMENTAL
IMPACT REPORT.
WHEREAS, the City's General Plan, Downey Vision 2010, was adopted in 1992 and,
with the exception of the Housing Chapter and amendments to the Land Use Chapter relating to
land use diagram, has not been updated; and
WHEREAS, the City Council of the City of Downey initiated a comprehensive update of
the City's General Plan, Downey Vision 2010.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY
HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council of the City of Downey hereby finds, determines and
declares that:
A. Downey Vision 2025 is a comprehensive update of the City's General Plan, except for
the Housing Chapter, which was last updated separately as Downey Housing Element
2000 -2005.
B. Downey Vision 2025 will serve as a guide for future growth and development and a
foundation for future decisions.
C. Downey Vision 2025 consists of an updated Land Use Diagram and updated issues,
goals, policies, and programs organized into eight chapters: Land Use, Circulation,
Conservation, Safety, Noise, Open Space, Design, and Economic Development.
D. An Environmental Impact Report (EIR) for Downey Vision 2025 was prepared and
completed in accordance with the provisions of the California Environmental Quality Act
(CEQA).
E. On September 15, 2004 and continued to November 3, 2004, the Downey Planning
Commission held a duly noticed public hearing and, after fully considering all oral and
written testimony and facts and opinions offered at the aforesaid public hearing, and
adopted Resolution No. 2364, recommending to the City Council to adopt Downey
Vision 2025 and to certify the EIR for Downey Vision 2025, as complete and adequate.

F. On January 25, 2005, the City Council held a duly noticed public hearing and, after fully
considering all oral and written testimony and facts and opinions offered at the aforesaid
public hearing, and adopted Resolution No. 05 -6822, adopting Downey Vision 2025 and
certifying the EIR for Downey Vision 2025, as complete and adequate.
SECTION 2. Having considered oral and written evidence presented at the public
hearing, the City Council of the City of Downey further finds, determines and declares that:
A. The proposed General Plan update, Downey Vision 2025, is in the public interest and
in the interest of the furtherance of the public health, safety, and welfare.
B. The goals, policies, and programs of each chapter of Downey Vision 2025 are
internally consistent with each other.
C. The goals, policies, and programs of Downey Vision 2025 are also consistent with
Downey Housing Element 2000 -2005, which was adopted as a separate document, and
changes to the adopted Housing Chapter are not required at this time.
D. Changes to zoning designations and zoning regulations needed to implement the goals,
policies, and programs of Downey Vision 2025 will be considered within a reasonable
time.
SECTION 3. The City Council also further finds, determines and declares that:
A. An Initial Study/Notice of Preparation and Draft EIR have been prepared for Downey
Vision 2025 in accordance with the provisions of the California Environmental Quality
Act, State CEQA Guidelines and the City of Downey's Procedures for Implementing
CEQA. Prior to recommending approval of Downey Vision 2025, the City Council
considered the Initial Study/Notice of Preparation and Draft EIR, comments received
from interested parties and other agencies during the environmental document's public
review period, and responses to those comments. Based on the Initial Study/Notice of
Preparation, Environmental Impact Report, comments received and responses to these
comments, the City Council finds, determines and declares that although Downey Vision
2025 may result in unavoidable adverse effects on noise, air quality and
transportation/traffic, the City Council makes the finding according to Subsection (c) of
Public Resources Code Section 21081, that specific economic, social or other
considerations make infeasible the mitigation measures or project alternatives identified
in the EIR.

B. The City Council makes the findings contained in the Findings of Fact, attached hereto as
Exhibit "A ", as with respect to significant environmental impacts identified in the Final
EIR, together with the finding that each fact in support of the findings is true and is based
upon substantial evidence in the record, including the EIR.
C. The Final EIR has identified significant environmental effects that will result from
Downey Vision 2025 and the significant effects are set forth in the Findings of Fact.
D. The Findings of Fact and the Final EIR have identified that Downey Vision 2025 may
have unavoidable adverse effects on air quality, noise, and transportation/traffic.
However, the significant effects that can feasibly be avoided or mitigated will be avoided
or mitigated by implementing the mitigation measures as set forth in the Final EIR, the
Findings of Fact and Mitigation Monitoring Program, hereto attached as Exhibit "C ".
E. The significant impacts of the project identified in the Findings of Fact which will be
reduced to a level of insignificance will be substantially reduced in their impacts by
implementing the mitigation measures set forth in the Findings of Fact, the Final EIR and
the Mitigation Monitoring Program.
F. The unavoidable significant impacts that will result with the implementation of Downey
Vision 2025 which will not be reduced to a level of insignificance as identified in the
Findings of Fact, are clearly outweighed by the economic, social and other benefits of the
specific plan, as set forth in the Statement of Overriding Considerations, hereto attached
as Exhibit "B ". The facts and conclusions set forth in the Statement of Overriding
Considerations are true and are supported by substantial evidence in the record, including
the Final EIR.
G. The Final EIR has described a reasonable range of feasible alternative projects to
Downey Vision 2025 that could feasibly attain the basic objectives or might be more
costly. A reasonable range of alternatives were considered in the review process of the
Final EIR and ultimate decisions on the project. Downey Vision 2025 represents the
least environmentally damaging alternative that could feasibly attain the basic objectives
of the project.
SECTION 4. The City Council of the City of Downy hereby adopts and incorporates
herein by reference the following documents attached hereto as exhibits: (1) Findings of Fact;
attached hereto as Exhibit "A "; (2) the Statement of Overriding Considerations, attached hereto
as Exhibit `B "; and (3) the Mitigation Monitoring Program, attached hereto as Exhibit "C ".
SECTION 5. The City Council of the City of Downey hereby recommends the City
Council certify the Final EIR, since the actions are complete and adequate, and the Final EIR
was prepared in compliance with the requirements of CEQA, the state CEQA Guidelines, and the
City's of Downey's Procedures for Implementing CEQA.

SECTION 6. Based on the findings set forth above, the City Council hereby adopts
Downey Vision 2025.
SECTION 7. The City Clerk shall certify the adoption of this Resolution.
