REGULAR MEETING
JULY 12, 2011
The Community Development Commission of the City of Downey held a Regular
Meeting at 7:32 p.m., July 12, 2011, in the Council Chamber of the Downey City Hall,
11111 Brookshire Avenue, Downey, California, Chairperson Luis H. Marquez presiding.
PRESENT: Commissioners:

Roger C. Brossmer Vice - Chairperson
David R. Gafin

Fernando Vasquez
ALSO PRESENT: Gilbert Livas, Acting Executive Director
Yvette M. Abich Garcia, Agency Counsel
Joyce E. Doyle, Interim Secretary
Lonnie Croom, Fire Chief
Rick Esteves, Police Chief
John Michicoff, Finance Director
John Oskoui, Public Works Director
Thad Phillips, Community Services Director
Brian Saeki, Community Development Director
Shirley Conte, Secretary to the City Council
Other City Staff
The Invocation was delivered by Interim City Clerk Joyce E. Doyle. The Flag
Salute was led by Shaylee Eaton, Captain of the Calvary Chapel High School Girls
Softball Team.
CONSENT CALENDAR:
It was moved by Commissioner Guerra, seconded by Commissioner Gafin, and
unanimously carried to approve the Consent Calendar items as recommended:
1. APPROVED COMMISSION MINUTES: Regular Meeting June 28, 2011:
Secretary.
2. APPROVED WARRANTS ISSUED: (See City Council Warrant Register):
Finance.
RECESSED COMMUNITY DEVELOPMENT COMMISSION MEETING:
The meeting recessed at: 7:34 p.m.

The meeting reconvened for Public Comment at 8:03 p.m., with all
Commissioners present, (see Public Comment under Regular City Council Meeting) and
recessed at 8:10 p.m.
The meeting reconvened at 9:19 p.m. with all Commissioners present.
ADJOURNMENT:
The meeting adjourned at 9:19 p.m. to 6:30 p.m., July 26, 2011.
