Comm.-Mayoral Transition MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING APPOINTMENT OF MAYOR AND MAYOR PRO TEM DECEMBER 8, 2010 The City Council of the City of Downey held an Adjourned Regular Meeting at 6:00 p.m., December 08, 2010, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California. PRESENT: Council Members: Luis H. Marquez Mayor Pro Tem Roger C. Brossmer David R. Gafin Mario A. Guerra Fernando Vasquez ALSO PRESENT: Gerald M. Caton, City Manager Charles S. Vose, Interim City Attorney Gilbert Livas, Assistant City Manager Kathleen L. Midstokke, City Clerk Susan Domen, Deputy City Clerk Other City Staff The Invocation was delivered by Council Member Mario Guerra. The Flag Salute was led by Council Member David Gafin 1. APPOINTMENT OF MAYOR AND MAYOR PRO TEM: City Clerk A. Approve proposed sequence of rotation of Mayor and Mayor Pro Tem as prepared by City Clerk; B. Election of Mayor; C. Election of Mayor Pro Tem City Clerk Midstokke reported that per the adopted policy on Council Rotation she is required to present the rotation sequence for the following two years. For the year 2010 -2011 the proposed sequence is Mayor — Council Member Marquez and Mayor Pro Tem Council Member Brossmer. For the year 2011 -2012 the proposed sequence is Mayor - Council Member Brossmer and Mayor Pro Tem Council Member Gafin. Council Member Guerra questioned why vote on the rotation occurs twice and was told that the adopted policy requires the City Clerk to present the two year rotation sequence each year and that the Council always has the option of voting differently the following year. City Manager Caton suggested that this portion of the item be pulled and brought back for discussion in January. Council Member Gafin stated that per the Council's request, the policy was drafted to be able to show the succession planning for a few years ahead. City Council Minutes 12/08/10 Adj. -1- Council Member Guerra responded that he felt it was done because of former Council Members not having the opportunity to be Mayor twice and agreed they could always vote against the policy if needed. It was moved by Council Member Gafin, seconded by Council Member Brossmer and so ordered by Mayor Pro Tem Marquez to receive and file Item 1 (a). City Clerk Midstokke declared the Office of Mayor open and asked for nominations. It was moved by Council Member Brossmer to nominate Mayor Pro Tem Marquez as Mayor of the City of Downey. There being no further nominations, the City Clerk declared the nominations closed. Mayor Pro Tem Marquez was appointed as Mayor of the City of Downey. Mayor Marquez thanked his colleagues for the vote of confidence and noted he would be presenting his goals for the upcoming year at next weeks meeting. Mayor Marquez declared the Office of Mayor Pro Tem open and asked for nominations. It was moved by Council Member Gafin, seconded by Mayor Marquez to nominate Council Member Brossmer as Mayor Pro Tem of the City of Downey. There being no further nominations, Mayor Marquez declared the nominations closed. It carried unanimously to appoint Council Member Brossmer as Mayor Pro Tem of the City of Downey. Mayor Pro Tem Brossmer thanked his fellow Council Member for their support in his ._.. nomination. NON - AGENDA PUBLIC COMMENT: Chuck Ana, resident of Downey, congratulated Mayor Marquez and welcomed new Council Vasquez.
