OF THE CITY OF DOWNEY
REGULAR MEETING
MAY 10, 2005
The Community Development Commission of the City of Downey held a Regular Meeting at
7:26 p.m., May 10, 2005 in the Council Chamber of the Downey City Hall, 11111 Brookshire
Avenue, Downey, California, Chairman Anne M. Bayer presiding.
PRESENT: Commissioners:

Invocations were delivered by Vice - Chairman Perkins and Pastor Brad Reed, Redeemer
Covenant Church, Downey. The Flag Salute was led by Kidsday spokespersons: Kathia Morales and
Matt Thomas.
CONSENT CALENDAR — ITEMS FOR REMOVAL:
3. APPROVE AMENDEMENT TO AGREEMENT FOR PROPERTY TAX AUDIT AND
INFORMATION SERVICES WITH HdL COREN AND CONE, INC.: Economic
Development. This item was removed at the request of Council Member Gafin and is listed
under Other Business below.

CONSENT CALENDAR
It was moved by Commissioner Gafin, seconded by Vice - Chairman Perkins, and unanimously
carried to approve the remainder of the Consent Calendar items as recommended:
1. APPROVED COMMISSION MINUTES: REGULAR MEETING APRIL 26, 2005:
Secretary.
2. APPROVED WARRANTS ISSUED: (see Council Warrant Register): Finance.

CONSENT CALENDER — ITEMS REMOVED BY COUNCIL APPROVAL:
3. APPROVE AMENDEMENT TO AGREEMENT FOR PROPERTY TAX AUDIT AND
INFORMATION SERVICES WITH HdL COREN AND CONE, INC.: Economic
Development.
Commissioner Gafin asked for clarification on the payment terms of the contract and if the
work they are providing is beneficial to the City. Assistant City Manager Powell explained that the
consultant receives a flat monthly fee and a percentage of the findings of any misallocations from the
County in property taxes. He noted that they also provide analysis on property taxes which is used to
help the City understand who the property tax payers are and the impact they have on the City in
selling or rehabilitating their homes.
It was moved by Commissioner Cartozian to approve the amendment to the agreement.
Vice - Chairman Perkins suggested the motion to be amended to bring back the agreement with
a breakdown on the savings provided by this company.
Commissioner Cartozian inquired into the City's ability to operate without the use of this type
of company and how often they find mistakes in the allocation of property tax monies and was
informed that the City could operate without their services although they would loose some of the
data that they provide due to the difficulty in obtaining the information elsewhere and that in the last
three years they haven't found any mistakes; however, they also didn't get paid the percentage
reward. He then asked if the City would be opening itself up to future mistakes not being discovered
and was told that that would be the chance the City would take if they did not utilize these services.
It was move by Commissioner Cartozian, seconded by Vice - Chairman Perkins and
unanimously carried to have the item brought back after further review.
The meeting was recessed at 7:38 p.m. —

PUBLIC COMMENTS
The meeting reconvened for Public Comment at 8:23 p.m. with all Commissioners present
(see Public Comment under Regular City Council Meeting) and recessed at 8:23 p.m.
The meeting reconvened at 10:12 p.m. with all Commissioners present.
