REGULAR MEETING
JANUARY 11, 2005
The Community Development Commission of the City of Downey held a Regular Meeting at
7:31 p.m., January 11, 2005 in the Council Chamber of the Downey City Hall, 11111 Brookshire
Avenue, Downey, California, Chairman Anne M. Bayer presiding.

The Invocation was delivered by Pastor Glenn Kravig, Calvary Chapel of Downey. The Flag
Salute was led by Council Member David R. Gafin.
CONSENT CALENDAR — ITEMS FOR REMOVAL
3. AWARD CONTRACT TO SOS SECURITY, INC. FOR SECURITY SERVICES AT
THE CITY'S DOWNTOWN PARKING STRUCTURE FOR AN ANNUAL AMOUNT
NOT TO EXCEED $45,000: Economic Development. This item was pulled by
Commissioner Gafin and is listed below.

CONSENT CALENDAR
It was moved by Commissioner Cartozian, seconded by Commissioner Trejo and
unanimously carried to approve the remainder of the Consent Calendar items as recommended:
1. MINUTES: REGULAR AND ADJOURNED REGULAR MEETINGS DECEMBER 14,
2004: Approve.
2. WARRANTS ISSUED: (contained in Council Warrant Packet): Approve.
OTHER COMMISSION BUSINESS — Items removed from Consent Calendar:
3. AWARD CONTRACT TO SOS SECURITY, INC. FOR SECURITY SERVICES AT
THE CITY'S DOWNTOWN PARKING STRUCTURE FOR AN ANNUAL AMOUNT
NOT TO EXCEED $45,000: Economic Development.
Commissioner Gafin inquired if there will be on -site electrical surveillance and signs posted
giving notice of the security present. In response, Economic Development Analyst Flores indicated
that electrical surveillance is not planned and that the security will be on foot and using a golf cart.
Commissioner Cartozian asked if the Parking Fee Schedule included covering this cost and
was informed that it did not currently but would be reviewed for adjustments.
Lennie Whittington, Downey resident, mentioned that he had seen the Public Works staff
assisting in the patrolling of this lot and that he recalled the ceilings are too low for the installation of
cameras. He stated that he thinks this is a good thing.
It was moved by Commissioner Gafin and seconded by Commissioner Cartozian and
unanimously carried to award contract to SOS Security, Inc. for security services at the
Downtown parking structure for an annual amount not to exceed $45,000, to include signs such
as "Security Guards Present" and reviewing the annual per space parking fees to incorporate
this cost.
The meeting was recessed at 7:42 p.m.
ORAL COMMUNICATIONS
The meeting reconvened for Oral Communications at 7:42 p.m. with all members present
(see Oral Communications under Regular City Council Meeting) and recessed at 7:49 p.m.
The meeting reconvened at 9:47 p.m. with all members present.
