ADJOURNED REGULAR MEETING
SEPTEMBER 27, 1991
The City Council of the City of Downey held an Adjourned Regular Meeting
at 8:00 a.m., September 27, 1991 in the Council Chamber of the Downey City
Hall, Mayor Barbara J. Hayden presiding.

ITEMS CONTINUED FROM THE SEPTEMBER 25 CITY COUNCIL MEETING '
Mayor Hayden requested that Agenda Item VI - E - 2, EXCHANGE OF PROPOSITION A
FUNDS WITH SANTA FE SPRINGS, and Agenda Item VI - - 1, NEW CLASS SPECIFICATIONS AND
DESIGNATING SALARY RANGES FOR ASSISTANT SUPERINTENDENT OF PHYSICAL SERVICES AND
HOUSING PLANNER, be continued to the meeting of October 8, 1991 when Council
Member Cormack can be present. There being no objection, these items were
continued to October 8, 1991.
Mayor Hayden deviated from the agenda at this time to consider Item IX-B,
APPROVAL OF FUNDING SUPPORT FOR CITY'S 35TH ANNIVERSARY ACTIVITIES BY SECOND
CENTURY FOUNDATION.
Mr. Willis Leach, 7823 Fourth Place, President of the Second Century
Foundation, commented on proposed activities for this event and noted the planned
golf tournament and country fair would be self- supporting; however, the dinner-
dance could be a potential financial risk. He stated the Foundation will follow
the desire of Council.

It was moved by Council Member Boggs, seconded by Council Member Brazelton,

and unanimousl -y carried by the Members present to allocate $3500 to the Second
Century Foundation in sponsoring a country fair and golf tournament honoring the
City's 35th anniversary.
Prior to the foregoing vote, Council Member Boggs expressed her support of
the country 99 p pp
t y fair and golf tournament, noting the high visibility of these
events. She discussed the work done by the Second Centur y Foundation and the
current financial situation that warrants prudent spending.
Council Member Brazelton mentioned that sponsoring the country fair and golf
tournament would hopefully allow the Second Centur y Foundation to break even in
their budget.
Council Member Carter inquired into the financial feasibility of these
events.
Mr. Leach explained that a profit has been included in the golf tournament
fees, so it is expected the Foundation w i l l not lose money should the dinner -dance
be excluded.
Mayor Hayden expressed her support of the motion and noted the difficult
economic times as a factor in considering all expenditures.
URGENCY ORDINANCE NO. 936
AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING
THE DOWNEY MUNICIPAL CODE BY ADDING SECTIONS 8970 TO 8970.06 RELATING
TO INTERIM FLOODPLAIN MANAGEMENT STANDARDS
The Urgency Ordinance was read in its entirety.
Mr. Thorson noted two minor changes regarding the numbered Code sections in
the Title and Sections 2 and 3 of the Urgency Ordinance. Additional language was
read that was inadvertently omitted from pages 2 and 4, and the date of adoption
was corrected.
It was moved by Council Member Brazelton, seconded by Council Member Boggs,

THE DOWNEY MUNICIPAL CODE BY ADDING SECTIONS 8970 TO 8970.06
RELATING TO INTERIM FL00DPLAIN MANAGEMENT STANDARDS
The Ordinance was read by title only.
It was moved by Council Member Boggs, seconded by Council Member Carter, and
unanimously carried by the Members present to waive further reading and introduce.
Prior to the foregoing vote, Mr. Thorson advised this Ordinance will
incorporate the same changes as those discussed in the Urgency Ordinance.
