HomeMy WebLinkAboutMinutes-09-17-91-Regular Meeting MINUTES OF THE CITY COUNCIL j33 OF THE CITY OF DOWNEY SEPTEMBER 17, 1991 The City Council of the City of Downey held an adjourned regular meeting at 7 :00 p.m., September 17, 1991, in the Council Chamber of the Downey City Hall, Mayor Barbara J. Hayden presiding. PRESENT: Council Members: Barbara J. Hayden Mayor Diane P. Boggs Mayor Pro Tem Robert G. Cormack Robert S. Brazelton ALSO PRESENT: Gerald Caton, City Manager Peter Thorson, City Attorney Judith McDonnell, City Clerk Cindi Apidgian, Executive Secretary Other members of staff were present in the audience. The Invocation was delivered by Council Member Cormack. The Flag Salute was led by Richard and Susan Carter, son and daughter of Richard D. Carter. SEATING OF RICHARD D. CARTER AS COUNCIL MEMBER - DISTRICT NO. 2 Mayor Hayden requested the City Clerk and Mr. Carter approach the dais. Ms. McDonnell administered the loyalty oath to Mr. Carter. Mayor Hayden introduced Council Member Richard Carter representing District 2. Council Member Carter recognized members of his family present in the audience. He thanked the Council for appointing him and mentioned the support #0.1.‘ he received from former Council Member /Mayor Roy Paul. He spoke regarding his experience as a Planning Commissioner, and discussed some of the City's complex issues he will be addressing as Council Member for District 2. All Council Members welcomed Mr. Carter to his new position, indicating they looked forward to working with him. Speaking from the audience, former Council Member /Mayor Roy Paul discussed his past relationship with Council Member Carter, noting his appointment of Mr. Carter to the Planning Commission was a result of his knowledge and caring about the community. Mr. Paul stated he was proud to see Council Member Carter serving in his new position and congratulated him on his appointment. Council Minutes 9/17/91 -1- 933 ORAL COMMUNICATIONS Ms. Joyce Lawrence, 9627 Cheddar St., speaking on behalf of the Planning Commission, expressed best wishes to Council Member Carter and mentioned she would miss him on the Commission. Mayor Hayden invited the public to attend a reception in the lobby.
