HomeMy WebLinkAboutMinutes-07-02-91-Mayoral Transition MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY 928i MAYORAL TRANSITION JULY 2, 1991 The City Council of the City of Downey held a Mayoral Transition Meeting 9 at 7:10 p.m., July 2, 1991 in the Council Chamber of the Downey City Hall, Mayor Roy L. Paul presiding. PRESENT: Council Members: Roy L. Paul Mayor Barbara J. Hayden Mayor Pro Tem Diane P. Boggs Robert S. Brazelton Robert G. Cormack ALSO PRESENT: Judith E. McDonnell City Clerk Cindi Apidgian Executive Secretary Other City employees and their families were present in the audience. The Invocation was delivered by Associate Pastor Tim McCalmont, First Presbyterian Church of Downey. The Flag Salute was led by Cathy J. van der Linden and Sally A. Hayden, daughters of Mayor Pro Tem Hayden. Mayor Paul welcomed the audience and recognized special guests including Judge Donald Wilson and his wife Susan; Priscilla Dunnum, former Mayor and Council Member; Scott Temple, former Mayor and Council Member, and his wife Faith; Dee Bacus, President of Downey Chamber of Commerce; Councilman Richard Ricardo, City of Pico Rivera; and Mayor B i l l Pendleton, City of Bellflower. Mayor Paul delivered his final address, noting accomplishments throughout the City in the past year including Stonewood Center Revitalization, further development in the Rancho Business Project, and current Redevelopment plans which will greatly benefit the City. He mentioned the loss of his father this past year and expressed his appreciation for the support received from the commmunity during this time. He commended the Council on their diversity and unity and distributed engraved gifts to each Council Member to show his appreciation. He gave special thanks to City Manager Jerry Caton for his staff leadership and good working relationship with the Council. Special presentations were made t d Mayor Paul by • Bellflower Mayor B i l l Pendleton; Pico Rivera Councilman Richard Ricardo; Assistant to the City Manager June Yotsuya on behalf of the Cities of Bell Gardens and Norwalk, and U.S. Senator John Seymour; Theresa Gonzales representing Congresswoman Maxine Waters; Boyd Kiefer representing Congressman Glenn Anderson; Sheryl Musicant representing Senator Cecil Green; Cheryl Epple representing Assemblyman Bob Epple; Angie Alvarez, representing Supervisor Deane Dana; and Chamber of Commerce Past President David Gafin. The Chair was then turned over to the City Clerk for the Election of Mayor. Mayoral Transition Meeting 7/2/91 -1- 9284 City Clerk McDonnell declared the office of Mayor open and asked for nominations. It was moved by Mayor Paul and seconded by Council Member Cormack to nominate Council Member Barbara J. Hayden as Mayor of the City of Downey. Their being no further nominations, the City Clerk declared the nominations closed. It was unanimously carried to elect Barbara J. Hayden as Mayor. Mayor Hayden declared the Office of Mayor Pro Tempore open and asked for nominations. It was moved by Council Member Cormack and seconded by Council Member Brazelton to nominate Council Member Diane P. Boggs as Mayor Pro Tempore of the City of Downey. There being no further nominations, Mayor Hayden declared the nominations closed. It was unanimously approved to elect Council Member Diane P. Boggs as Mayor Pro Tempore. Mayor Hayden complimented Council Member Paul on his past year as Mayor, and presented him with a Mayor plaque, City tie tack, and Certificate of Election as Mayor. City Manager Gerald Caton presented a scrapbook of last year's accomplishments to Council Member Paul and thanked him for his leadership during the past year. Council, Member Paul congratulated Mayor Hayden and presented her with a City necklace and flowers. Mayor Hayden introduced her husband Robert; daughter Cathy van der Linden and husband Jim; son Robert and fiance Kimberly Martin; and daughter Sally with special friend Matthew Everl ey. Mayor Hayden discussed her vision for Downey as rebuilding the City, noting the importance of revitalization of commercial areas. She stressed teamwork as the best way to accomplish these future tasks. She thanked City staff for their efforts in making the City a better place to live and work. Council Member Cormack introduced his wife, Louise. Mayor Pro Tem Boggs introduced her son Garth Boggs and granddaughter Heather; and daughter Libby with husband John Odell and grandson Mark. Council Member Paul introduced his commanding officer of his Naval Reserve Center, Lieutenant Paul Marois. Council Member Brazelton introduced his wife, Jean. Mayor Hayden recognized and thanked Council Secretary Ruth Saltaan and Assistant to the City Manager June Yotsuya for their efforts in preparing this evening's ceremony. Mayor Hayden introduced Downey School Board Member Betty Ferraro.
