REORGANIZATION MEETING
JULY 3, 1990
The City Council of the City of Downey held a Reorganization Meeting at
7:00 p.m., July 3, 1990 in the Council Chamber of the Downey City Hall, Mayor
Randall R. Barb presiding.
PRESENT: Council Members:

Diane P. Boggs

Other City employees and their families were
present an the audience
The Invocation was delivered by Dr. John Toay, Reverend, First
Presbyterian Church of Downey. The Flag Salute was led by the United States
Navy Color Guard.
Mayor Barb welcomed the audience, introduced his wife, Jodi and delivered
his final address.
Special presentations were made to outgoing Council Member /Mayor Barb by
State Senator Cecil Greene's office, U.S.. Congressman Glenn Anderson's office,
Bellflower Mayor Pro Tem B i l l Pendleton, State Assemblyman Bob Epple, Bell
City Manager Bob Bramble, Artesia Councilman Jim Van Horn, Hawaiian Gardens
Mayor Wagner, and Santa Fe Springs Mayor Albert Sharp.
Assistant to the City Manager June Yotsuya presented proclamations on
behalf of the cities of Whittier, Huntington Park, Vernon, Paramount,
Commerce, Norwalk, Compton and Lynwood to outgoing Mayor Barb and also
presented him with a scrapbook highlighting his past year as Mayor.
RESOLUTION NO. 5315
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION CONSOLIDATED WITH THE PRIMARY ELECTION AND HELD IN
SAID CITY OF DOWNEY ON THE 5TH DAY OF JUNE, 1990, DECLARING
THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW

The Resolution was read by title only. It was moved by Council Member
Cormack, seconded by Council Member Boggs, and unanimously carried to waive
further reading and adopt.
Council Member Cormack expressed his admiration and respect for Mayor
Barb and wished him well in the future.
Mayor Pro Tem Paul complimented Mayor Barb on his years with the Council
and presented him with a plaque, Certificate of Election as Mayor and tie
tack. Roses were presented to his wife, Jodi.
Mayor Barb asked newly - elected Council Members Robert S. Brazelton and
Roy L. Paul to come forward. City Clerk McDonnell administered the Oath of
Office and presented each with a Certificate of Election. Council Members
Brazelton and Paul were seated with the Council at this time.
City Clerk McDonnell declared the office of Mayor open.
It was moved by Council Member Hayden and seconded by Council Member
Cormack to nominate Council Member Roy L. Paul as Mayor.
There being no further nominations, it was moved by Council Member
Hayden, seconded by Council Member Boggs and unanimously carried to elect
Roy L. Paul as Mayor of the City of Downey.
Mayor Paul declared the Office of Mayor Pro Tempore open.
It was moved by Council Member Cormack and seconded by Council Member
Boggs to nominate Council Member Barbara J. Hayden as Mayor Pro Tempore.
There being no further nominations, it was moved by Council Member
Cormack, seconded by Council Member Boggs and unanimously approved to elect
Council Member Barbara J. Hayden as Mayor Pro Tempore of the City of Downey.
Mayor Paul discussed challenges facing the City and pledged his continual
support in making Downey a great community. He thanked his friends and
supporters and introduced his father, presenting him with a money clip. He
then introduced his grandmother and other family members. Also introduced
were Judge Charles Frisco, Judge Bob Einstein, Judge Don Wilson, Commissioner
Marvin Licker, Judge Leon Emerson, Lt. Commander Dave Walker, Chief Herrender,
former Congressman Del Clawson, former Mayor James Quinn and former City
Managers Don Davis and Charles Thompson. Mayor Paul asked all City staff
present to stand and be recognized.
Council Member Brazelton thanked his supporters and introduced his wife,
Jean and son, Kevin.
Council Member Boggs congratulated Mayor Paul and welcomed Council Member
Brazelton. She introduced her husband, Bob Verderber.
Council Member Hayden congratulated Mayor Paul and introduced her
husband, Robert and other family members. She expressed appreciation to
outgoing Mayor Barb on his years with the City Council.

Council Member Cormack introduced his wife, Louise and congratulated
Mayor Paul.
There were no oral communications from the audience.
The meeting was adjourned at 8 :09 p.m. to 6 :30 p.m., July 10, 1990 in the
Council Chamber of the Downey City Hall.
