Caton, City Manager /Executive Director Judith McDonnell, City Clerk /Secretary Lee Powell, Assistant City Manager Ron Irwin, Fire Chief James Jarrett, Director of Community Services William Ralph, Director of Public Works Art Rangel, Community Development Director Dennis Chelstrom, Police Captain Jim Child, Superintendent, Physical Services Richard Redmayne, City Engineer Robert Brace, Civil Engineer Robert Messinger, Assistant to the City Manager June Yotsuya, Assistant to the City Manager STUDY SESSION - CITY OF DOWNEY BUDGET FOR FISCAL YEAR 1990 -91 Mr. Powell reviewed the CITY COUNCIL BUDGET which is a status uo budget with an approximate �--, 1.9 percent q g p cent i ncrease over last year. There is a 5% increase for the Sacramento lobbiest, effective July 1st. -•- Mayor Barb questioned continuing with the services of the lobbiest, pointing out that he could not recall any benefits received by the City for this service. Council Member Paul felt the lobbiest has provided valuable service b for projects in the by obtaining funding p � community. The lobbiest supplies status reports through the City Manager's office. Council Member Boggs favored having someone in Sacramento who keeps track ack of screening bills that are introduced and then contacting the City. Council Member Boggs suggested reviewing the Council reimbursement expense at budget time and whether it should be s e increased to coincide with the consumer price index. Referring back to the City lobbiest, Mr. Caton commented on Mr. Gonzalvez' City Council /Community Dev. Minutes 6/20/90 (Adj.) -1- - R 9O1 *ctivitjes in representing n other cities. He recommended funding the i P 9 g position on and then reviewing it mid -year to see if the City has used his services. Mayor Barb suggested making a list of what the City wants accomplished. The Council concurred with a mid -year review of the lobbiest position. Mr. Powell reviewed the CITY ATTORNEY BUDGET; which is below what the City expects to spend this current fiscal year, but is above actual expenditures of two years ago. There were no changes or deletions. Mrs. McDonnell reviewed the CITY CLERK- TREASURER BUDGET. There were no ■-.7 changes or deletions. Mr. Powell briefly reviewed the CITY MANAGER BUDGET, and along with Mr. Caton, responded to questions of the Council regarding the impact of the recent reorganization that was approved earlier this year. There were no changes or deletions. Mr. Powell then reviewed the ADMINISTRATIVE SERVICES BUDGET, noting increases in various programs over last year. There were no changes or deletions. Mr. Ralph discussed the PUBLIC WORKS BUDGET, indicating there are minimal changes over the previous year. One change involves mandatory compliance with Assembly Bill 939, the Waste Reduction Bill requiring the - City to reduce the amount of material being landfilled by 25 percent by the year 1995. He by P y y mentioned that $200,000 had been included in the Budget for necessary studies, but it appears the County Sanitation District will be paying the study fees, and he recommended the $200,000 be deleted at this time. He will come back to Council at a later date with a reappropriation for funding and a proposal regarding the refuse bill. Mr. Ralph mentioned maintenance of Lakewood Boulevard landscaping has not been included or addressed in the Budget. Discussion took place concerning use of jail /prison labor for right -of -way r, maintenance. It was Council concensus for the City Manager to put together a program to use the labor and to limit the l i a b i l i t y involved. A lengthy discussion was held regarding maintenance of the median landscaping on Lakewood and Firestone Boulevards, wherein contracting for the work was favored by the Council. Mr. Ralph continued with his review of the various functions in the Public Works Budget. He was asked to bring a summary of water rates to the hearing on June 26th. Mr. Jarrett reviewed the RECREATION AND COMMUNITY SERVICES BUDGET, noting several major changes with respect to the City swimming pool, the elimination of State funding for the literacy program, and the request for funding of a 9 staff position at the Golf Course. City Council /Community Dev. Minutes 6/20/90 (Adj.) -2- { 901 Discussion ensued regarding proposed expansion of the Child Care Program. Mr. Jarrett indicated he will bring back information at the June 26th hearing. The amount for the proposed expansion w i l l be backed out of the budget. Mr. Jarrett pointed out an error in staffing for the Library Budget, which should be reduced from $809,734 to $795,387. During discussion on lack of funding for the Literacy Program, Council Member Hayden suggested contacting the City's lobbiest for his support to pending legislation i n Sacramento to seek funds for this program. General discussion of the Council included bringing back information on purchase of a showmobile and a list itemizing special concerns raised by Council at the Budget Study Sessions.
