Also in attendance were representatives from various youth organizations associated with the KIDSDAY program. Mayor Barb presented a Proclamation recognizing May 12, 1990 as "Fire Service Recognition Day" to Fire Chief Ron Irwin. Mayor Barb presented a Proclamation declaring Nay 20 through Nay 26, 1990 Y as "NATIONAL PUBLIC WORKS WEEK" in the City of Downey to Public Works Director William Ralph. Council Minutes 5/8/90 -1- 898t1 HEARINGS: Mayor Barb opened the PUBLIC HEARING ON APPEAL, ZONE VARIANCE NO. 687 FOR PROPERTY LOCATED AT 7069 DINWIDDIE STREET - REQUEST TO CONSTRUCT THREE SINGLE - FAMILY RESIDENCES ON PROPERTY ZONED R1 -5000 WITH LESS THAN 15,000 SQUARE FEET. City Clerk McDonnell affirmed the Proof of Publication. Hearing no objections, it was so ordered to receive and file. Mayor Barb asked if there was any correspondence and was advised that one letter had been received in opposition from Ms. Debrajane Masidonio, 7070 Dinwiddie Street. City Clerk McDonnell noted that a letter had been received from the applicant, Mr. Jorge Negrete, requesting continuance of this case to the meeting of May 22, 1990, due to his difficulty in obtaining an interpreter. It was moved by Council Member Cormack, seconded by Council Member Paul, and unanimously carried to continue the public hearing on Appeal, Zone Variance No. 687 to May 22, 1990 at 7:30 p.m. in the Downey City Council Chamber. CONSENT CALENDAR . It was moved by Council Member Hayden, seconded by Council Member Paul, and unanimously carried to waive full reading of the Resolutions and approve the Consent Calendar as recommended: MINUTES: ADJOURNED REGULAR MEETING, APRIL 24, 1990; REGULAR MEETING, APRIL 24, 1990: Approve. It was moved by Council Member Boggs, seconded by Council Member Paul, and unanimously carried to approve the recoamendation to reject all bids and granting authority to re- advertise. emme FIRESTONE BOULEVARD SIGN ENFORCEMENT UPDATE Assistant City Manager Farfsing summarized the staff report, presenting throughout g an analysis of the various s� g oughout the City that have been reviewed by staff. He stated that twenty -one Zone Exception Cases have hindered enforcement of the current Sign Code. A Code Amendment could be formulated to • address this issue through the amortization process, thus contributing to a more uniform, attractive appearance throughout the City. Council Member Paul questioned the process for the suggested Code Amendment. Mr. Farfsing explained the Code Amendment would be publicly heard before the Planning Commission as it applied on an individual case basis. Council Member Boggs questioned the need for a Code Amendment to address such a small number of signs protected by Zone Exceptions. Council Minutes 5/8/90 -3- 0 11982. Mr. Farfsing advised the report reflected only a sample of these sign types throughout the City. It was moved by Council Member Boggs, seconded by Council Member Paul, and so ordered to receive and file the report. Mayor Barb directed staff to begin the Code Amendment process, which would eventually be returned to Council for its adoption. WATER WELL LOCATION: ORDER ENVIRONMENTAL DOCUMENTS Public Works Director Ralph summarized the staff report, recommending authorization to begin the process for construction of a water well on the west side of Paramount Boulevard, north of Gallatin Road. Council Member Boggs expressed concern with the time element, questioning whether this process could be expedited. • City Manager Caton advised the environmental review of the well site could not be rushed. However, approximately four weeks time could be saved should the bidding process be waived.. It was moved by Council Member Cormack, seconded by Council Member Boggs, and unanimously carried to approve staff's recommendation, including -ordering an environmental statement for the construction of a water well on the west side of Paramount Boulevard, north of Gallatin Road; authorizing the Director of Public Works to negotiate with the property owner at this location for the purchase of fee title on a parcel of land 50 feet by 50 feet and to include, in addition, a construction easement sufficient for the installation of a water well; and directing the Department of Public Works to prepare site-specific plans and specifications for the construction of a water well. OTHER BUSINESS - Council Members: Council Member Hayden requested a report on the Downey Transit Service be placed on a future agenda. City Manager Caton advised this item would be returned at the next meeting. 1 Council Member Paul noted the Cit is scheduled City u for one more spraying application of malathion; however, should that schedule change, he requested -� the issue be returned to Council for discussion purposes. Council Member Boggs advised she had been contacted about the lack of railroad crossing arms at the tracks on Brookshire Avenue and Firestone Boulevard, and expressed concern regarding the safety hazard. Public Works Director Ralph explained the Railroad is scheduled to install the crossing arms at this location in the near future. Council Member Boggs requested staff contact the Railroad to expedite this matter. Council Minutes 5/8/90 -4- -- - -- - - - - -- 8983 Council Member Boggs discussed a newspaper article reporting - P porting the City of Lakewood is placing a bounty of *500.00 on graffitti vandals. She requested staff report back to Council on the effectiveness of this program and its possible implementation in Downey. Y Council Member Hayden advised that political signs for judicial g a candidate have been illegally posted on telephone polls and guy wires in the public right -of -way. ORAL COMMUNICATIONS Mr. Phil . hil Bliss, 12344 Everest St., Norwalk, representing Downey • P 9 Sister Cities Association, thanked the- Council for their recent support on the Association's trip to Alajuela, Costa Rica and exhibited affiliation 1 � ate on papers , photographs and Alajuela's flag, requesting a Cit of Downey flag in Y to present to Alajuela. He offered to display such artifacts in City Hall. Mr. Roger Lawrence, 9627 Cheddar St., invited the ubl i P c to attend the 'KIDSDAY' Hall of Fame Program on Wednesday, Nay 9, 1990 at 7:00 .m. in the Downey Theatre. p Mr. Robert M a n i a c i , 8572 Cherokee St., spoke regarding n problems from recent asphalt and g 9 P ems resulting fr • p • concrete replacement on his property that , ad joi ns the City-owned parking lot next to the post office on Firestone Boulevard. He requested reconsideration of undergrounding telephone wires through the City parking lot adjacent to his g ty g s property, as this action was denied by Council at a previous meeting. Discussion ensued regarding investigating the integrity of the party hi company g y P Y red by the utility p y to work at the property, and possible new information that has surfaced to support reconsideration of the earlier Council action on undergrounding telephone wiring. Council Member Boggs questioned what new information had been rovided b support of reconsider P by Mr. Maniaci in su PP reconsideration. e Council Member Cormack noted that any new information should be reviewed by staff and then, if indicated, returned at a future meeting. 9 Council Member Hayden advised she was not aware of the roblems already experienced on Mr. Maniaci's property p y p operty when she previously y considered the issue of undergrounding telephone wiring. It was moved by Council Member Hayden, seconded by Council Member er Paul, and passed by the following vote to reconsider Council's rior action p o on undergrounding telephone wiring at this location: AYES: 3 Council Members: Hayden, Paul, Cormack NOES: 2 Council Members: Boggs, Barb Mr. Lennie Whittington, 8542 Manatee St., reiterated i � ated the need for continuing n g code enforcement at an abandoned building di ng on Brookshire Avenue near the railroad tracks. Council Minutes 5/8/90 -5- 0 898 Mr. Whittington cited violations of the Brown Act in the posted agenda for the Blue Ribbon Committee Meeting on May 3, 1990. He discussed various aspects of the tour conducted that morning to the cities of Pasadena and Monrovia. It was moved by Council Member Cormack and seconded by Council Member Boggs to rescind any decisions made on that tour. City. Manager Caton advised there was not a quorum of the Blue Ribbon Committee on the tour, and no decisions were made at that time.
