Dev./City Planner Bob Brace, City Engineer Victoria Jenkins, City Librarian Ed Velasco, Housing Manager June Yotsuya, Assistant to the City Manager Cindi Apidgian, Executive Secretary PRESENTATIONS Mayor Boggs presented a Proclamation declaring December 12, 1992 as "Alcohol and Drug Abuse Recovery Day" in the City of Downey to representatives from the Southeast Council on Alcoholism and Drug Problems, Inc. HEARINGS Mayor Boggs opened the public hearing on APPEAL OF CONDITIONAL USE PERMIT NO. 92 -73 A REQUEST TO LESSEN THE NONCONFORMITY ON THE SUBJECT PROPERTY AS IT RELATES TO OFF- STREET PARKING FOR PROPERTY LOCATED AT 10717 -19 LAKEWOOD BOULEVARD, ZONED R -3 (ISJLTI- FAMILY RESIDENTIAL), which was continued from the meeting of November 10, 1992. Mr. Yoshiki summarized the staff report and a brief slide presentation, showing the subject property t and the approved site plan. H P P y pP p He explained the applicant's concern with certain conditions imposed by the Planning Commission regarding the time frame to complete improvements on the property. There was no correspondence received on this matter. Mayor Boggs asked the applicant /appellant to come forward and P resent her case. Council Minutes 12/8/92 -1- T Ms. Anuradha Nene, 18705 De Voss Ave., Cerritos, distributed material via the City Clerk to the Council and staff. She mentioned the appearance of the 9S' ) property has been the same for approximately 40 years, noting the structures on the site were on the property when she purchased the land. She agreed to comply with the paving requirement now but requested additional time to construct other improve - ments. There being no one present in the audience wishing to speak in favor or opposition to the Appeal, it was moved by Council Member McCaughan, seconded by Council Member Brazelton, and so ordered to close the public hearing. RESOLUTION NO. 5630 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DENYING THE APPEAL AND RE-AFFIRMING THE ACTION OF THE PLANNING COMMISSION ON CONDITIONAL USE PERMIT NO. 92 -73 FOR PROPERTY LOCATED AT 10717 -19 LAKEWOOD BOULEVARD The Resolution was read by title only. It was moved by Council Member Riley, seconded by Council Member Brazelton, and unanimously carried to waive further reading and adopt. Prior to the foregoing vote, discussion ensued regarding the initial Code violation that brought attention to the non - conforming use on this property and expiration of the amortization period, thus requiring a Conditional Use Permit. Mayor Boggs noted the applicant .could return prior to the four year condition of completion and request an extension if more time is needed to make structural improvements. Mayor Boggs opened the public hearing on COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY - AUTHORIZE SUBMISSION TO DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. Ms. McDonnell affirmed the proof of publication which was so ordered to receive and file. Mr. Rangel summarized the staff report, noting the Department of Housing and Urban Development requires submittal of a Comprehensive Housing Affordability Strategy for the period of October 1, 1992 through September 30, 1993. This document provides an investment and action plan for various funds anticipated to be available for low and moderate income housing. Mr. Lee Squire, 8804 Samoline St., discussed the lack of time given the Project Area Committee to review this document. He questioned the future plans for set aside funds that have not been targeted and discussed the Community Reinvestment Act and the Mortgage Credit Certificate Program for first-time home buyers. e ome bu a s. Ms. McDonnell advised correspondence had been received from the Project Area Committee, expressing concern regarding the lack of time given them to review the Comprehensive Housing Affordability Strategy. Mayor Boggs noted she had received two letters from the Project Area Committee, citing these same concerns. It was moved by Council Member Riley, seconded by Council Member Brazelton, and unanimously carried to direct staff to submit the Comprehensive Housing Affordability Strategy to the Department of Housing and Urban Development. Prior to the foregoing vote and at the request of Council Member Braze lton, Mr. Rangel and Mr. Velasco responded to questions expressed by Mr. Squire. ORAL C ONMU NI C ATI O NS Mr. Lee Squire, 8804 Samoline St., discussed needed training for Project Area Committee members in the areas of low and mod era to income housing, as they are charged with reviewing important documents on these issues. CONSENT CALENDAR It was moved by Council Member Lawrence, seconded by Council Member Brazelton, and unanimously carried to waive further reading of the Resolutions and approve the Consent Calendar as recommended . It was moved by Council Member Lawrence, seconded by Council Member Brazelton, and unanimously carried to waive further reading and adopt. Council Minutes 12/8/92 - 3- Tr ADM IN I STRATI YE REPORTS INTEGRATED LIBRARY AUTOMATION SYSTEM FOR DOWNEY CITY LIBRARY AND SERVICE AGREEMENT WITH SANTA FE SPRINGS . �j Mr. Jarrett summarized the staff report, mentioning the past means of c accessing information at the library and current automated systems for use in specific � p areas. He discussed the advantages of integrating 9 9 all of these systems. Referencing various documents and materials, Ms. Jenkins explained ined th p e extensive evaluation process that led to the proposed contract with Dynix, Inc. to integrate these separate automated systems. Discussion ensued regarding user - friendly software, estimated annual operating costs, and the agreement with the City of Santa Fe Springs. Council Member McCaughan expressed his support of the new system, after thoroughly examining the program. All Council Members favored implementing this system to expand availability of literary resources to the public. It was moved by Council Member Riley, seconded by Council Menter Lawrence, and unanimously carried to approve the Purchase Agreement between Dyn ix , Inc. and the City of Downey, and the Service Ag rye eme nt between the Downey City Library and Santa Fe Springs City Library for automated services. OTHER BUSINESS: CITY COUNCIL MEMBERS Council Member Riley commended the efforts of Mr. Jarrett and Ms. Jenkins on the library automated systems contract. Council Member Riley noted a City representative will be taking three high school students to the ICA Youth Summit next week. Warren High School will be taking 20 students to Washington, D.C. in the near future and are accepting any monetary contributions. Council Member McCaughan asked that the property maintenance issue be placed on a future agenda for discussion. Council Member McCaughan offered to meet with Planning staff regarding parking problems in the City, i.e., parking on lawns, excessive pavin 9 for off - street parking, etc. The -City Manager was asked to come back with a report on parking problems. Mayor Boggs noted vehicles parked on lawns, specifically on Meadow Street, and asked the Police Department to warn and then cite these violators. OTHER BUSINESS - STAFF MEMBERS: None. Mayor Boggs announced the meeting is recessing (9:05 p.m.) to Closed Session to complete discussion on items previously announced on the Closed Session Statement.
