SEPTEMBER 22, 1992
The City Council of the City of Downey held a regular meeting at 7:55
p.m., September 22, 1992, in the Council Chamber of the Downey City Hall,
Mayor Diane P. Boggs presiding.

PRESENTATIONS
Council Member Lawrence presented a Certificate of Appointment to
District Five appointee Mr. Joel Lubin, Water Facilities Corporation.
Mayor Boggs presented a Certificate of Appointment to District One
appointee Mr. William Bobbitt, Cable Television Advisory Committee.
Mayor Boggs presented a Proclamation declaring September 26, 1992 as
Downey's First Annual I.C.S. Chili Cookoff Day to Mr. Willis Leach and Ms.
Carmen Vinyard, representatives of the Second Century Foundation.
HEARINGS
Mayor Boggs opened the public hearing on ENVIROiiMENTAL IMPACT REPORT FOR
THE DOWNEY COMPREHENSIVE GENERAL PLAN UPDATE; GENERAL PLAN AMENDMENTS NO. 91-
141, DESIGN CHAPTER; AND NO. 91 -142, ECONOMIC DEVELOPMENT CHAPTER, which was
continued from the meeting of August 25, 1992.
In response to Mayor Boggs' question, Mr. Thorson advised the hearing can
be continued to another date to allow Council Member Riley the opportunity to
consider and vote on the matter.

There being no objections, it was so ordered by Mayor Boggs to continue
the hearing to 7 :30 p.m., October 13, 1992, in the Council Chamber of Downey
City Hall.
CONSENT CALENDAR: REMOVAL OF ITEMS FROM CONSENT CALENDAR
Mayor Boggs requested removal of Agenda Item VI-C-1, CASH CONTRACT NO.
429 TRAFFIC SIGNAL COORDINATION and Agenda Item VI-E-3, CITY OF DOWNEY
COURTHOUSE BLOCK SPECIFIC PLAN 92 -1: NEGATIVE DECLARATION; DEVELOPMENT
AGREEMENT BETWEEN CITY AND K IRKOR IAN PREMIERE THEATRES, INC.; AND DISPOSITION
AND DEVELOPMENT AGREEMENT BETWEEN THE COMMUNITY DEVELOPMENT COMMISSION AND
KIRKORIAN PREMIERE THEATRES, INC., from the Consent Calendar.
CONSENT CALENDAR
It was moved by Council Member Lawrence, seconded by Council Member
Brazelton, and unanimously carried by the Council Members present to waive
further reading of the Resolutions and approve the remainder of the Consent
Calendar as recommended:

SECTION 6545, CONSISTING OF SUBSECTIONS 6545.1 TO 6545.9 OF
THE DOWNEY MUNICIPAL CODE RELATING TO THE LICENSING AHD REGULATION
OF STREET VENDORS
The Ordinance was read by title only. It was moved by Council Member
McCaughan, seconded by Council Member Brazelton, and unanimously carried by
the Council Members present to waive further reading and introduce.
RESOLUTIONS NOT SET FORTH ABOVE: None.
OTHER BUSINESS: CONSENT CALENDAR - ITEMS REMOVED BY COUNCIL APPROVAL
CASH CONTRACT NO. S.S. 429 - TRAFFIC SIGNAL COORDINATION (A/C 126-16429)
Mayor Boggs questioned Change Order No. 2 which deleted construction of
four wheelchair ramps at three different intersections.
Mr. Brace noted these wheelchair ramps could not be constructed because
of lack of right -of -way on certain streets and the presence of an existing
ramp on B ro o km i l l Road.
Council Member McCaughan inquired into the referenced signal coordination
and asked if it included all streets in the City.
Mr. Brace commented on the different aspects of this contract, explaining
there are four signals on arterials that do have the upgraded system; also
State highways do not have the same system and coordination as the City, but
at a point in the future, they will be coordinated into the City's system.
It was moved by Council Member McCaughan, seconded by Council Member
Brazelton, and unanimously carried by the Council Members present to approve
Change Orders 1 through 10, totalling $1O,60B.26, and accept the improvements
constructed and maintenance responsibility for same.
CITY OF DOWNEY COURTHOUSE BLOCK SPECIFIC PLAN 92 -1: NEGATIVE
DECLARATION; DEVELOPMENT AS REEM ENT BETWEEN CITY MD KRIKORIM PREMIERE
THEATRES, INC.; AM DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE
COMMUNITY DEVELOPMENT CONN ISS IO N AND KRIKORIM PREMIERE THEATRES, INC.
Hearing no objections, it was so ordered by Mayor Boggs to set the joint
public hearing of the City Council and Community Development Commission for
7:30 p.m., October 27, 1992, in the Council Chanter of Downey City Hall.
ORAL COMMUNICATIONS
Mr. Lennie Whittington, 8542 Manatee St., spoke regarding the number of
votes needed when making decisions on General Plan or Redevelopment matters.
He requested a copy of the City Attorney's letter responding to his questions
concerning displacement of residents on Manatee Street and questioned the
source of funds used to relocate mobile homes on the 'cunt Dealership property
on Firestone Boulevard. He suggested the City hire an in -house attorney in a
cost - saving effort.

Mr. Joel Lubin, 7820 Allengrove St., thanked the Council for adjourning
the previous meeting in memory of his mother. He concurred with the idea of
hiring an in -house attorney and recommended the City cease ublis'hin legal

ads in the Herald American since they have filed for bankruptcy. He mentioned
favoring the Utility Users Tax more than he previously did. He discussed the
City Manager and Police Chief positions and commented on the infrastructure of
the Mid-west as compared to that of Downey.
Mr. Lee Squire, 8804 Samoline Ave., indicated the City of Brea will be
sponsoring its second Redevelopment Institute during November, noting two days
�--• are being set aside for redevelopment and housing issues, and he requested the
Council consider sending some staff members and Project Area Committee members
to attend the institute.
Mr. Norman Ho rn ey , 9102 Angell St., commented on recent street Mork
completed by Ca l tra ns that will have to be redone in the I -105 Freeway area
when the curbs and gutters are repaired.
OTHER BUSINESS: CITY COUNCIL MEMBERS
Council Member Lawrence requested a Proclamation be placed on the next
Agenda honoring the 119th Year Anniversary of the founding of the City.
Council Member Lawrence mentioned that she and Mk. Rangel will be
attending a Redevelopment seminar in Burbank this Thursday to gain further
knowledge on the subject.
Council Member Lawrence reported on her recent trip to Sacramento where
approximately 20 various city officials attended, requestin g . - Governor Wilson
to veto Senate Bill 20X - Torres (Green Belt River Conservancy),
Council Member McCaughan suggested establishing a City- School - Staff
Liaison Committee that would meet on a more frequent basis than the City-

School Committee and deal with various issues that may come up.
Council Member McCaughan indicated his willingness to be involved in a
follow -up system of responding to citizens' questions.
Council Member McCaughan asked for information regarding r ecent uestions

posed by a retired police officer about insurance premiums and deductibles,
and requested Phases Tiro and Three of the Police Department Computer System be
placed on a future agenda.
Council Member Brazelton expressed concern with the City's high legal
expenses as a result of increased litigation and claims against the City,
which he continues to monitor.
Mayor Boggs questioned the status of the Handicapped Appeals Board and
its members.
Mayor Boggs reported the partially demolished house at Haledon Avenue and
Raviller Drive and requested staff follow -up on this matter.
Mayor Boggs referenced a letter from the City of Bellflower requesting
Downey provide representation on the Los Angeles County !letropolitan
Transportation Authority.

Mayor Boggs concurred with Council Member McCaughan regarding the need to
help retired employees with affordable medical insurance.
Mayor Boggs requested staff return with a budget study for the current
fiscal year since the State has adopted its budget and the effects are now
known by the City.
Mayor Boggs mentioned monthly committee meetings are being held with
Caltrans, and that one issue involved repair of streets in the 1 -105 Freeway
area, the cost of which will be borne by Caltrans.

Council Member McCaughan suggested offering assistance to the Keep Downey 1
Beautiful Committee to help them seek donations and stimulate volunteer
efforts.
OTHER BUSINESS: STAFF MEMBERS
Mr. Caton discussed Senate Bill 20X and its impacts on Downey residents,
urging State legislators be contacted to get the Bill vetoed by Governor
Wilson.
