HomeMy WebLinkAboutMinutes-06-30-92-Reorganization 95 3i MINUTES OF THE CITY COU NC I L OF THE CITY OF DOWNEY REORGANIZATION OF CITY COUNCIL JUNE 30, 1992 The City Council of the City of Downey held a Reorganization Meeting at 7 :10 p.m., June 30, 1992, in the Council Chamber of the Downey City Hall, Mayor Barbara J. Hayden presiding. PRESENT: Council Members: Barbara J. Hayden Mayor � y Diane P. Boggs Mayor Pro Tem Robert G. Cormack Robert S. Braze l ton ALSO PRESENT: Judith E. McDonnell City Clerk Cindi Apidgian Executive Secretary Other City employees and their families were present in the audience. The Invocation was delivered by Mr. David Ryal, Manager of the Downey Chamber of Commerce. The Flag Salute was led by Heather and Melissa Boggs, Mark O'Dell, Benjamin and Rebecca Ralph, the grandchildren of Mayor Pro Tem Boggs. Mayor Hayden welcomed the audience and recognized special guests, i n c l u d i n g former Mayors and Council Members. She introduced her husband, Bob, and other family members present. Mayor Hayden then delivered her final address. Special presentations were made to Mayor Hayden by Dee Bacus, outgoing President of the Downey Chamber of Commerce; representatives of Congresswoman Maxine Waters' office, Supervisor Deane Dana's office, Assemblyman Epple's office, Congressman Glenn Anderson's office, and by Mayor Pro Tem Ruth Gilson, City of Bellflower. Assistant to the City Manager June Yotsuya presented commendations on behalf of the Cities of Cerritos, Norwalk and Pico Rivera to outgoing Mayor Hayden, as well as a package from Mayor Hayden's volunteers, and a scrapbook highlighting her past year as Mayor. Mayor Hayden also acknowledged that Council Member Cormack will be honored at a separate event on July 24th. Council Member Cormack introduced his brother and sister -in -law, Russell and Evelyn Cormack; and his fiance, Faith Avery. RESOLUTION NO. 5572 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION CONSOLIDATED WITH THE PRIMARY ELECTION AND HELD IN SAID CITY OF DOWNEY ON THE 2ND DAY OF JUNE, 1992, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW Council Reorganization Meeting 6/30/92 -1- v g 5 3 2 The Resolution was read by title only. It was moved by Council Member Cormack, seconded by Council Member Brazelton, and passed by unanimous vote to waive further reading and adopt. At this time, former Council Members Cormack and Hayden vacated the dais. The Chair was turned over to the City Clerk McDonnell, who asked the newly - elected Council Members to come forward. She administered the Oath of Office to Council Members Diane P. Boggs, Barbara J. Riley, Gary P. McCaughan, and Joyce L. Lawrence and presented each with a Certificate of Election. They were seated with the Council at this time. City Clerk McDonnell declared the Office of Mayor open and asked for nominations. It was s moved by Council Member Brazelton azelton and seconded by Council Member Riley to nominate Council Member Diane P. Boggs as Mayor of the City of Downey. There being no further nominations, it was moved by Council Member Brazelton and seconded by Council Member Riley to declare the nominations closed. By unanimous vote, Council Member Diane P. Boggs was elected as Mayor. Mayor Boggs declared the Office of Mayor Pro Tempore open and asked for nominations. It was moved by Council Member Riley and seconded by Council Member Lawrence to nominate Council Member Robert S. Brazelton as !Mayor Pro Tempore of the City of Downey. There being no further nominations, it was moved by Council Member McCaughan and seconded by Council Member Riley to declare the nominations closed. By unanimous vote, Council Member Robert S. Brazelton was elected as Mayor Pro Te mpo re . Mayor Boggs presented former Mayor Hayden with a plaque, City pin, and Certificate of Election as Mayor. Outgoing Mayor Hayden presented a bouquet of roses and City necklace to Mayor Boggs. Mayor Boggs introduced her husband, Bob Verderber, and other family members present in the audience. She introduced the City Manager and City Attorney and thanked other staff members for working on this evening's ceremony and reception. Mayor Boggs then discussed the challenging times facing the City Council with the current economic situation and feels the City will be facing its most severe financial challenge since its incorporation. She looks forward to working with the new City Council. Mayor Pro Tem Brazelton introduced his wife, Jean. He thanked outgoing Council Members Cormack and Hayden and wished them the best for the future. He also congratulated the new Council Members. Council Member Lawrence introduced her husband, Roger, and parents, and acknowledged that other family members and friends were present. Council Member McCaughan introduced his wife, Patty, his children, and other family members present in the audience and mentioned he is looking forward to serving on the Council. Council Member Riley mentioned a group of friends will be hosting a farewell party for former Council Member Barbara Hayden at a future date. ORAL COMMUNICATIONS Dr. John Sims commented on the need to improve the public address system in the Council Member. Ms. Lillian Holland, President of the Downey Sister City Association, • expressed her farewell to former Council Members Hayden and Cormack and welcomed the new Council Members. Ms. Lucy Squire said it has been an honor to be present at tonight's reorganization meeting. Mayor Boggs announced light refreshments w i l l be served in the lobby.
