Dev. /City Planner Joseph Arranaga, Physical Services Superintendent Robert Brace, City Engineer Dennis Chelstrom, Police Captain Greg Mayfield, Water /Sanitation Superintendent William Makshanoff, Building Official Ed Velasco, Housing Manager STUDY SESSION CITY OF DOWNEY BUDGET FOR FISCAL YEAR 1992 -93 Mr. Caton reviewed the budget and discussed the national recession and fiscal crisis affecting the State of California that will result in a billion dollar deficit. He commented on early actions taken in the City of Downey in Y Y anticipation of a worsening recession such as a hiring freeze, eliminating employee cost -of- living increases, reimposing the Utility Users Tax, and using a one -time PERS rebate to balance the budget. Mr. Caton said the budget proposes minimizing any drop in service level to the community and avoiding employee layoffs. He further discussed the economic recession and its impact on the City in the way of declining P Y y ec Wing Sales Tax revenues. Other cost - saving measures taken include a cut -back in equipment purchases and a one percent increase in the Transient Occupancy Tax. Mr. Caton Y atop expressed uncertainty about the future of inter- governmental revenue, which the State could possibly Y divert to its own uses. During his further review of the budget, he responded to questions of the Council. 9 P City Council /Comm. Dev. Minutes (Adj.) 6/3/92 -1- Mr. Powell commented on City revenues and reviewed the City Attorney, City Manager, and City Clerk's Budgets. - Chief Mayes overviewed the Police Department Budget. The meeting recessed at 4:38 p.m. and reconvened at 4:45 p.m. Chief Irwin reviewed the Fire Department Budget. Mr. Redmayne reviewed the Public Works Department Budget. Mr. Jarrett reviewed the Community Services Department Budget. Mr. Ran el reviewed the Community Development Department Budget.
