The City Council of the City of Downey held a regular meeting at
7:30 p.m., February 11, 1992, in the Council Chamber of the Downey City Hall,
Mayor Barbara J. Hayden presiding.

Mayor Hayden presented Certificates of Appreciation to Mr. Toby Mileski
for service on the Parking Place Commission - District 1; Ms. Barbara Riley
for service on the Library Advisory Board - District 2; and Mr. Frank Sheldon,
General Plan Review Committee - District 4.

CASH CONTRACT NO. 585B - DOWNEY MUNICIPAL COURTHOUSE, DEMOLITION AND SITE
PREPARATION: Approve extra work in the amount of $5,120 and accept the
demolition contract as completed: Approve.
CASH CONTRACT NO. 584A - FIRESTONE BOULEVARD AND BURNS AVENUE WATER
MAINS: Accept the improvements completed, approve extra work in the amount of
$33,276.06, and accept responsibility for maintenance of same: Approve.
WARRANTS ISSUED: #42991 - 43366, $1,096,321.75.
UNSCHEDULED EQUIPMENT PURCHASE - HIGH PRESSURE WATER WASHER to clean bus
benches and shelters at a cost of $10,000 to be funded from Proposition A

CITY INJURY AND ILLNESS PREVENTION PROGRAM required by Senate Bill 198:
Approve.
REPLACEMENT EQUIPMENT FOR COMPUTER -AIDED DISPATCH including a new tape
drive, maintenance contract for tape drive, and purchase of additional tapes
for the recording of emergency phone calls at a cost of $6,550, plus $39 per
month for maintenance: Approve.
WATER SHORTAGE CONTINGENCY PLAN WITH CENTRAL /WEST BASIN MUNICIPAL WATER
DISTRICT drafted by the Central /West Basin Municipal Water District to meet
the requirements of Assembly B i l l 11: Approve.

ORDINANCE NO. 942
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING
AND ADDING CERTAIN SECTIONS OF THE DOWNEY MUNICIPAL CODE ESTABLISHING
STANDARDS FOR SENIOR CITIZEN HOUSING DEVELOPMENTS
(CODE AMENDMENT 91 -101)
The Ordinance was read by title only. It was moved by Council Member
Cormack, seconded by Council Member Boggs, and unanimously carried to waive
further reading of the Ordinance.
It was moved by Council Member Cormack, seconded by Council Member Boggs,
and carried by the following vote to adopt the Ordinance:

UNSCHEDULED EQUIPMENT PURCHASE - REPLACEMENT OF TWO -WAY RADIO SYSTEM
Mr. Caton mentioned he has met with the Downey Police Officers'
Association and reviewed the report provided by the consultant wherein it is
shown there are several areas in the City where the police cannot communicate
with the station using their current system. In the interest of officer
safety, he is recommending purchase of the backbone radio system and deferring
the purchase of 70 portable units at this time.
Chief Mayes introduced the consultant, Mr. Jerry Campbell, and Lieutenant
Baptista who have worked together on this project.
Council Member Boggs discussed the efficiency and cost of recrystal i zi ng
the portable radios. She favored moving forward on the computer system and
utilizing the new police vehicles purchased prior to the next budget study
session.
It was moved by Council Member Boggs, seconded by Council Member Cormack,
and unanimously carried to approve a contract with Motorola in the amount of
$442,150 for the upgrading of the Police Department's two -way radio system and
authorize the disbursement of funds previously approved in the 1991 -92 budget
for the proposed system.
Mr. Lennie Whittington, 8542 Manatee St., commented that after talking to
some police officers regarding this matter, he favors purchasing the radios to
allow communication with the station in remote sections of the City.
OTHER BUSINESS - City Council Members
POLICE DEPARTMENT EFFICIENCY STUDY
Mayor Hayden requested a level of service and cost efficiency study of
Downey Police Department, as it is the largest budgeted program. She noted,
however, this study would not include changing the make -up of the Police
Department in any way. Perhaps a redefinition regarding use of the Utility
Users Tax could be considered, as it is currently used to employ police
officers and yet does not fund necessary equipment officers need in the field.
Council Member Boggs noted the concern among residents that the Downey
Police Department may be replaced by the County Sheriffs. She does not favor
contracting with the Sheriffs Department or using staff time to consider that
approach. The Utility Users Tax was adopted to expand public safety services
and it would be premature to consider using it for any other purpose at this
time. She suggested conducting a public safety budget study to include other
areas in addition to the Police Department.

Council Member Cormack reiterated the Utility Users Tax was approved to
fund the expansion of police personnel, including equipment each officer would
need in the field. He questioned aspects of the cost efficiency study.
Mr. Caton explained the Police Department has been working on a new plan
called "Downey 2000 ", the concept of which would have officers working a
specific area within a square mile, thereby gaining recognition in the
community. He suggested further reviewing this plan with the Police
Department and then returning with a report to Council.
Council Member Brazelton concurred with the City Manager's suggestion,
noting he would not be in favor of contracting with the Sheriffs Department.
A possible rebate of the Utility Users Tax would be premature before studying
the final budget for the year.
Council Member Riley agreed to the proposed analysis study, noting she
could not support a rebate of Utility Users Tax money at this time.
It was the consensus of Council to direct the City Manager and Police
Department to initiate the study.
ORAL COMMUNICATIONS
Mr. Lennie Whittington, 8542 Manatee St., requested consistency of citing
parked vehicles during street sweeping times on Manatee Street.
Ms. Neville Kilpatrick, 8117 5th St., supported the preservation of the
Downey Police Department. She complained about the upkeep of the area around
the Avenue Theatre and requested Police or Code Enforcement services handle
this problem.
Mr. Al Jacques, 12730 Whitewood Ave., questioned the existence of a City
Ordinance governing election posters and was informed there is an Ordinance
regarding election signs that is enforced. He also requested the American
Flag at City Hall be taken down at dusk or flown with proper lighting.
OTHER BUSINESS: COUNCIL MEMBERS
Council Member Boggs commented she has received calls from concerned
citizens wondering when the child care expansion meeting would take place.
Mr. Caton mentioned he received a letter from the School District
Superintendent today regarding child care at Pace Elementary School . A letter
from the City has been sent to the School District to schedule a joint meeting
with the Council, YMCA, and School District.
Mayor Hayden noted a meeting between the YMCA and District was to take
place prior to the joint meeting so that a final proposal could be discussed.
Mr. Jim Derry, 7845 4th St., mentioned the District is only offering the
Pace site for expanded child care. They are awaiting the results of this
program before considering any other options.

Council Member Cormack questioned if any information has come from the r �
City's State legislator to help Downey with its anti-pornography efforts and
requested staff investigate this matter.
Council Member Brazelton commented on the fact that the Library will not
be renewing 60 magazine subscriptions because of budgetary cuts. He

recommended providing funds to reinstate these subscriptions if they are being
used by the public.
Mayor Hayden noted that on Saturday, February 29, 1992, the County
Sanitation District is holding a household hazardous waste collection at
�-•, Cerritos College wherein citizens can dispose of paints or other potentially
harmful substances at this location.

Chamber of the Downey City Hall.
