CITY COUNCIL /COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF DOWNEY
ADJOURNED REGULAR MEETING
OCTOBER 8, 1991
The City Council /Community Development Commission of the City of Downey
held an adjourned regular meeting at 6 :30 p.m., October 8, 1991, in the Council
Chamber of the Downey City Hall, Mayor /Chairman Barbara J. Hayden presiding.
PRESENT: Council Members /Commissioners:

ALSO PRESENT: Gerald Caton, City Manager /Executive Director

Judith McDonnell, City Clerk /Secretary
Ken Farfsing, Assistant City Manager
Lee Powell, Assistant City Manager
James Jarrett, Director of Community Services
Art Rangel, Director of Community Development
June Yotsuya, Assistant to the City Manager
Mr. Norman Horney, 9102 Angell St., requested that any action in Closed
Session be deferred on the proposed batch plant to be located in south Downey
until he has the opportunity to comment on the item during Oral Communications
at the regular City Council meeting. He also suggested Agenda Item XA -
LAKEWOOD STATION ART PRESENTATION be heard prior to Agenda Item IXC - EXCHANGE
OF PROPOSITION A FUNDS WITH SANTA FE SPRINGS.
CLOSED SESSION
Mayor /Chairman Hayden announced the Council /Commission is recessing (6 :31 p.m.)
to closed session to discuss Government Code Section:
54956.9 - two Subdivision (b) matters;
54957 - one personnel matter.
The meeting reconvened in open session at 7 :33 p.m. with all Council/
Commission Members present.
Mr. Thorson announced that City Council/ Commission has instructed him to
advise the State of California and Kasl er Corporation that the batch plant to
be located near Lakewood Boulevard and the I -105 Freeway fails to comply with
City Ordinances and the State has failed to comply with the California
Environmental Quality Act regarding placement of the batch plant. He was also
instructed to take legal measures to block assembly of the plant should the
State and contractor fail to comply with all regulations.
The meeting recessed at 7 :34 p.m.

The meeting reconvened for Oral Communications at 9:02 p.m. with all
Council Commission Members present. (Refer to Oral Communications under the
Regular City Council Meeting at 7:30 p.m.).
The meeting recessed at 9:10 p.m. and reconvened at 10:25 p.m. with all
Council /Commission Members present.
ADJOURNMENT 10:25 p.m.
