Brazelton presiding. PRESENT: Council Members: Robert S. Brazelton Mayor Barbara J. Riley Mayor Pro Tem Gary P. McCaughan, M.D. Joyce L. Lawrence Diane P. Boggs ALSO PRESENT: Judith E. McDonnell, City Clerk Cindi Lee, Executive Secretary Other City employees and their families were present in the audience. Mayor Brazelton welcomed the audience and recognized special al uest former Mayor/Council • P • 9 s, including 9 • l Member Lyell Swearingen. Member Scott Temple and his wife, Faith, and former Mayor/Council ' Mayor Brazelton delivered his final address, noting the City has experienced a successful year, 9 y • y , considering the difficult economic times weathered by staff and citizens. Although the budget was rather restrictive, ve, the Police and Fire Departments were strengthened, and other ubl i c services p v ces were maintained or improved throughout the year. He announced he is looking forward to the coming year and a bright future for the City of Downey. Special presentations were made to Mayor Brazelton by Mr. Tom Martin representing State Senator Robert Beverly; Mr. Jaime Garcia representing State Assemblyman Bob Epple; Ms. Connie Sziebl and Mrs. Steven Horn representing P 9 Congressman Steven Horn; and Assistant to the City Manager June Yotsuya on behalf of the Cities of Norwalk, Lakewood, and Los Angeles County Supervisor Deane Dana. RESOLUTION NO. 5824 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA ' RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION CONSOLIDATED WITH THE STATEWIDE PRIMARY ELECTION AND HELD IN SAID CITY OF DOWNEY ON THE 7TH DAY OF JUNE, 1994, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW Reorganization Meeting, July 5, 1994 -1- f - The Resolution was read by title only. It was moved by Council Member ,� n k� Boggs, seconded b y Council Member Lawrence, and unanimously carried to waive further reading and adopt. Cit y Clerk McDonnell administered the Oath of Office to newly re- elected Council Members Robert S. Brazelton and Barbara J. Riley, and presented each with a Certificate of Election. The Chair was then turned over to the City Clerk for the Election of Mayor. City Clerk McDonnell declared the Office of Mayor open and asked for nominations. by It was moved b Council Member Boggs and seconded by Council Member gg Lawrence to nominate Council Member Barbara J. Riley as Mayor of the City of Downey. There being no further nominations, the City Clerk declared the nominations closed. It was unanimously carried to elect Barbara J. Riley as Mayor. Mayor Riley declared the Office of Mayor Pro Tempore open and asked for nominations. It was moved by Council Member Boggs and seconded by Council Member Brazelton to nominate Council Member Gary P. McCaughan as Mayor Pro Tempore of the City of Downey. There being no further nominations, Mayor Riley declared the nominations closed. It was unanimously approved to elect Council Member Gary P. McCaughan as Mayor Pro Tempore. Mayor Riley complimented Council Member Brazelton on his past year as Mayor, and presented him with a Mayor plaque, City tie tack, and Certificate of E l e c t i o n as Mayor. Roses were presented to his wife, Jean. Mayor Riley was presented with a City necklace. --� 1 Assistant to the City Manager June Yotsuya presented a scrapbook of last year's accomplishments to Council Member Brazelton. Mayor Riley thanked the audience for attending tonight's meeting. She recognized all City staff members present in the audience, noting they comprise a great support team and commended their volunteer work outside of City Hall. Council Member McCaughan introduced his wife Patti, daughters Lauren and Lindsay, sons Michael and Mark, and parents Ed and Kathy McCaughan. Council Member Lawrence introduced her husband, Roger; Planning Commssioner Meredith Perkins; Recreation and Community Services Commissioner Bob Winningham; Personnel Advisory Board Member Harry "Skip" Hem; Water Advisory Board Member Scott Temple; and Council Secretary Ruth Saltman. Reorganization Meeting, July 5, 1994 -2- • • \ / { Icrio Council Member Boggs introduced her husband, Bob Verderber. Council Member Brazelton introduced his wife, Jean. Council Member Riley introduced her husband Tracy, son-in-law Russ Galbreath, daughter Traci Sue Dittman and granddaughter Joelene; and sister Susie Gardner. Also recognized were grandsons Bryan and Andrew Galbreath, who were unable to attend. She introduced many friends and organizations that have supported her throughout the years, and recognized her appointed members to various Boards and Commissions. She expressed appreciation to Mr. Peter Thorson, former Downey City Attorney, for attending tonight's meeting. She pledged another year of good service by the City Council, and asked the community to work together for the betterment of the City of Downey. ORAL COMMUNICATIONS Mr. Keith McCarthy, 13404 Barl i n St., representing the Downey Chamber of Commerce, thanked Council Member Brazelton for his dedicated service and leadership, and expressed congratulations and Chamber support to Mayor Riley in the upcoming year. Mr. Edward DiLoreto, 7333 Rio Flora Pl., offered his congratulations to Mayor Riley, and agreed that working together, the City and community can make Downey a better place in which to live and work. Ms. Lilly Ann Holland, 7243 Luxor St., representing Downey Sister Cities, thanked the Council for their past support, and congratulated Council Member Brazelton and Mayor Riley on their re- election. Mr. Harry Hem, 7923 Sixth St., commended the Downey Fire and Police Departments for their quick response and diligent work in extinguishing the recent fire at the abandoned Paramount Chevrolet building. Mr. Raul Lopez, President of Downey Rotary Club, congratulated Mayor Riley, and noted the Rotary Club is committed to working with the City in every way.
