JUNE 14, 1994
The City Council of the City of Downey held a regular meeting at
7:43 p.m., June 14, 1994, in the Council Chamber of the Downey City Hall,
Mayor Robert S. Brazelton presiding.

PRESENTATIONS
Mayor Brazelton presented Certificates of Appreciation to representatives �--,
of the following longtime Downey businesses that have served the community:
Courier Escrow (Western llntual) , Paul Gaines, Jr., Attorney at Law, and All
American Home Center. The businesses of Bob's Big Boy, Dosal' s Barber Service,
and Gene's Sporting Goods were also acknowledged.
Mayor Brazelton presented a Certificate of Appreciation to Frank Davies on
his achievement of Eagle Scout status.
HEARINGS
Mayor Brazelton opened the public hearing on PROPOSED CODS AMENDMENT N0.
94 -15, AMENDMENTS TO TIE MUNICIPAL CODE, SECTION 9110.14 AND 9112.12, AS
THEY RELATE TO AUTOMOBILE REPAIR 11 RESIDENTIAL BONES.
Ms. McDonnell affirmed receipt of the proof of publication, which was so
ordered to receive and file.

Mr. Rangel summarized the staff report, noting this amendment was
initiated by the City Prosecutor's office to address Code enforcement problems
relating to automobile repairs in the R -1 (Single Family Residential) and R -2
(Two- Family Residential) Zones. Revised, concise language is needed for
successful enforcement and prosecution. The proposed change would restrict the
conduct of automobile repair to only those automobiles which are registered to
the owner or occupant of the residential property. Since the intent is to
restrict automobile repair as a home business, working on antique cars and
emergency repairs would not be considered a problem.
There was no correspondence received on this matter.
As there was no one present to speak in favor or opposition to the
proposed Code Amendment, it was moved by Council Member Boggs, seconded by
Council Member Lawrence, and so ordered to close the public hearing.

The Ordinance was read by title only. It was moved by Council Member
Riley, seconded by Council Member Boggs, and unanimously carried by the Members
present to waive further reading and introduce, replacing the ward °automoobile'
with 'motor vehicle' throughout the Ordinance.
Prior to the foregoing vote, Council Member Riley recommended the word
"automobile" be changed to "motor vehicle" in the Ordinance, to also encompass
motorcycle repairs.

Prior to the foregoing vote, Council Member Boggs reiterated her concern
that PERS be contacted regarding denial of survival benefits upon remarriage of
the survivor.

CLEAN WATER ACT
Council Member Boggs explained that Federal Lt tslation (H. R. 3948) is
being considered which would provide funds for imp :. vements benefitting the
Sanitation Districts serving Downey, and encouraged Council support of this
Bill.
The Resolution was read by title only. It was moved by Council Member
Lawrence, seconded by Council Member Riley, and unanimously carried by the
Members present to waive further reading and adopt.
Council Member Boggs noted the Los Angeles County Private Industry Council
(PIC) will be considering the nominations of Art Aguilar, Clarence Bailey, and
Lee Powell bo the PIC Consortium at an upcoming PIC meeting, and the
appointments will be agendized for confirmation at the next Council meeting.
Council Member Boggs mentioned that Mr. Caton has requested the County
provide rat poison for distribution at their Downey facility to control rodent
problems in the City.
Council Member Boggs indicated that staff is working with Caltrans to
address the issue of increased traffic an streets located north and south of •--�
the 1 -105 Freeway.
Council Member Boggs requested an update from the Metropolitan Transit
Authority on the Lakewood Boulevard Light Rail Station.
Council Member Lawrence expressed appreciation to the Friends of the
Downey City Library for their recent funding of furniture for library
computers, and noted their long - range plans include raising funds for the
redesign and construction of a new circulation desk.
Council Member Lawrence voiced concern with the ongoing problem of semi -
trucks parking on vacant lots and parking areas throughout the City,
specifically citing the following areas where trucks have been recently
parked: the northwest corner of Lakewood and Firestone Boulevards, Firestone
Boulevard and Old River School Road, and Rosecrans Avenue and Lakewood
Boulevard.

Council Member Riley mentioned that large trucks are also parking at the
vacant restaurant lot on Paramount Boulevard across from Warren High School,
disturbing neighboring residents.
Council Member Riley referenced letters she has received from children
expressing their appreciation for the service provided by D wneyLINK.
Mayor Brazelton congratulated the Planning Division for its excellent
staff report on the proposed revisions to the Sign Ordinance.
,•� ORAL COMMUNICATIONS
Mr. Al Orlando, 8536 Rav i ller Dr., congratulated Mayor Brazelton on a
clean campaign, but referenced a controversial, last - minute flyer. He also
questioned whether the serving of the Mayor's wife on the Recreation and
COMMunity Services Commission constituted a conflict of interest.
Mr. McOsker advised this specific conflict of interest question has been
previously reviewed by the City Attorney's office, and it was determined there
is no conflict of interest in this matter.
Mayor Brazelton rebutted comments made regarding his campaign for re-
election, which focused on factual, positive issues, and noted his wife is
highly qualified to serve on the Recreation and Community Services Commission.
Council Member Boggs expressed complete confidence in her appointee to the
Recreation and Community Services Commission.
Council Member Lawrence requested a copy of the controversial flyer, as
she discussed the positive campaign run by Mayor Brazelton for re- election.

Mr. Caton congratulated Mayor Brazelton and Council Member Riley on their
re- election to the City Council.
Mr. Caton urged citizens to attend a meeting on Thursday, June 16, 1994,
at 7:00 p.m. in the Downey City Council Chamber regarding the status of the Los
Angeles County Drainage Alliance ALA) Project, which could result in costly
flood insurance rates for Downey residents.
