Director /City Planner June Yotsuya, Assistant to the City Manager Bonnie Kehoe, Recreation Manager Greg Mayfield, Water /Sanitation Superintendent Bill Doebler, Principal Planner Joyce Baker, Deputy City Clerk PRESENTATIONS Mayor Brazelton noted that Mr. Gregory Rosenthal has resigned his appointment to the Emergency Preparedness Committee, District 4. Mayor Brazelton presented Certificates of Appreciation to representatives of the following Downey businesses that have served the community for over 40 years: Wal l ar's Appliances, Downey Community Hospital, Gallatin Medical Foundation, Spartan Lacquer, Yale Engineering, and Downey Music Store. The business of Bill's TV was also acknowledged. Chief Irwin introduced the new Command Officers in the Downey Fire Department: Robert Hohn, Captain; Bill Brown, Captain; Mark Sauter, Battalion Chief; and Bruce Robinson, Assistant Chief. Mr. Don Hopf, representing the Pasadena Tournament of Roses Committee, presented to Mayor Brazelton a framed portait of Downey's float in the 1994 Rose Parade. CONSENT CALENDAR - ITEMS FOR REMOVAL Council Member McCaughan requested removal from the Consent Calendar of Agenda VI -E -1, NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES). CONSENT CALENDAR It was moved by Council Member Boggs, seconded by Council Member McCaughan, and unanimously carried to waive further reading of the Resolutions and approve the remainder of the Consent Calendar as recommended: COUNCIL MINUTES: ADJOURNED AND REGULAR MEETINGS - MARCH 8, 1994: Approve. RESOLUTIONS NOT SET FORTH ABOVE: None. ADMINISTRATIVE REPORTS WATER WELL NO. 11 (CIVIC CENTER) - CONSULTING AGREEMENT, AMENDMENT NO. 1 Mr. Redmayne summarized the staff report, noting that during the initial phase of constructing the well, it was decided that completing the project in two separate phases would be more economical. The second phase involves building the well housing, and will require additional engineering, surveying and environmental documentation. It was moved by Council Member Boggs, seconded by Council Member Lawrence, and unanimously carried to authorize the Director of Public Works to engage the consulting firm of Robert Bein, William Frost and Associates to perform additional services for the design of Well No. 11, at an estimated cost of $18,150. LEASE PURCHASE OF FIRE TRUCKS Mr. Powell summarized the staff report, discussing the financial benefit of lease purchasing two fire engines over a five year period at 5.09% interest instead of paying the total price at one time for both engines. Council Member Boggs inquired into the prospective savings of the lease purchasing arrangement, and was informed the money could make 6.0% interest if invested in a U.S. Treasury note over five years, saving approximately 1 %, or $6,000 per year. Council Member McCaughan questioned specifics of the lease purchase plan, including the payment schedule, and placing restrictions on the money to be invested. Council Minutes 3/22/94 -3- o Mr. Powell replied the City would make twenty quarterly payments of $32,508.61, totalling a final principal and interest price of approximately $650,172, at which time the City would own the fire engines. Council Member Boggs requested the savings derived from the lease purchase plan be designated for investment purposes only. It was moved by Council Member Riley, seconded by Council Member Lawrence, and unanimously carried to authorize Staff to enter into an agreement with Federal Signal Corporation to lease purchase two fire engines ,,.,,,‘ over a five year period at a 5.09% interest rate, with the invested savings indicated in the annual budget review. RETIREMENT FINANCING PROGRAM- PUBLIC EMPLOYEES RETIREMENT SYSTEM (PERS) BOND PROGRAM Mr. Powell explained the PERS program would allow the City to issue debt bonds to pay off pension l i a b i l i t y . Staff will thoroughly analyze the feasibility of the program, and then return to Council for final approval. This PERS financing program would save the City approximately $24,000 per year on retirement costs. Council Member Boggs questioned the fee to be paid to Seidler-Fitzgerald, and was informed by Mr. Powell that the actual charge would be determined at a later date, along with other basic costs, i.e., printing, advertising, etc. Discussion ensued regarding the estimated underfunding, bond issuance, and arrangements made with the recommended finance company. It was moved by Council Member Boggs, seconded by Council Member Lawrence, and unanimously carried to authorize the City Manager to accept a letter of agreement with Seidler-Fitzgerald to pursue a PERS Bond Program, allowing staff to review all aspects of this Program. Council Member Boggs mentioned the bond program appears very complex for �—• a $20,000 savings, and reiterated that approval is only for further review of the financing program. ORAL COMMUNICATIONS Dr. Verner S. Waite, 5243 Vista del Sol, Cypress, proposed an alternative health care plan for City employees that would result in reduced costs for the city. Mr. Fred James, 9360 Samoline St., discussed his visit to the Cerritos Senior Center where he received information on different agencies serving senior citizens, and requested Downey establish a senior center. Ms. Cleora Ross, 9257 Sideview Dr., spoke in favor of a senior center, comparing the facilities of Apollo Park with other cities' senior centers. She quoted a newspaper article referencing statistics on senior citizens and their needs. Ms. Katherine Gloekler, 9269 Kl i nedale, voiced support of separate facilities for senior citizens and young people. Council Minutes 3/22/94 -4- r _ _ ADMINISTRATIVE REPORTS (Continued) NAME RECOMMENDATION FOR NEW FIXED ROUTE TRANSIT SYSTEM Mr. Jarrett explained the Citizen's Transit Subcommittee received 514 contest entries to name the City's new transit system, and decided upon the name "DowneyLink" for recommendation to Council. He referenced graphics and colors that will adorn the transit busses. It was moved by Council Member Riley, seconded by Council Member Lawrence, and unanimously carried to name the Fixed Route Transit System "DowneyLink. " Prior to the foregoing vote, Mr. Jarrett mentioned the "DowneyLink" entry was submitted by Mr. Steve Cunningham of Downey. STREET CLOSURE FOR CHAMBER OF COMMERCE STREET FAIRE Ms. Yotsuya summarized the staff report, requesting approval of the Downey Chamber of Commerce's permit request to hold a Street Faire on Downey Avenue from Firestone Boulevard to 4th Street on Saturday, April 30, 1994. It was moved by Council Member Boggs, seconded by Council Member Riley, and unanimously carried to approve a request to close Downey Avenue from Firestone Boulevard to 4th Street for a one -day Downey Chamber of Commerce event on Saturday, April 30, 1994. OTHER BUSINESS - CONSENT CALENDAR: Items Removed by Council Approval: NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) Council Member McCaughan clarified that City funds will be used to finance this Federal requirement. Discussion ensued regarding non - pollution practices, storm drains affected, and permit requirements. It was moved by Council Member Riley, seconded by Council Member Lawrence, and unanimously carried to approve the Permit Implementation Agreement that formally defines the City's responsibilities as a Co- Permittee with respect to compliance with the National Pollution Discharge Elimination System (NPDES) Permit No. CA0061654- C16948. OTHER BUSINESS - COUNCIL MEMBERS: Council Member Riley questioned building activity at the refinery on Rosecrans Avenue and Lakewood Boulevard, and was informed that staff is monitoring the refinery expansion. Council Member Riley asked how Community Development Block Grant meetings are publicized, and Mr. Rangel replied all legal requirements are met by posting notices and publishing press releases in the local newspaper. Council Minutes 3/22/94 -5- , a Council Member Riley urged older adults to contact the Downey owney Ci ty Library and volunteer their time and services by reading books to children at the Library and FHP Medical Center, as part of the "Grandparents and Books Program." Council Member Riley questioned whether railroad personnel had been contacted regarding lengthy ' g g e gthy train traffic, and was informed by Mr. Redmayne that a meeting is being arranged with the railroad's Western Regional onal Mana er to discuss this concern. 9 Manager Council Member Boggs asked that her request for a community center needs assessment also include teenagers, in Council's attempt to represent all generations and to work within the City's budget on this matter. Council Member Lawrence commented on the successful "Rock and Rol l erbl ade" Middle School skating party held last Friday in the City Hall parking lot. Council Member Lawrence mentioned a constituent's request for information on bicycle safety training available in the community. Council Member Lawrence noted her attendance at a Home -Based Business Committee meeting sponsored by the Chamber of Commerce, and encouraged other citizens involved in home occupations to take advantage of this networking opportunity by contacting the Chamber for information. Council Member Lawrence commended Public Works employees for maintaining the attractive landscaping around the Civic Center. Council Member Lawrence mentioned that Downey will be hosting representatives from Keep America Beautiful on Monday, March 28, 1994.
