The City Council of the City of Downey held a regular meeting at
7:30 p.m., February 22, 1994, in the Council Chamber of the Downey City Hall,

PRESENTATIONS
Mayor Brazelton presented a Proclamation declaring Ikrch as "Save Your
Vision !bnth" to Dr. June Chang.
Mr. John Javage, Manager of Downey's Automobile Club District Office, and
Captain William Whiteside, California Highway Patrol, presented the 10851
Award Pin and Plaque to Ibwney Police Officers Claude Burns, Jason Huntsinger,
John Meno and Boady Sherman, in recognition of their efforts in combatting
vehicle thefts.
Mr . Roger Embry, Regional Manager, Southern California Gas Company,
presented a video showing different aspects of the planned Energy Resource
Center in Downey, which is expec ted to open in 1995. The Center will display
innovative equipment, and present various technical demonstrations and energy-
related workshops.

Mayor Brazelton presented Certificates of Acknowledgement to Downey firms
recognized in a recent survey conducted by the BRAID (Business Rentention
Assistance In Downey) Committee. These Downey establishments included
Albertsons Supermarket, All American Home Center, Vons Supermarket, The
Broadway, Stonewood Center, Ralphs Supermarket, Rob insons -May, Savons Drug
Store , Mimi's Ca fe, Mervyns, Lucky Supermarket, J.C. Penney, and Farr's
Stationers.

ADMINISTRATIVE REPORTS
APPROPRIATE AB939 FUNDS FOR THE POSITION OF PART -TIME ADMINISTRATIVE
ASSISTANT TO ASSIST KEEP DOW N EY BE AU TI FU L
Mr. Powell summarized the staff report, recommending approval of a part -
time position funded by AB939 funds to assist the Keep Downey Beautiful
Committee. He outlined the duties of the position, citing the important role
of liaison and coordinator between various City Departments and the Keep
Downey Beauti ful Committee.
Council Member Lawrence suggested combining the position of Public
Information Officer and the part -time staff assistant for Keep Downey
Beautiful into one full -time position, noting the similar objectives in the
two areas.
Council Member Boggs favored approving the part -time assistant position
at this time, and considering the Public Information Officer position at a
future meeting.
Council Member Riley concurred with separate consideration of the two
positions.
Council Member McCaughan recommended continuing this matter to allow
staff time to explore the feasibility of combining the two positions into one
full -time staff position. �--.
It was moved by Council Member Lawrence, seconded by Council Member
McCaughan, and unanimously carried to direct staff to explore the merging of a
part -time Administrative Assistant and Public Information Officer, ant report
their findings at the next meeting.
PROPOSED CHAIR TER A M ELI DM EN T CHANGING CITY'S ELECTION D AT E
Ms. McDonnell summarized the staff report, noting the appropriate
resolutions have been prepared for placing a Charter Amendment on the June 7,
1994 ballot regarding change in election date. She mentioned election costs
wou 1d be approximately $36,000 according to Los Angeles County estimates.
Mr. Thorson reiterated the Council is specifically approving the ballot
question in the exact form contained in the first Resolution. Also, a Council
Member must be designated in the second Resolution to author the argument in
favor of the Charter Amendment.

JUNE 7, 1994, AS CALLED BY RESOLUTION NO. 5752
The Resolution was read by title only. It was moved by Council Member
Boggs, seconded by Council Member Lawrence, and unanimously carried to waive
further reading and adopt.
Prior to the foregoing vote , Mayor Brazelton ex la ined to the public the

rea sons for mov ing the election da te , based on changes in the Statewide
Presidential Primary Election date.
Council Member Lawrence mentioned advantages of a November election, such
as greater voter turnout and lower costs.

The Resolution was read by title only. It was moved by Council Member
Boggs, seconded by Council Member Riley, and unanimously carried to wa ive
further reading and adopt, designating Mayor Brazelton to file a written
argument in favor of the City Measure as outlined in Section 1.

Riley, seconded by Council Member Lawrence, and unanimously carried to waive
further reading and adopt.
Prior to the foregoing vote, Mr. Thorson clarified the priority procedure
set forth In the Elections Code to accept arguments if mm re than one is filed.

2 BUSINESS - CONSENT CALENDAR: Items Removed by Council Approval:
AUTHORIZE AB R EEM EN T WITH SANWA BANK CALIFORNIA FOR BANKING SERVICES
Council Member Boggs requested a brief staff report on this matter.
Mr. Williams explained that Requests for Proposals were mailed to all
local banks in order to rebid this service, since the City's current agreement
for banking services expires soon. He discussed the amenities offered by
Sanwa Bank California, including new services such as direct payroll
deposit. Considering that Sanwa Bank submitted the lowest bid and received
high praise from references, staff is recommending this bank for the City's
banking services.
It was moved by Council Member Boggs, seconded by Council Member
Lawrence, and unanimously carried to enter into a three -year relationship with
Sanwa Bank California for banking services with the general and payroll
accounts.
AUTHORIZE 12-MONTH AO REEM EN T WITH BELL BUILDING MAI NTENNIC E COMPANY FOR
JANITORIAL MAINTENANCE SERVICES.
Council Member Boggs questioned if other company's references were
considered by staff, or just those companies with municipality experience.
Mar. Williams discussed the services staff considered in deciding upon the
recommendation of Bell Building Maintenance Company.
It was moved by Council Member Boggs, seconded by Council Member
Lawrence, and unanimously carried to enter into a twelve-month agreement with
Bell Building fk intenance Company for janitorial ma intenance services for City
Hall, Police, Library and Water Yard id facilities, including the City's option
to extend the agreement on a year -to -year basis for a period of four
additional years.

REQUEST FOR COUNCIL DIRECTION CONCERNING COMMUNITY /SENIOR CENTER SURVEY
Mr. Caton requested gu ida nce from Cou nci 1 rega rd ing the proposed
Community /Senior Center survey.
Council Member Boggs referenced the survey questions contained in the
staff report, and asked for any comments about the survey as presented.
Council Member McCaughan noted that some of the survey questions have
already been discussed by the Council Subcommittee on this matter. He
suggested the survey be deferred until after the Subcommittee returns with its
report within the next month.

Council Member Riley concurred with Council Member Mc Cau ghan's comments,
noting that a survey would best be conducted at a later date when alternate
plans are reviewed and discussed.
Council Member Lawrence agreed with the need for a survey, but would be
w i l l i n g to hear the Subcommittee's report.
Mayor Brazelton noted the survey would be more meaningful if Council has
more specific data from the Subcommittee on which to base their questions.
Council Member Boggs concurred with deferring the survey until after the
Subcommittee's report is given, and urged working together toward a common
goal.
Ms. McDonnell noted receipt of a petition containing approximately 100
signatures in support of a proposed gymnasium at Apollo Park.
ORAL CIMMUNICATIONS
Mr. Larry Young, 8622 Fifth St., President of Downey Seniors Recreational
Club, suggested a senior center be established on the vacant lot at Third
Street and La Reina Avenue in Downtown Downey. He predicted economic
rejuvenation of the downtown area that will result from seniors frequenting
nearby businesses and expressed concern with a possible multi - purpose center,
since senior and youth activities do not always coincide with each other.
Mr. Fred James, 9360 Sa mo l i ne St., expressed dismay at the condition of
the equipment and buildings at Apollo Park. He requested more attention be
given to senior citizens and their needs.
Mr. Bill Crammer, 9102 Via Amorita Ave., President of Downey Junior
Athletic Association (DJAA), mentioned the City's responsibility to provide
adequate recreational facilities for public use, including both youth and
senior citizens.
Mrs. Gloekler, 9269 Klinedale St., spoke in favor of establishing a
senior center on the vacant lot at Third Street and La Aeina Avenue, and
suggested staffing the center with volunteer wo rkers .
Ms. Jeannette Paumier, 9276 Downey Ave., outlined the various services
provided in the past by senior citizens in many areas, and urged approval of a
separate senior center in Obwney.
Ms. Virginia Martin, 7419 Firestone Pl ., stressed the need for a senior
center in awney as she referenced figures from the 1990 census pertaining to
growth in the senior citizen population.

Downey, read a letter she sent to Council regarding the need for a separate
senior center, and mentioned that many surveys sent with water bills are not
received in time to return them.

Mr. Ernie Wisdom, 8713 Meadow Rd., discussed the needs of youth and
encouraged working together to resolve this issue. He reminded Council that
many renters do not water bills and, therefore, could not participate
in a survey conducted in this manner.

Council Member Lawrence mentioned that " Na we the New Transit System'
contest entry forms are available in the lobby for everyone to enter their
suggested names for the system.
Council Member Boggs requested a staff report on the new FCC reduction in
cable rates.

Council Member Riley concurred with Council Member Boggs' comments, and
encouraged people to express appreciation to the dedicated Downey Police
officers, Downey Firemen, Public Works employees, ark all City employees for
their d ed i ca ted service.
Council Member McCaughan requested patience on the community/senior
center issue and expressed optimism that the Council Subcommittee will r
e to rn
with practical ideas to accommodate both groups.
Council Member McCaughan reported stray shopping carts in the area of
Fu rnia n Park, Rives Avenue and nearby alleyways.
C o u n c i l Member McCaughan mentioned attending the recent Independent
Cities Association Conference in coordination with the Police Chiefs of Los
Angeles* County, citing interesting programs on neighborhood preservation and
motor vehicle theft.

Mayor Brazelton expressed hope for possible solutions from the
Community /Senior Center Subcommittee that would meet the needs of both senior
citizens and youth.
OTHER BUSINESS - STAFF MB BERS:
Mr. Caton noted staff is working towards a solution to meet the challenge
of accommodating the important needs of both senior citizens and the youth.
