ADJOURNED REGULAR MEETING
JANUARY 25, 1994
The City Council /Community Development Commission of the City of Downey
held an Adjourned Regular Meeting at 5:30 p.m., January 25, 1994, in the
Council Chamber of the Downey City Hall , Mayor /Chairman Robert S. Brazelton
presiding.

MID —YEAR BUDGET REVIEW FISCAL YEAR 1993-94
Mr. Powell discussed the mid -year budget report, which focused
exclusively on the status of the General Fund, since other non - General Fund
accounts were not as affected by the State budget and other lost revenues. He
narrated a slide presentation, citing comparable figures from the past year
through 1993 -94 projections, and outlining total revenues and expenditures.
He noted the local economy has not significantly improved; however, other
fac tors suc h as the increased utility users tax , have positively affected the
overall General Fund. He recommended continuing the City's hiring freeze,

providing services more efficiently, supporting services when possible with
fees, and maintaining essential services while reducing or eliminating low
priority services. He requested consideration be given to expenditures for
equipment to update the Urban Rescue Team, additional radios and communication
equipment for emergency situations, and signs for fire stations that identify
them as City of Downey Fire Stations.
Mr. Caton explained the equipment will promote better communication among
City Departments and provide a common channel in an emergency. He commented
on the use of transit vehicles for evacuation services if needed.
Council Member /Commissioner McCaughan expressed disappointment that
Downey would only collect 10 percent of the revenue received from the 1/2 cent
sales tax.
Council Member /Commissioner Boggs questioned the status of the State
budget relative to the recent earthquake damage. She requested a meeting
between the Budget Subcommittee and Department Heads, to assess the effects of
the hiring freeze in each Department.
Council Member /Commissioner Lawrence reiterated her desire to review the
option of cable casting Council meetings in the future.
Mr. Caton noted receipt of a request for increased budget allocations
from the Project Area Committee.
Discussion ensued regarding property tax revenue, house values, and
projected revenues.
Mr. Matthew Bi we rs i , 9321 Brook park Rd., commented on the need to include
the average income of Downey residents for informational purposes in the
budget. He noted the importance of relaying information to the citizens since
there appears to be a lack of participation from the public sector.
It was moved by Council Member /Commissioner Boggs, seconded by Council
Member /Commissioner Lawrence, and unanimously carried to receive and file the
report.
Prior to the foregoing vote, Council Member /Commissioner McCaughan
suggested input be received from the different City Departments regarding
their future outlook based on Mr. Powell 's recommendations.
CLOSED SESSION
Mayor /Chairman Brazelton announced the Council /Commission is recessing to
Closed Session to discuss the following Sections of the Government Code:
SECTION 54956.9 - one subdivision (a) matter - pending litigation:
Page and Klein vs. City of Downey;
SECTION 54956.9 - one subdivision (b) matter;
SECTION 54957.6 - two labor negotiation matters.
The meeting reconvened in open session at 7:40 p.m. with all Council
Members /Commissioners present. There were no Closed Session actions to
report.

The meeting reconvened for Oral Communications at 8:22 p.m. with all
Council Members /Commissioners present (see Oral Communications under Regular
City Council Meeting) and recessed at 8:55 p.m.
The meeting reconvened at 9:15 p.m. with all Council Members/
Commissioners present.
CLOSED SESSION (Cont.)
Mayor /Chairman Brazelton announced the Council/Commission is recessing to
Closed Session to complete discussion on items previously stated in the Closed
Session Statement.
The meeting reconvened in open session at 10:00 p.m. with all Council
Merthers /Commissioners present. There were no Closed Session actions to
report.
