ADJOURNED REGULAR MEETING
JUNE 30, 1993
The City Council of the City of Downey held an adjourned regular meeting
at 6:00 p .m . June 30, 1993, in the Council Chamber of the Downey City Hall,

Ms. McDonnell affirmed P ffirmed recei t of the affidavit of posting and mailing of
notice, and proof of publication.
Mr. Redmayne discussed the new requirements of Senate Bill 1977,
specifically the necessity of citywide mailing and additional newspaper
advertising of the public hearing to consider assess ment increases. Additional
notification is not required, however, if maximum assessments are established
to cover rates for the next four years. A savings would be realized of
approximately i ma to 1 $15,000.$20,000, which is the annual cost of the notification

process. . The actual assessment rate will be established by Council at a later
date, and is proposed to be less than maximum. Staff has set the maximum rate
for future years based on the revenue lost by the State's garnishment of
property t tax dollars used for lighting district expenses. He mentioned further

information will be discussed by Erik Zandvliet, Traffic Engineering Division.
Erik Zandvliet discussed the posting requirements that have been modified
since the assa a of Senate Bill 1977 in 1992. He narrated a brief overhead

presentation, explaining the areas represented by the six different Assessment
Zones. A sample property tax bill was shown, indicating the assessments
collected for City lights and maintenance. He referenced charts depicting
street lighting expenses, assessment levy summaries since 1990 -91, and the
proposed four year maximum amounts.

Assessment income is a separate supplement to the property tax money, and the
State has not attempted to collect these funds.

Council Member Boggs expressed concern with the high increase in Zone I I
from the 1992 -93 assessment levied.
Mr. Zandvliet explained that a review of prior years will reflect higher,
more accurate assessment levies in this Zone. A significant reduction was
given last year to Zone II for lighting of public roadways adjacent to
commercial and industrial properties, which greatly reduced the 1992 -93
assessment levied.
Mr. Lary Marks, 7808 Borson St., voiced concern with transfering of funds
between zones, the State garnering more money if additional assessments are
collected, and unlit street lights.
Mr. Zandvliet noted that direct assessment funds are not transferable. He
mentioned the City's proactive procedure for: street light repair that includes
citizen reporting of lighting problems .
Council Member McCaughan reiterated that direct assessment monies cannot
be taken by the State.
Mr. Jack Heger, Heger Realty Corporation, 5657 Washington Blvd., Los
Angeles, owner of five properties on Woodruff Ave., expressed dismay with the
high percentage of rate increases based on his figures, since they will create
a definite hardship on his tenants.
Ms. Judy Jacobson, 8635 Florence Ave., discussed the range in dwelling
units set in the different zones, and requested Council consider alternatives
to increasing assessments. ,,_,,
Council Member Boggs requested a copy of figures referenced by Mr. Heger

f they are different than those presented by staff.
Ma yor Brazelton asked Mr. Heger to work with staff in determining the
actual effect of the proposed assesments on his properties.

Mr. Caton announced the Council is recessing to Closed Session to discuss
