Mayor Boggs presented a Proclamation declaring May 2 -8, 1993 as "Hire A Veteran Week" to Richard Maupin, Local Veterans Employment representative. Mayor Boggs presented a Proclamation celebrating "Construction America" to Isabella Zandvl iet, Chairman, National Assoc iation of Women in Construction. Mayor Boggs presented a Proclamation declaring May 8, 1993 as " Kidsday" to Kidsday spokepersons Patrick Beemer and Chris Robinson. ORDINANCES NOT SET FORTH ABOVE ORDINANCE NO. 961 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADDING SECTIONS 4153 THROUGH 4160 TO CHAPTER 1 OF ARTICLE IV OF THE DOWNEY MUNICIPAL CODE RELATING TO 1TRESPASS ON PRIVATE PROPERTY The Ordinance was read by title only. ORDINANCE NO. 962 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY MENDING SECTION 4136 OF CHAPTER 1 OF ARTICLE IV OF THE DOWNEY MUNICIPAL CODE REGARDING THE STORAGE OF AEROSOL SPRAY PAINT CONTAINERS AND MARKER PENS The Ordinance was read by title only. It was moved by Council Member Riley, seconded by Council Member Brazelton, and unanimously u s y c a rr red to waive further reading and adopt. RESOLUTIONS NOT SET FORTH ABOVE: None. ADMINISTRATIVE REPORTS ADOPTION OF FINAL FIXED ROUTE TRANSIT PLAN Mr. Jarrett summarized the staff report, explaining the P rocess followed in developing the fixed route transit system report and recommendations. An Ad Hoc Transit Committee composed of representative community citizens worked with staff and the consultants, studying the areas of routing, service standards a nd policies, vehicles, marketing a nd environmental review. He noted the system would be funded with combined Proposition A and C funds, which are restricted to transportation related J ro 'ects . P Council Minutes 4/27/93 -2- fig Ms. Heather Menniger, A- Menninger.Mayeda.Alternative (AMMA) Consultants, discussed the methodical and consumer /citizen orientated approach taken by the City in developing the recommended transit plan. Ms. Buffy Ellis, AMMA Consultant, explained the routing concept based on specific transit needs identified in prior studies. Consideration was given to serving the major activity centers for the transit dependent, as well as complementing the existing regional fixed route network. The system will need to be flexible to respond to changing needs. Ms. Menniger discussed the contract service and scope of work for operating a successful fixed route transit service, including the projected budget and time schedule. Council Member Lawrence suggested reviewing the option of using alternative fuel vehicles. Council Member McCaughan compared the projected cost to revenues generated in determining the overall feasibility of the system. He expressed concern with instituting a low usage program, and inquired into alternative spending of the transportation funds. Council Member Brazelton noted the provisions for cancelling the contract in case low ridership becomes a problem. Mayor Boggs voiced concern with lack of transit service to the south and northeast portions of the City. She cited a high probability of residential users in the area south of Gardendale Street. Council Member Brazelton suggested continuation of the northwest route east on Telegraph Road to serve the northeast section of Downey. Council Member Riley recommended extending the route in the southwest quadrant of the City to serve the area of Imperial Highway and p g y Old River School Road. She noted the absence of transit service in the vicinit y of schools where children might use the system. Ms. Ellis commented on the difficulty of determining the southwest route because of the large area involved. The southern routes were basically designed to provide bi-directional service to major employers on Imperial Highway. Council Member Lawrence discussed lack of service in the northeast and southwest regions, specifically the Downey Municipal Courthouse, Rancho Business Park, and the area near Golden Park. Cou nc i l Member McCaughan reiterated his concern with cost versus low ridership, targeted population, and the limitations imposed by lack of bi- directional service. Further discussion ensued regarding suggested routes and budget restraints affecting a bi- directional service. Council Member Brazelton favored a pilot fixed route system to be closely monitored for successful operation. Staff indicated that Proposition A and C monies will continue e to be collected, since they were voter approved for transportation tat ion po projects. Mr. Roger Lawrence, 9627 Cheddar St., confirmed this continued funding source, and voiced support of the proposed transit system as an appropriate project on which to spend transportation monies. } It was the consensus of Council to refer this item b ask to s to ff to address the concerns and modifications discussed tonight. ORAL COMMUNICATIONS Mr. Lennie Whittington, 8542 Ma natee St., threatened to ned r � a referendum if the City y Council establishes assessment districts for special services, and discussed budgetary options available to reduce City spending. Ms . Ms. Sandra Haney, 11024 Marbel St., representing the Project Area Committee, questioned the validity of information circulated by the Downey � y y Chamber of Commerce and the citizens' group, MOVIES, that states 24% of the tax increment money generated by the Downtown Theatre Project will be 9 iven to education. Mayor Boggs explained the referenced amount is placed in the State Education Fund, which then distributes the monies. Mr. Lee Squire, 8804 Samoline St., spoke regarding the requirements of tax incremient revenue and misinformation given to the public concerning 9 educational funding. Ms. Glenna Hall, 10615 Stamps Rd., requested assistance regarding q egard ing her home air conditioner turning off when the weather is hot, and was directed to contact a professional serviceman for this problem, since the City does not provide elec tr is ity. Mr. Larry Squire, 9546 Metro St., commended Council and staff for conducting a budget study session last week and recommended another session be held prior to the actual budget hearing. ADMINISTRATIVE REPORTS (Continued) CHARTER REVIEW STUDY SESSION It was the consensus of Council to schedule a meeting to review rec ommee nd ed Charter amendments for 4:00 p.m., May 11, 1993 in the Downey City Council Chamber. Mayor Boggs requested staff contact Charter Review Committee Members to advise them of the upcoming meeting. S. 427, MISCELLANEOUS CURB, GUTTER AND SIDEWALK REPAIR; HANDICAPPED RM PS ; AND PEDESTRIAN IMPROVEMENTS Council Member Lawrence questioned whether the trees to be removed under this project are protected by the General Plan Amendment's list of significant trees. Mr. Redmayne noted that all trees are rev iered for their protection prior to removal. Council Member McCaughan questioned the priority of maintaining alleys s y and streets, and was advised these projects would be completed when funds become available. It was moved by Council Member Lawrence, seconded by Council Member Riley, and unanimously carried to award a unit price contract, totaling $293,335 to F.A.V. Engineering, for miscellaneous curb, gutter and sidewalk repair and for construction of handicapped and pedestrian improvements under Cash Contract No. S.S. 427. OTHER BUSINESS - COUNCIL MEMBERS RESOLUTION M. 5671 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA RECOGNIZING THE HISTORICAL AND CULTURAL SIGNIFICANCE OF MCDONALD'S DRIVE-IN, 10207 LAKEWOOD BOULEVARD, DOWNEY, CALIFORNIA, AND REQUESTING SUPPORT FOR RETAINING THIS LANDMARK BUSINESS IN THE CITY OF DOWNEY The Resolution was read by title only. Council Member Lawrence urged adoption of the Resolution and noted she has received approximately 140 returned pledges from the public to purchase more items at this McDonald's restaurant. It was moved by Council Member Riley, seconded b y Council Member Brazelton, and unanimously carried to waive further reading and adopt. Prior to the foregoing vote, Mr. Lee Hami lvitz., representing the L.A. Conservancy, commented on the importance of this landmark and pledged the Conservancy's support in retaining the building. He transmitted petitions and pledges to assist in the preservation effort. Mr. Andy Doyle, representing the bwne Firemen's Association, turned i ., y � e in approximately 227 petitions of support for retaining the McDonald's Drive -in. Ms. Shirley Mark,. 9337 Gainford St., mentioned she viewed a television news program in Washington, D.C., regarding preservation of the Downey McDonald's restaurant. I P to ; ' Council Member Brazelton commented on his disagreement ' with a call he received from Mr. Mike Ca li to rro who alleged a conflict of interest in Council Member Brazelton's involvement with the group, MOVIES. Cou nc i 1 Member Riley noted a second grade student at a local elementary petition to school had her own written p save Mc Donald's Restaurant. Council Member Riley advised Ms. Risley that staff has addressed the parking problem at Apollo Park. Council Member Riley mentioned she was stopped by a train for seven minutes tonight and expressed concern that safety vehicles might be delayed as .r-. a result of train traffic. 9 Y Council Member Lawrence discussed the referenced information from the Chamber of Co mne rc e , indicating tax increment money from the Downtown Theatre Project would be given to the State Education Fund. Council Member Lawrence quoted a remark from Pat Castillo, Mayor of Sunnyvale and President of the League of California Cities, on the continued impact of State attempts to balance their budget at cities' expense. Council Member McCaughan requested staff look into the problem of excessive yard sales at the same location, particularly on Paramount Boulevard where traffic is affected. Council Member McCaughan responded to comments regarding budget cuts, noting the number of cellular phones and pagers has been reduced to equip essential safety areas only. Council Member McCaughan mentioned that difficult decisions must be made by Council, even though a referendum is threatened. Council Member McCaughan requested information on the constitution of a PAC Committee, and their discussions on the upcoming referendum election. Mayor Boggs noted she will do everything she can to maintain Downey as a nice place to live and work. OTHER BUSINESS STAFF ISSUERS: None.
