ADJOURNED REGULAR MEETING
APRIL 5, 1993
The City Council of the City of Downey held an adjourned regular meeting
at 12 :00 Noon, April 5, 1993, at Gregory's Restaurant, Embassy Suites Hotel,
Mayor Diane P. Boggs presiding.

Mayor Boggs recessed the meeting at 12:01 p.m. for the purpose of
ordering lunch.
The meeting reconvened at 12:20 p.m. with Council Members Boggs,
Brazelton, Riley, and Lawrence present (Council Member McCaughan absent.)
1 Assemblyman Epple gave an oral presentation on the State -of- the -State
budget, including the anticipated short -fall for the end of this fiscal
,•-�, year. It has been suggested that in order to avoid deficiencies, the State
consider adopting a multi -year budget. He pointed out the State has been
operating for two years with a short budget and there is nothing left to
trim. He talked about declining property tax revenues which have affected
both local government and education. Assemblyman Epple_ noted that it is the
State's obligation to maintain the school system and other levels of
government as well as correctional facilities. He discussed with Council a
proposal to have local government take over the maintenance of correctional
facilities.
Conversation centered around the effect the declining economy has had on
the ability of cities to maintain much- needed law enforcement. Assemblyman
Epple requested that Downey identify any special or unique problems that he
can carry to the State for a solution.
At this time, Mr. Powell distributed three hand -outs. The first one
showed the effect the recession has had on City revenues and how the City's
budget has been impacted by State reductions.

Riley, and Lawrence present (Council Member McCaughan absent.)

Continuing with his comments regarding the hand-outs, Mr. Po wel l
indicated the second one focused on actions Downey has taken to reduce the
work force through a hiring freeze, using the Public Employment Retirement
System rebate to help balance the 1991 -92 and 1992 -93 budgets, and u t i l i z i n g
utility users tax revenue to maintain and augment the Police Department. The
last hand -out was a chart showing the effect of AB -8 Bail -Out Funds vs. State
cuts. Mr. Powell suggested the State determine which cities have received
less AB -8 Bail -Out Funds, and impose lesser revenue cuts on those cities. ^'
It was pointed out that Downe is the only full service, independent e e ndent Ci t

in Assemblyman Epple's district.
Mr. Powell recommended the State consider a multi -year budget as well as
finding revenue from sources other than local jurisdictions.
Discussion was held regarding impacts of State cuts on various district
assessments that are collected on the property tax bill.
Assemblyman Epple emphasized certain obligations the State is required to
meet, including the responsibility of maintaining the prison system and
education. He also pointed out he intends to see all his cities are treated
fairly on a long -term basis, and he will work towards that goal. On May 15,
1993, there will be more accurate and up -to -date information on the revenue
situation.
