The City Council of the City of Downey held a regular meeting at
7:30 p.m., February 23, 1993, in the Council Chamber of the Downey City
Hall , Mayor Diane P. Boggs presiding.

APPROVING A CHANGE OF ZONE FOR PROPERTIES LOCATED AT
8020 -8100 PHLOX STREET, DOWNEY, FROM R1 -5000 (SINGLE
FAMILY RESIDENTIAL) AND PB (PARKING BUFFER) TO M -1
(LIGHT MANUFACTURING) , AND APPROVING AN AMENDMENT TO
THE OFFICIAL ZONING MAP ADOPTED BY SECTION 9106.06
(ZONE CHANGE NO. 92 -111)

Riley, seconded by Council Member Brazelton, and unanimously carried to waive

ORDINANCE NO. 957
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING
CODE AMENDMENT 92 -105, MENDING THE DOWNEY MUNICIPAL CODE TO
ESTABLISH TRIP REDUCTION AND TRAVEL DEMAND MEASURES IN
ACCORDANCE WITH STATE GOVERNMENT CODE SECTIONS 65089 AND 65089.3

Lawrence, seconded by Council Member Brazelton, and unanimously carried to
waive further reading and adopt.
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ADDING SECTION 4107.5 TO CHAPTER 1 OF ARTICLE IV OF
THE DOW N EY MUNICIPAL CODE TO PROHIBIT LOITERING FOR DRUG-
RELATED ACTIVITIES
Ms. Yotsuya summarized the staff report, recommending adoption of this
Ordinance as a preventive measure regarding illegal drug sales in the
community. She referenced a similar Ordinance recently adopted in Monrovia
which has been challenged and upheld in the judicial system.
The Ordinance was read by title only. It was moved by Council Member
Lawrence, seconded by Council Member McCaughan, and unanimously carried to
waive further reading and introduce.
Prior to the foregoing vote, Council Member McCaughan expressed support
of the Ordinance, noting this would provide an additional tool for law
enforcement officers in the field.
Council Members Brazelton and Riley commended Council Member McCaughan
for initiating this type of City legislation to protect the community. .

UNSCHEDULED EQUIPMENT PURCHASE - CROWD CONTROL AND RIOT EQUIPMENT FROM
ASSET FORFEITURE FU IUD S
Chief Mayes summarized the staff report, explaining the Mutual Aid
Response System that includes 47 cities in coordination with the Los Angeles
County Sheriff's Department. In case of any civil uprising, aid could be
provided or requested from nearby cities through this Response System. In
preparation for any unrest, Downey Police Officers need to be outfitted with
the proper equipment, which if approved, w i l l be funded from Asset Forfeiture
monies.
Mayor Boggs referenced new firearms recently purchased by South Gate and
questioned their necessity in Downey.
Chief Mayes commented that the current equipment request is uniform with
other agencies; however, staff will be submitting a separate request in the
future for a specific weapon used by narcotic agents, that is currently
utilized in South Gate.
Council Member McCaughan discussed the initial and annual funding source
for the equipment, as some of the items will be outdated and need continuous
replacement. He asked about the necessary training.
Chief Mayes explained the training procedures the Department has
undertaken, including intensified staff training with the different agencies
involved. He further noted this will be a one -time purchase; hopefully, the
Office of State Emergency Planning will provide replacements for the
equipment.
It was moved by Council Member McCaughan, seconded by Council Member
Lawrence, and unanimously carried to authorize appropriation of $17,894.81 of
Asset Forfeiture funds for the purchase of crowd control and riot equipment.
Prior to the foregoing vote, Council Member Riley expressed her support
of providing this equipment for the police officers.
Mr. Charles Anna, 8237 Birchcrest Rd., expressed support for the police
officers and the equipment needed in their job.

OTHER BUSINESS: CITY COUNCIL MEMBERS
Council Member Riley complimented the Public Works Department for their
prompt response to citizens' complaints.
Council Member Riley noted favorable results of the shopping cart removal
program.
Council Member Riley stressed the importance of volunteerism in the
community.
Council Member Brazelton concurred with Council Member Riley's comments
regarding the need for volunteers in all areas.

Council Member McCaughan re requested qu a progress report on the property
maintenance ordinance, and suggested contacting the C a l i f o r n i a League of
_ L Cities Library for helpful information.
Council Member McCaughan requested a report on implementing a citation
process in the Code Enforcement Program and requested cost information to
bring Code Enforcement Division up to full staff level.
Council Member McCaughan commented on attending the Independent Cities
Association Joint Meeting with the Los Angeles County Police Chiefs'
Association, and the programs discussed, including narcotic tracking systems
across the State. He suggested staff contact those cities who are
participants in these programs for further information.
Council Member McCaughan noted he has distributed copies to staff of the
Bellflower Graffiti Ordinance to aid in updating Down ey's Ordinance regarding
this matter.
Council Member McCaughan reiterated the need to have a joint meeting with
the Planning Commission to discuss future goals in the community.
Council Member McCaughan re c once nd ed the City of Downey Communicator
report on Council actions, including budgetary problems facing the City.
Council Member McCaughan requested a report on establishin a parking

program that would generate revenue at Wilderness Park, noting this is a
regional park which involves a lot of Code Enforcement and Police Department
time.
Mayor Boggs requested an update from staff regarding status of previous
requests made at Council Meetings.
Mayor Boggs commented on her attendance at a Downey Sister Cities
Association function and mentioned visiting professors from Guadalajara,
Mexico, that are here to study infra - structure, plant life, recycling, etc.
Mayor Boggs noted she addressed the YMCA regarding the City's attempt to
retain services while making budget cuts.
Mayor Boggs requested staff look into a more restrictive Anti-Smoking
Ordinance.
Mayor Boggs requested the City Attorney review establishing regulations
for Statements of Qualification that are published on the ballot, since they
have been used to attack opponents.
ORAL COMMUNICATIONS
Mr. Larry Squire, 9546 Metro St., commented on excessive graffiti in a
neighboring City and complimented Downey's graffiti program.
Mr. Richard Engles, 9518 Muller St., founder and Director of Downey Pop
Warner Football, requested permission to situate an equipment storage
container at Rio San Gabriel Park.

The meeting was adjourned in memory of Monsignor Patrick Cleary, St.
Raymond 's Church; Downey Police Explorer Colleen Gayta n ; and Compton Police
Officers Kevin Burrell and James MacDonald, who were killed in the line of
duty, to 6:30 p.m., March 9, 1993, in the Council Chamber of the Downey City
Hall.
