HomeMy WebLinkAboutMinutes-12-01-98-Reorganization Meeting 1 4 0 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REORGANIZATION MEETING DECEMBER 1, 1998 The Cit y City Downey Council of the Cit of Downey held a Reorganization Meeting at 7:02 p.m., December 1, 1998, in the Council Chamber of the Downey City Hall, Mayor Gary P. McCaughan presiding. PRESENT: Council Members: Gary P. McCaughan, M.D. Mayor Keith McCarthy Mayor ProTem Joyce L. Lawrence Robert S. Brazelton Barbara J. Riley ALSO PRESENT: Judith McDonnell, City Clerk- Treasurer Shirley Conte, Executive Secretary Other City employees were present in the audience. The Invocation was delivered b y Associate Pastor David Smith, First Christian Church of Downey. The Flag Salute was led by Boy Scout Troop #351. Mayor McCaughan welcomed the audience to the reorganization meeting and seating of newly - elected Council Members and recognized special guests present. Special presentations were made to Council Members Riley and Brazelton by Connie Sziebl, District Director for Congressman Steven Horn, who introduced David Bartel, Chief of Staff from the Congressman's Washington, D.C. office; Assemblywoman Sally Havice; Senator Betty Karnette; Supervisor Don Knabe; Fernando Mendoza from the City of Commerce; Garth Gardner, Mayor of Pico Rivera; Betty Ferraro and Bobbi Samperi, Downey Unified School District Board Members; Pat Heineke, G.O.O.D. (Gangs Out Of Downey) Committee President; Jesse Laura, Mayor of Norwalk; and City Staff Member June Yotsuya on behalf of the Cities of Paramount and Cerritos. On behalf of the Cit y Council, Mayor McCaughan presented flowers to Council Members Riley and Brazelton. Council Member Riley recognized Boy Scout Troop No. 351, former and present City staff members, recalled the years she spent on the Council, commended City staff for putting forth extra effort, and mentioned accomplishments and events that occurred during her tenure in office. Council Member Brazelton recalled the 41 years he and his wife Jean have lived in the community, raising six children, and volunteer activities they have participated in. He reviewed some of the accomplishments made during his tenure on the Council and commended City Manager, Gerald Caton and Assistant City Manager Lee Powell for the quality of leadership they have brought to the City. He also thanked board and committee members from District 4 for their service to the community. Council Reorganization Meeting Minutes 12/01/98 - 1 1 I 0 RESOLUTION NO. 6214 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION CONSOLIDATED WITH THE STATEWIDE GENERAL ELECTION AND HELD IN SAID CITY OF DOWNEY ON THE 3RD DAY OF NOVEMBER, 1998, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW The Resolution was read by title only. It was moved by Council Member Riley, seconded by Council Member Brazelton, and unanimously carried to waive further reading and adopt. g p City Clerk McDonnell administered the Oath of office to newly-elected Council Members Meredith H. Perkins and Robert C. Winningham, presented each with a Certificate of Election and welcomed them to the Council. Council Member Perkins thanked everyone who assisted him in his election, and introduced his sons Jeff and Greg, his daughter -in -law Angelique and other family members and friends present. He noted his service on the Planning Commission for the past six years and recognized Planning g Department staff and other Planning Commissioners present. He recognized members of the press, Council Member Joyce Lawrence for appointing him to the Planning Commission, thanked Judge Roy Paul for the opportunity to serve on the Steering Committee for the City's General Plan, and expressed appreciation to former Mayor Barbara Riley and her husband Tracy. Council Member Winningham thanked the voters in District 4 for putting their faith in him for the next four years. He introduced his mother Shirley, Aunt Valerie Winningham, sister Nancy Smith and her son Shannon, mother -in -law Gladys Lewis, his children Amanda, Jennifer, and Scott, and his wife Carol. He also introduced other family members and friends present. ORAL COMMUNICATIONS Assemblywoman Sally Havice presented to Mayor McCaughan and his family, copies of a Memorial Resolution honoring the life of his father Edgar McCaughan who served the community for many years. Robert Bryant, President of the Downey City Employees Association - Maintenance Unit, expressed thanks to Council Members Riley and Brazelton for their terms in office and their continued service to the citizens of Downey and offered newly- elected Council Members Perkins and Winningham the Maintenance Unit's continued cooperation. Lennie Whittington, 8542 Manatee Street, thanked Council Members Brazelton and Riley for their years of service and welcomed new Council Members Winningham and Perkins. Phil Bliss, Member of the Downey Sister Cities Association, said they will continue to help the City Council when needed and hoped for the Council's continued support in the group's endeavors. Council Reorganization Meeting Minutes 12/01/98 -2- s L 0l ) OTHER BUSINESS — Council Members Council Member McCarthy welcomed the new Council Members, thanked Council Members Riley and Brazelton for the honor of working with them and thanked their spouses for their continued support in the community. He introduced his wife Katrine and son Patrick. He then mentioned the Chamber of Commerce Holiday Lane Parade will be held on Sunday at 1:30 p.m. Council Member Lawrence welcomed new Council Members Winningham and Perkins as colleagues, noting both were District 5 appointees. She said farewell to Council Members Brazelton and Riley, noting both have served the community selflessly and sacrificially. She introduced her husband Roger. .
